To make arrangements, call (979) 361-4102. k b L b8 PPE 1-5 COMMISSIONERS' COURT REGULAR MEETING APRIL 19, 2005 A regular meeting of the Commissioners' Court of Brazos nty, Texas was held in the Brazos Center 3232 Briarcrest ve, in Bryan, Brazos County, Texas, beginning at 6:00 p.m. Tuesday, April 19, 2005 with the following members of the rt present: Randy Sims, County Judge, Presiding; Eric Caldwell, Commissioner of Precinct l; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and icials that were in attendance. Commissioner Peters gave the invocation and led the dge of allegiance. There was no citizen input/and or concerns. The Court next considered Budget Amendment #04/05-23.1, t would reallocate funds for the Ag Extension Service. On m tion by Commissioner Peters, seconded by Commissioner CI'uley, the Court voted unanimously to approve the budget a endment as submitted, a copy of which is attached. The next matter before the Court was the reclassification the Subpoena Clerk position in the County Attorney's L PAGE A VOL P PAGE I7 C issioners Court meeting April 19, 2005 2 office. The County Attorney is asking to divide this position i to two (2) part time positions working 40 hours per pay p riod and that one of the positions have the required benefits while the other be considered a temporary position w'' h no benefits. This is in case the positions have to be r ombined sometime in the future. On motion by Commissioner C ley, seconded by Commissioner Wassermann, the Court voted u nimously to approve the request. The County Judge then skipped to agenda item number 8 t t is consideration of the renewal of the current contract b ween Brazos County and ChoicePoint Business and Government S vices, Inc. This allows the County Attorney's investigators to continue using the AutoTrack service. The i~ r Iewal period is April 1, 2005 though March 31, 2006 with no c Inge in the monthly charge of $200.00. On motion by C issioner Peters, seconded by Commissioner Cauley, the C rt voted unanimously to approve renewal of the contract. A c y is attached. The Court joins with the cities of Bryan and College S tion to support the nation's largest organized clean up, b Iutification and community improvement program and e lourages all citizens to show their civic pride and p Iticipate as volunteers. On motion by Commissioner Peters, s onded by Commissioner Cauley, the Court moved to proclaim A it 23, 2005 as "Don't Mess with Texas Trash Off Day". The C ~nty Judge then presented the signed Proclamation to Ms. L ra Tankersley Glenn, representing Brazos Beautiful. The Court proceeded to consider the change of status of e loyees as submitted on the attached Personnel Action R uests. On motion by Commissioner Cauley, seconded by C issioner Peters, the Court voted unanimously to approve t changes as submitted. The next matter before the Court was consideration of p ~ticipation in the Bryan-College Station Convention and Viliitors Bureau's Wayfinding project, and contribution of $14,250.00. On motion by the County Judge, seconded by Commissioner M' lard, the Court voted unanimously not to participate in the W finding project. The next matter before the Court was the appointment of an i individual to The Big 8 Resource Conservation and Development E cutive Board. On motion by the County Judge, seconded by C issioner Wassermann, the Court voted unanimously to appoint C issioner Peters to the Big 8 Resource Conservation and D elopment Executive Board to be effective immediately. The Court next considered the appointment of two i ividuals to serve as members of the Brazos County Child WE-fare Board. On motion by Commissioner Mallard, seconded by C issioner Cauley, the Court voted unanimously to appoint the f Flowing individuals: a. Ms. Christine Stanley b. The Court next considered declaring surplus property as s vage and authorizing for either destruction or other I d',posal. It was advertised for sale in accordance with Local ernment Code §263.152 and no bids were received. On mcjion by Commissioner Peters, seconded by Commissioner W sermann, the Court voted unanimously to declare the p perty as salvage and authorized for either destruction or o er disposal. A copy of the list of property is attached. The next matter before the Court was the Interlocal C Iperative Purchasing Agreement with the City of Desoto, T as for the purchase of Police Body Armor. This agreement i authorized by Chapter 791 of the Texas Government Code and S chapter F, Chapter 271, Texas Local Government Code. In o er to take advantage of the exceptional prices, the County m 't enter into this agreement. On motion by Commissioner W sermann, seconded by Commissioner Peters, the Court voted u nimously to enter into an Interlocal Cooperative Purchasing A eement with the City of DeSoto, Texas for the purchase of P ice Body Armor. A copy is attached. The Court next considered awarding Bid No. 2005-023, M ring County rights-of-way. Under announcement of interest items and possible future a4 nda topics the following spoke: Commissioner Mallard a) Said that the City of College Station welcomed the new Chief of Police today. County Judge a) He received a letter from the State Comptroller's office saying that Brazos County will be receiving $86,431.50 in Tobacco funds. Commissioner Mallard b) Said he would like to have a workshop to discuss the tobacco funds. He thinks we need a plan to save more money. Commissioner Wassermann a) He spoke on the Millican situation as to whether they will stay incorporated or dissolve. There needs to be a date set for an election. He is trying to hold the cost down to a minimum. Millican was created in 1871 and nothing has happened since that time. Texas Voting Systems can generate paper ballots to keep the costs L PAGE F+ lW V s; Court meeting April 19, 2005 11 down. He questioned who has the authority to call an election since there is no mayor in Millican. They will probably need to contact the Secretary of State to direct a District Judge to call an election. There is a dispute on who really lives in the city limits of Millican or who the registered voters are. f( There was no citizen input and/or concerns. Under Agency/Board/Committee reports by Court members the lowing spoke: Commissioner Mallard a) The Intergovernmental Committee had a meeting and finalized plans for a retreat scheduled from 5:00 p.m. to 9:00 p.m. on June 15 at the Brazos Valley Council of Governments offices. Some of the topics of discussion at the retreat will be terrorism and Metro Government, that is the combining of governmental entities to have one city council government. There is a new bill before the current legislative session addressing this issue. A meal will be served. There being no further business to come before the Court, t1f meeting was adjourned. RECITALS: WHEREAS, this Agreement is authorized by Chapter 791 of the Texas Government id Subchapter F, Chapter 271, Texas Local Government Code; and WHEREAS, Section 271.102 of the TEX. Loc.
