COMMISSIONERS' COURT REGULAR MEETING MAY 24, 2005 A regular meeting of the Commissioners' Court of Brazos Cj nty, Texas was held in the Brazos County Commissioners Cl*rtroom in the Courthouse in Bryan, Brazos County, Texas, b1tinning at 9:00 a.m. on Tuesday, May 24, 2005 with the fj lowing members of the Court present: Randy Sims, County Judge, Presiding; Lloyd Wassermann, Commissioner of Precinct l; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk, Absent. The attached sheet contains the names of the citizens and officials that were in attendance. Commissioner Wassermann gave the invocation and led the pledge of allegiance. Under citizen input and/or concerns the following spoke: County Judge a) He stated that he had received a letter from the Texas Association of Counties on nominations for the Counties Best Practices Awards. He asked the members of the court to give this some thought. The City recently received an award for the combined Health Insurance bid. Commissioner Cauley 1 Suggested submitting the citizen collections to 7- Page q'/ missioners Court meeting May 24, 2005 2 sites. Not many counties provide this service. County Engineer Informed the Court that there has been a $10,000.00 per month savings since the collection sites were started. The next matter before the Court was a presentation by t Texas Cooperative Extension Service of Continuing Education Certifications to the County Judge and C issioners. Dr. Alma Fonseca presented the certificates. The Court next considered Budget Amendment #04/05-28.1 t ough 28.3 that would reallocate funds for Juvenile S vices, and Constable, Precinct 4; and to transfer funds f m contingency to the County Attorney's Office, Sheriff's 0 ice and Constable, Precinct 1. On motion by Commissioner P ers, seconded by Commissioner Cauley, the Court voted u nimously to approve the budget amendment as submitted, a c y of which is attached. Commissioner Cauley commented that h is pleased to see that there are fewer amendments than in y rs past. The next matter before the Court was the reclassification o a clerk position in the Tax Office from Class 2352, Position 1, Group 8, Step 2, 1560 hours (3/4 time) to Class 2 3, Position 3, Group 7, Step 2, 1040 hours (1/2 time). The Court proceeded to consider the change of status of loyees as submitted on the attached Personnel Action Rj~uests. On motion by Commissioner Cauley, seconded by C issioner Peters, the Court voted unanimously to approve t changes as submitted. The Court next considered acceptance of a Special W ranty Deed for right-of-way on Rabbit Lane in Precinct 2. 0 motion by Commissioner Peters, seconded by Commissioner wj sermann, the Court voted unanimously to authorize the C~Onty Judge to accept on behalf of Brazos County a Special Wj~ranty Deed from Coralyn Flinn, Independent Executrix of the E$tate of Vance Thurman for the expansion and improvements to bit Lane. The Court next considered the following Claims as tted by the County Treasurer for payment: 7007108 through 7007358 D motion by Commissioner Cauley, seconded by Commissioner P ers, the Court voted unanimously to approve the Claims as itted. The Court next considered entering into a contract with Eagle newspaper for municipal advertising. A copy is attached. The next matter before the Court was a request by the P cinct 1, Constable's office for approval of payment a horization to Tharp's Printing in the amount of $47.00. T Clerk ordering the printing did not know that the Purchase O er had been closed. On motion by Commissioner Wassermann, s onded by Commissioner Cauley, the Court voted unanimously t approve the payment authorization. The Court next considered a request by the Sheriff's Office for approval of a payment authorization to Wingfoot C ercial Tire Systems in the amount of $106.05. The chase Order was written to Goodyear for the purchase of a tt~e but the employee went to the wrong vendor. On motion by Cb~missioner Cauley, seconded by Commissioner Peters, the rt voted unanimously to approve the payment authorization. The next matter for consideration by the Court was a r uest submitted by the Sheriff for approval for out of state V ol 67 Page /00 C issioners Court meeting May 24, 2005 5 t vel for Sgt. David Villarreal. Mr. Villarreal would be traveling to the FBI Headquarters in Virginia to assist with t management of the National Joint Terrorism Task Force P gram. This a 90 day temporary duty assignment beginning J e 1, 2005 and ending on august 29th, 2005. The FBI NJTTF P gram will provide transportation, food, lodging and over- t e reimbursement for Sgt. Villarreal. On motion by C#imissioner Peters, seconded by Commissioner Wassermann, the C rt voted unanimously to grant the request from the Sheriff a1LJ approved out of state travel for Sgt. David Villarreal. The next matter before the Court was a request by the T asurer's Office for a waiver of the travel policy regarding n -host hotel. The host hotel is not offering a government r e during the conference, so the non-host hotel is less e ensive. Total payment for non-host hotel accommodations w 1 be $111.00, with a savings of $132.00. On motion by C issioner Wassermann, seconded by Commissioner Cauley, the Court voted unanimously to waive the travel policy regarding nbh-host hotel. On motion by Commissioner Peters, seconded by the County Judge, the Court voted unanimously to adopt Resolution #05-004 authorizing the County Judge to make application to the C 'urinal Justice Division, Office of the Governor, for grant 1~ Page /0/ C missioners Court meeting May 24, 2005 6 funds to fund the Brazos Valley Narcotics Trafficking Task Force and to authorize the County Judge to accept such grant f ds should they be tendered. The next matter before the Court was the appointment of an i ividual to serve on the Board of Directors of the Research Valley Partnership for the term of June 1, 2005 through May 31, 2 8. On motion by Commissioner Cauley, seconded by the County J ge, the Court voted unanimously to reappoint Commissioner K ny Mallard to serve on the board. The Court next considered the appointment of individuals t serve on the Brazos County Historical Commission.
