Request for permission to enter Mrs. C. M. Burton's property located off Leonard Road for the purpose of clearing the existing creek channel to drain water from roadway for the health, safety and welfare of the general public. Site is located in Precinct 4. 16. Payment Authorization in the amount of $456.94 to Patricia J. Moore, D.O. for her testimony and mileage. A purchase order was not obtained prior to her Grand Jury testimony. 17. Announcement of interest items and possible future agenda topics. 18. Call for citizen input and/or concerns. 19. To make arrangements, call (979) 361 -4102. qo Cao COMMISSIONERS' COURT REGULAR MEETING JANUARY 23, 2007 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, January 23, 2007 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2, Absent; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input /and or concerns. The Court listened to a presentation by Mike Paulus, Emergency Preparedness Coordinator with the Health Authority. Mr. Paulus discussed the County's plan and Dr. Charles Williams discussed preparations for a possible pandemic influenza event. The Court next considered Budget Amendment #06/07 -14.1 that would reallocate funds for HAVA - General Compliance. On Vol 01D Page 1011. Commissioners Court meeting January 23, 2007 2 motion by Commissioner Cauley, seconded by Commissioner Wassermann, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Wassermann, seconded by Commissioner Cauley, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 7027327 through 7027518 On motion by Commissioner Cauley, seconded by Commissioner Mallard, the Court voted unanimously to approve the Claims as submitted. The next matter for the Court's consideration was a request from Justice of the Peace, Precinct 2, Place 2, Tommy Munoz for the Court's approval of the purchase of one Laser Jet 2605DN printer for his office. Funds will come from the JP Technology Fund, Minor Computer Hardware. On motion by Commissioner Cauley, seconded by Commissioner Mallard, the Court voted unanimously to approve the request. The next matter for consideration was approval for the Purchasing Agent to advertise a Request for Qualifications Vol CI D Page l a a Commissioners Court meeting January 23, 2007 3 2007 -022, Architect for Jail Addition. The Sheriff reported that there had been 559 inmates last night thus making us noncompliant. On motion by Commissioner Cauley, seconded by Commissioner Mallard, the Court voted unanimously to authorize the Purchasing Agent to advertise for a Request for Qualifications. The next matter for consideration was approval for the Purchasing Agent to advertise Request for Proposal 2007 -023, Actuarial Services. On motion by Commissioner Mallard, seconded by Commissioner Cauley, the Court voted unanimously to authorize the Purchasing Agent to advertise for proposals for Actuarial Services. The Court next considered Change Order #0002 to the contract for the Information Technology Building. It is for providing and installing a Card Access System, provided by A -1 Fire and Security Equipment Company. This Change Order increases the contract amount by $7,000.00 increasing the contract amount from $897,587.00 to the revised contract amount of $904,597.00. On motion by Commissioner Cauley, seconded by Commissioner Wassermann, the Court voted unanimously to approve Change Order #0002 in the amount of $7,000.00. A copy is attached. Vol q 0 Page 1 a3 Commissioners Court meeting January 23, 2007 4 The Court next considered Change Order #0003 to the contract for the Information Technology Building. It is for fiber installation and rework provided by Unisys Corporation. This Change Order increases the contract amount by $28,756.00 increasing the contract amount from $904,597.00 to the revised contract amount of $921,590.00. On motion by Commissioner Cauley, seconded by the County Judge, the Court voted unanimously to approve Change Order #0003 in the amount of $28,756.00. A copy is attached. The Court next considered Change Order #0004 to the contract for the Exposition Center. It is for fiber installation and rework provided by Unisys Corporation. This Change Order increases the contract amount by $1,398,053.00 increasing the contract amount to $24,347.133.00. On motion by the County Judge, seconded by Commissioner Cauley, the Court voted unanimously to approve Change Order #0004 in the amount of $1,398,053.00. A copy is attached. The next matter before the Court was approval of a Contractual Agreement between Brazos County and Wharry Engineering as a roof consultant for the Sheriff's Administration Building. The cost to Brazos County will be no more that $10,400.00. The work is expected to be completed in 4 weeks. On motion by Commissioner Cauley, seconded by Vol lb Page 124 Commissioners Court meeting January 23, 2007 5 Commissioner Wassermann, the Court voted unanimously to enter into contractual agreement with Wharry Engineering. A copy of the contractual agreement is attached. The Court next considered the request from Wickson Special Utility District to construct a road bore for water line installation in the right -of -way of Zweifel Road located in Precinct 2. The County Engineer said all appeared to be in order. On motion by Commissioner Wassermann, seconded by Commissioner Cauley, the Court voted unanimously to approve the request from Wickson Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered authorizing work outside of county rights -of -way for the health, safety and welfare of the general public. The Road and Bridge Department requested permission to enter the private property of Mrs. C. M. Burton on Leonard Road in Precinct 4 to clear the existing creek channel to drain water from the roadway. On motion by Commissioner Cauley, seconded by Commissioner Mallard, the Court voted unanimously to authorize the work. The next matter before the Court was consideration of a payment authorization in the amount of $456.94 to Patricia J. Moore, D.O. for her testimony and mileage. On motion by the County Judge, seconded by Commissioner Cauley, the Court voted unanimously to approve the payment authorization. Under announcement of interest items and possible future agenda topics the following spoke: Commissioner Mallard a) We should have an agreement on the inter - operability radios on the next agenda. There was no citizen input and /or concerns. There were no Agency /Board /Committee reports by Court members. There being no further business to come before the Court, the meeting was adjourned. OTHER CONDITIONS 1. Wherry Engineering will perform the Work as expeditiously as is consistent with professional skill and care and orderly progress of the Work. 2. It is Wherry Engineering's sole decision as to the medial used to perform the Work described in the Proposal (i.e., Photographic Reproduction, Computer Aided Drafting, traditional drafting or any combination there of). 3.
