Family Practice Foundation of the Brazos Valley, Inc. $60,000.00 TAR WARS in Brazos County prevention program b. Hospice Brazos Valley $55,900.00 non-funded hospice care for Brazos County tobacco-related illnesses c. Stand Tall Against Tobacco $14,100.00 Stand Tall Against Tobacco prevention program. 12. Brazos County Treasurer's Report for the Month of April 2006. 13. Tax Refund Applications for the following: a. Washington Mutual Loans 14. Permission to award RFP 2006-026, Internet Service Provider, to Managed Network Solutions for intemet services to Brazos County based on lowest price. 15. Requisition 9223 for the Emergency Management Department to upgrade the Ringdown Notification System. 16. Requisition 9233 for the Tax Assessor's office to purchase a Security Camera System. 17. Final Plat of Las Palomas subdivision, 8.77 acres, Crawford Burnett survey, A-7, recorded in volume 4033, page 154 (official records of Brazos County), City of College Station ETJ, Brazos County, Texas. Site is located in Precinct 1. 18. Payment authorization in the amount of $250.00 from the District Attorney's Office to the Dispute Resolution Center for mediation services provided. A purchase order was not prepared before the mediation took place. 19. Acknowledgement of the Monthly Reports submitted in May 2006. These reports are available for review in the County Judge's Office. 20. Announcement of interest items and possible future agenda topics. 21. Call for citizen input and/or concerns. 22. VOL SI PAGE "2 COMMISSIONERS' COURT REGULAR MEETING JUNE 6, 2006 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Brazos County Commissioners Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, June 6, 2006 with the following members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Wassermann gave the invocation and led the pledge of allegiance. The County Judge deviated from the agenda and considered item number 3 next which was a presentation by the City of College Station concerning the establishment of Tax Increment Reinvestment Zone #16, associated Tax Increment Financing (TIF) for a Hotel and Convention Center. Mr. Charles Wood gave the presentation. Vol g Page -3 Commissioners Court meeting June 6, 2006 2 Under citizen input/and or concerns the following spoke: Karen Hall a) She spoke on a new direction for the Animal Shelter board and asked the Court to consider her as a member. She went on to list her credentials. She then discussed a "No Kill" shelter like one called Best Friends and is run without the use of tax dollars. The Court next considered Budget Amendment #05/06-35.1 through 35.4 that would reallocate funds for the County Attorney's office, Sheriff's office; transfer funds from Contingency to various departments; correct errors in Budget Amendment 31.5. On motion by commissioner Cauley, seconded by Commissioner Peters, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The court proceeded to consider the change of status of employees as submitted on the attached Personnel Action Requests. On motion by Commissioner Cauley, seconded by Commissioner Mallard, the Court voted unanimously to approve the changes as submitted. The Court next considered the following Claims as submitted by the County Treasurer for payment: 7019984 through 7020210 Vol Y1 Page If Commissioners Court meeting June 6, 2006 3 On motion by Commissioner Peters, seconded by Commissioner Wassermann, the Court voted unanimously to approve the Claims as submitted. The next matter before the Court was consideration of Brazos County Order #06-003, Prohibiting Outdoor Burning in Brazos County for ninety (90) days, effective immediately. On motion by Commissioner Wassermann, seconded by Commissioner Cauley, the Court voted unanimously to table consideration. The Court next considered the reappointment of an individual to serve on the Brazos Valley Local Workforce Development Board. On motion by Commissioner Peters, seconded by Commissioner Cauley, the Court voted unanimously to reappoint Celia Goode-Haddock to serve on the Brazos Valley Local Workforce Development Board. The term of the appointment is from June 30, 2006 through June 30, 2009. The next matter before the Court was the appointment of a Court member to serve as an intergovernmental member of the City of College Station's Comprehensive Plan Advisory Committee. On motion by Commissioner Peters, seconded by Commissioner Mallard, the Court voted unanimously to appoint Commissioner Lloyd Wassermann to serve as an intergovernmental member of the City of College Station's Comprehensive Plan Advisory Committee. Vol 8 I Page 5 Commissioners Court meeting June 6, 2006 4 The next matter before the Court was adopting an Order for Relocating the polling places for Election Precincts 5a, 5b, 41, 28a, 42 & 39. Election Precincts 5a and 5b, located in the District 2 Volunteer Fire Station, 894 N. FM 2038, Bryan Texas will not be available for use in the upcoming elections. Election Precincts 41, 28a and 42 located in the Pebble Creek Elementary School, 200 Parkview, College Station, Texas, need to be moved for the convenience of the voters. Election Precinct 39 located in the Rock Prairie Elementary School, 3400 Welch, College Station, Texas needs to be moved for the convenience of the voters. Zion Church of Kurten has agreed to allow the polling place for Election Precincts 5a and 5b to be located in the Zion Church of Kurten located at 977 N. FM 2038, Bryan, Texas. The Christ United Methodist Church has agreed to allow the polling place for Election Precincts 41, 28a and 42 to be located in the Christ United Methodist Church located at 4201 State Highway 6 South, College Station, Texas. The St. Francis Episcopal Church has agreed to allow the polling place for Election Precinct 39 to be located in the St. Francis Episcopal Church located at 1101 Rock Prairie Road, College Station, Texas. On motion by Commissioner Wassermann, seconded by Commissioner Cauley, the Court voted unanimously to adopt the Order relocating the Vol fl Page Commissioners Court meeting June 6, 2006 5 above mentioned polling places to the new locations and that submission be made to the Assistant Attorney General, Civil Rights Division, Voting Section, department of Justice, Washington D. C. requesting the pre-clearance of this Order pursuant to Section 5 of the Federal Voting Rights Act. The next matter for consideration by the Court was the recommendations of the Brazos County Community Healthcare Endowment Fund (CHEF) Review Committee. On motion by Commissioner Mallard, seconded by Commissioner Cauley, the Court voted unanimously to accept the recommendations of the CHEF Review Committee and fund the following agencies for fiscal year 2006-2007: Agency: Family Practice Foundation of the Brazos Valley, Inc. Amount: $60,000.00 Program: TAR WARS in Brazos County prevention program Agency: Hospice Brazos Valley Amount: $55,900.00 Program: Non Funded Hospice Care for Brazos County Tobacco Related Illnesses Agency: Stand Tall Against Tobacco Amount: $14,100.00 Program: Stand Tall Against Tobacco Prevention Program On motion by commissioner Peters, seconded by commissioner Mallard, the Court voted unanimously to receive, approve and order filed as submitted the Treasurer's report Vol q Page I Commissioners Court meeting June 6, 2006 6 for April 2006. A copy is attached to and made a part of these minutes. The next matter for consideration was approval of tax refund applications from the following individuals and/or companies: a) Mattie Bell McGee c/o Washington Mutual, Over Payment $97.05 On motion by Commissioner Peters, seconded by Commissioner Wassermann, the Court voted unanimously to approve the tax refund application. The Court next considered awarding RFP. 2006-026, Internet Service Provider. Pat Howard, Purchasing Agent, recommended acceptance of the proposal submitted by Managed Network Solutions. On motion by Commissioner Peters, seconded by Commissioner Cauley, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Managed Network Solutions. A copy of the tabulation sheet is attached. The Court next considered requisition 9223 in the amount of $51,380.00, submitted by the Emergency Management Department for the upgrade of the Ringdown Notification System. On motion by Commissioner Cauley, seconded by Commissioner Peters, the Court voted unanimously to approve the requisition. Vol 31 Page Commissioners Court meeting June 6, 2006 7 The next matter before the Court was consideration of requisition 9233 in the amount of $10,224.45, submitted by the Tax Assessor's office for the purchase of a Security Camera System. On motion by Commissioner Peters, seconded by Commissioner Cauley, the Court voted unanimously to approve the requisition. The Court next considered approval of the Final Plat of Las Palomas Subdivision, 8.77 Acres in Precinct 1. Richard Vance, County Engineer, stated that he had reviewed the plat and found it to be in order. On motion by Commissioner Wassermann, seconded by Commissioner Peters, the Court voted unanimously to approve the final plat of Las Palomas Subdivision as submitted. The Court next considered a payment authorization in the amount of $250.00 from the District Attorney's Office to the Dispute Resolution Center for mediation services provided. A purchase order was not prepared before mediation took place. The County Judge note that the total should have been $500.00 but the motion was for $250.00. The District Attorney's office could request payment of the additional $250.00 next month. On motion by Commissioner Cauley, seconded by Commissioner Peters, the Court voted unanimously to approve the payment requisition. Vol g~ Page I Commissioners Court meeting June 6, 2006 8 The Court acknowledged receipt of the Extension Service reports for December 2005, January, February, March, April and May 2006 and acknowledged receipt of reports from the following County and Precinct offices showing revenues collected and remitted to the County Treasurer: County Clerk District Clerk Justice of the Peace Precinct 1 Justice of the Peace Precinct 2, Place 1 Justice of the Peace Precinct 2, Place 2 Justice of the Peace Precinct 3 Justice of the Peace Precinct 4 Constable Precinct 1 Constable Precinct 2 Constable Precinct 3 Constable Precinct 4 Road & Bridge Sheriff A copy of the officials' reports can be viewed in the County Auditor's office. Under announcement of interest items and possible future agenda topics the following spoke: Commissioner Mallard a) He is serving on the Research Valley Partnership Board and many good things are beginning to happen. Lots of businesses are interested in our area. The Court will have an Executive Session tomorrow on the subject. Commissioner Cauley a) He received a letter concerning the Riverside Sewer System in the Smetana Community. He would like to ask the Court Vol 9 1 Page 10 Commissioners Court meeting June 6, 2006 to act as agent of record for the grant. He said that there would be no direct cost to the County. County Judge a) He congratulated Ruth McLeod on achieving 40 years of service with Brazos County and then invited everyone to attend a reception in her honor in room 108. There was no citizen input and/or concerns. 9 There were no Agency/Board/Committee reports by Court members. There being no further business to come before the Court, the meeting was adjourned.
