Renewal of the current contract for Herbicides and Surfactants at the same prices for an additional year per Bid 2006 -013R, as new Bid 2007 -009R effective 17 January 2007 through 16 January 2008. 12. Award of Bid 2007 -020, Purchase and Install Audio and Video Equipment for the Community Emergency Operations Center, to Micro Age as the vendor for purchasing the audio and video equipment, with the purchase of the LCD projector and installation of the equipment to be awarded at a later date. 13. Acceptance of a Special Warranty Deed from Eugene Savage for improvements to Royder Road located in Precinct 1. 14. Acknowledgement of the certificate of completion for the required course on the Open Meetings Act for Sheriff Christopher C. Kirk. 15. Acknowledgement of the Monthly Reports submitted in November and December 2006. These reports are available for review in the County Judge's Office. 16. Announcement of interest items and possible future agenda topics. 17. Call for citizen input and/or concerns. 18. Agency / Board / Committee reports by Court members. 19. VOL W PAGE o2 COMMISSIONERS' COURT REGULAR MEETING JANUARY 2, 2007 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, January 2, 2007 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. The County Judge gave the invocation and led the pledge of allegiance. There was no citizen input /and or concerns. The next matter before the Court was the reclassification of the following Clerk position in the Justice of the Peace, Precinct 2, Place 2 office: From: Clerk II, Class 0605 Position 1 in the Justice of the Peace, Precinct 2 Place 2 office to a Court Coordinator Class 0610 Position 1 and to increase the budget for the Position from a Group 11, Step 3 to a Group 14, Step 12. On Vol g 0 Page 3 Commissioners Court meeting January 2, 2007 2 motion by Commissioner Peters, seconded by Commissioner Cauley, the Court voted unanimously to approve the request. The Court next considered a request to increase the position budget for the Clerk III position in the Justice of the Peace, Precinct 2, Place 2 office from a Group 12, Step 5 Position to a Group 12, Step 10 Position. On motion by Commissioner Cauley, seconded by Commissioner Peters, the Court voted unanimously to approve the request. The Court proceeded to consider a request from the Sheriff's Office to move four (4) budgeted steps as follows: From: Process Server Deputy Sheriff, Class 1433, Position 1, Group 23, Step 10 To: Warrant Sergeant, Class 1438, Position 1, Group 25, Step 6 This would result in a move of $4,742.40 from the Class 1433 Position to the class 1438 Position. On motion by the County Judge, seconded by Commissioner Wassermann, the Court voted unanimously to approve the request. The next matter before the Court was a request from the Sheriff's Office to move two (2) budgeted steps as follows: From: Sergeant /Criminal Investigator, Class 1420, Position 1 To: Investigator, Class 1423, Position 8 This would result in a move of $2,309.00 from the Class 1423 Position 8 which elevates that position from Group 25, Step 2 Vol 90 Page 4 Commissioners Court meeting January 2, 2007 3 to a Group 25, Step 4. On motion by Commissioner Peters, seconded by Commissioner Cauley, the Court voted unanimously to approve the request. The Court next considered Budget Amendment #06/07 -11.1 through 11.3 that would reallocate funds for District Attorney, TEEX -State Homeland Security Grant and transfer funds from the office of Justice of the Peace, Precinct 2, Place 1 to Justice of the Peace, Precinct 2, Place 2. On motion by Commissioner Cauley, seconded by Commissioner Peters, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded by Commissioner Peters, the Court voted unanimously to approve the changes as submitted. The next matter before the Court was the payment of claims as submitted by the County Treasurer. On motion by the County Judge, seconded by Commissioner Cauley, the Court voted unanimously to table this item. The claims were considered at a special meeting on December 28, 2006. The next matter before the Court was the appointment of individuals to serve on the Brazos County Bail Bond Board. On Vol 9 C) Page 6 Commissioners Court meeting January 2, 2007 q motion by the County Judge, seconded by Commissioner Cauley, the Court voted unanimously to appoint the following individuals to serve on the Brazos County Bail Bond Board: a)Commissioner Duane Peters, Commissioners Court representative b) County Court at Law II, Judge Jim Locke, County Courts representative. The terms run through December of 2007. The Court next considered renewal of the current contract for Herbicides and Surfactants with Alenza, Carso, Inc., Red River Spec and UAP Timberline. There is no increase in prices. On motion by Commissioner Wassermann, seconded by Commissioner Cauley, the Court voted unanimously to approve the renewal of the current contract. The new contract number is 2007 -009R. The Court next considered awarding Bid No. 2007 -020, Purchase and install Audio and Video Equipment for Community Emergency Operations Center. Pat Howard, Purchasing Agent, recommended acceptance of the bid submitted by Micro Age for the purchase of the Audio and Video Equipment, but due to the lack of funds from the 2005 State Homeland Security Grant Program, the LCD Projector and Installation of equipment will be awarded at a later date. On motion by Commissioner Peters, seconded by Commissioner Cauley, the Court voted Vol qV Page Commissioners Court meeting January 2, 2007 5 unanimously to accept the recommendation of the Purchasing Agent and award the contract for the purchase of the Audio and Video Equipment to Micro Age attached. A copy of the bid tabulation is The Court next considered acceptance of a Special Warranty Deed for right -of -way on Royder Road in Precinct 1. On motion by Commissioner Wassermann, seconded by Commissioner Peters, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos County a Special Warranty Deed from Eugene Savage for the expansion and improvements to Royder Road. The Court next acknowledged receipt of the certificate of completion for the required course on the Open Meetings Act for Sheriff Christopher C. Kirk. Under announcement of interest items and possible future agenda topics the following spoke: County Judge a) He posted a meeting for January 5, 2007 at the Brazos Valley Council of Governments to meet with state officials on legislative issues like appraisal caps, prison over crowding etc. County Engineer a) Asked the Court to discuss load limits on county roads with the legislators as well. There was no citizen input and /or concerns. There were no Agency /Board /Committee reports by Court members. There being no further business to come before the Court, the meeting was adjourned.
