IN THE COMMISSIONERS COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 E. 26TH STREET, SUITE 115, BRYAN, TEXAS. THE COURT WILL HEAR COMMENTS ON THE PROPOSED TAX INCREASE FOR 2006. ALL INTERESTED PERSONS ARE INVITED TO ATTEND SAID HEARING AND PRESENT THEIR CAUSE, IF ANY, FOR OR AGAINST THE TAX INCREASE FOR 2006. The Brazos County Courthouse is wheelchair accessible. Fax: (979) 361-4503 COMMISSIONERS' COURT PUBLIC HEARING September 5, 2006 The Commissioners' Court of Brazos County, Texas met in a Public Hearing in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 2:00 p.m. on Tuesday September 5, 2006, with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Commissioner of Precinct 4: Karen McQueen, County Clerk. Attached is a list of the citizens and officials in attendance. Attached is a transcript of the meeting. Vol 0 Page 1 q 4 2 BRAZOS COUNTY COMMISSIONERS COURT Proposed Tax Increase for 2006 September 5th, 2006 Sims: Ladies and gentleman, thank you for coming to our meeting, The Commissioner's Court will conduct a public hearing on Tuesday, the 5th of September, 2006 at 2:00 p.m. in the Commissioner's Courtroom of the Brazos County Courthouse. The court will hear comments on a proposed tax increase for 2006. All interested person are invited to attend said hearing and present their cause, if any, for or against the tax increase. I will make one comment at the beginning of this; we did lower the tax rate, or my proposal is to lower the tax rate by one cent per hundred dollar evaluation from the tax rate that we had last year. But because it is above the effective tax rate, we must have these hearing. So it is considered a tax increase. Ok? So, with that said, we are here to listen. We are here to listen. Does The Eagle have any question on it? Yall are normally really good about asking questions. Gentlemen would you like to say anything? Give you that opportunity also. Mallard: It's just very interesting, I've been seeing a lot of the advertisements that each entity is putting up and noticed today the City of College Station's. I know it's mandated by the State, these different requirements and it's good that you're trying to get as much information out, but when you read it and you're seeing the type on it, it seems very difficult to understand and comprehend what the different percentages are. Saying there is this much increase, there's that much increase, and it's tough. So I've continued ...I had a conversation out in the hall earlier just trying to work through that and try to understand it better. So I'm hoping, I guess ...Kristy mentioned that there were some efforts to try run and help that a little bit more in the legislature to simplify it because it is very confusing where it is showing all these different increases that you have. Obviously, we are blessed to have a growth mode in our county and the cities are both seeing additional properties coming on board which does increase that. But I call that kind of `growing the pie' so to speak. Obviously, there is more property being developed so there's more values coming on there but it's not necessarily an increase in an individual, it's that there's (inaudible). So that's one area that you see and you have to try to carve that out. So it's very difficult to read through that process the way it's mandated to be produced Vole Page I q 5 and get a good understanding of it. So I see how it's very confusing. I know it's confusing to me the way it reads so I'm sure there are many other people in the community that are having difficulty looking at that as well. I wish there was some way that we could get better at what we're doing. I don't have an answer; usually when you bring up a question you hope to have an answer to it, but I don't have one. So I just wish there was a better way to go about that process so it would be...not that the way it's coming out is incorrect but I just don't think that ...you know we need like four or five pages in addition to that so we can read through it and say, "Well, the definition of this is..." to try to understand it better. I don't know. Cauley: The easiest thing would be truth in taxation. Mallard: Well the truth isn't always understandable. Sims: Any other comment from the Court? Gallego: We need to announce the date that we'll meet to vote on the tax. Sims: And that is? Gallego: September 12`h, a regular Commissioner's Court meeting at 9:00 o'clock. We'll have another public hearing on the 8`h for this. Sims: September the 12`h at 9:00 o'clock in Commissioner's Court. Cauley: We have another meeting Friday. Sims: And another hearing on this is September the 8ch Gallego: The vote will be on the 12`h Mallard: If there are any additions or changes to the budget, they would be done on the 12`h as I understand it? Sims: That is correct. Ok. With that I see no questions or comments; I will adjourn this public hearing. Thank yall for coming. End of tape.
