NOTICE OF PUBLIC HEARING
BRAZOS COUNTY COMMISSIONERS COURT
THE COMMISSIONERS COURT WILL CONDUCT A PUBLIC HEARING ON
TUESDAY 8 AUGUST 2006 AT 10:00 A.M. IN THE COMMISSIONERS COURTROOM
OF THE BRAZOS COUNTY COURTHOUSE, 300 E. 26TH STREET, SUITE 115,
BRYAN, TEXAS.
The Court will consider the posting of a 40 mile per hour speed limit 3,300 feet from the
intersection of FM 2776 on Harris Lane.
All interested persons are invited to attend said hearing and present their cause, if any, for or
against the posting of a 40 mile per hour speed limit on Harris Lane.
The Brazos Center is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive services

August 8, 2006
The Commissioners' Court of Brazos County, Texas met
in a Public Hearing in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at
10:00 a.m. on Tuesday August 8, 2006, with the following
members of the Court present:
Randy Sims, County Judge, Presiding;
Lloyd Wassermann, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Carey Cauley, Commissioner of Precinct 4.
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
attendance.

Speed Limit for FM 2776 and Harris Lane
August 8th, 2006
Sims: I will call the Commissioner's Court into session to conduct a public hearing
on Tuesday, the 8th of August, 2006 at 10:52 a.m. in the Commissioner's
Court Room of the Brazos County Courthouse, Suite 115. The court will
consider the posting of a 40 mile per hour speed limit 3,300 feet from the
intersection of FM 2776 on Harris Lane. All interested person are invited to
attend said hearing and present their cause, if any for or against the posting of
a 40 mile per hour speed limit on Harris Lane. I will open this public hearing
up. Mr. Peters, you have requested this go on the agenda, would you like to
address it?
Peters: Yes. On Harris Lane it is a pretty straight shot and it's a cut through now and
after it's been paved traffic speeds have increased significantly. In this portion
of the road that we are talking about there are a number of residences right
along the edge of the road. Their complaint to me has been that people are
driving excessive speeds. I think the posted speed limit has been 60 miles per
hour out there but they are driving even more than that. Their concern is for
kids and family and all of that in that residential area. Their request to me was
to reduce the speed in that stretch of 3,300 feet when you come of FM 2776
going towards FM 2038. The first 3,300 feet of road is where those houses are
located. The 60 miles per hour would remain for the remainder of the road.
Sims: Ok.
Arnold: Judge, from FM 2038 coming this way there is a little rise right before you get
to where these houses are on the right. It's not a sight distance problem once
you top the hill but going that fast, you are right on top...the roadside
characteristics have changed on that road with having the houses right beside
it. Usually farm houses are way off the road but these are right up on the road.
Its 3,300 feet from the intersection of FM 2776.
Sims: Of course, you can change speed limit signs out there day long, if you don't
have enforcement, you got nothing.
Peter: Well, that's the next step.

Arnold: That's exactly right.
McLeod: Is there a state traffic study done on that stretch?
Arnold: Yes.
McLeod: What was the median?
Arnold: The pace speed was between 45 and 54.
Sims: That was the median?
Gallego: Can I get a copy of the traffic study for our records?
Arnold: Yes. Do you still have yours?
Peters: I don't have it in my...
Arnold: I can make copies of this.
Gallego: I can make one afterwards.
Sims: That's good. I'm glad you mentioned that Candy, we need that in the file.
Anyone want to present cause for or against the 40 mile per hour speed limit
on Harris Lane? Commissioner, I see no one here for or against so shall we
close this meeting or do you have anything more to say?
Peters: I guess that next week...
McLeod: Two weeks.
Arnold: Maybe put it on the agenda.
Sims: All right. With no other comment, we will close this public hearing of the
Commissioner's Court. With that, I will adjourn all of these meetings here
today.
