COMMISSIONERS' COURT REGULAR MEETING OCTOBER 12, 2004 A regular meeting of the Commissioners' Court of Brazos C¢ lnty, Texas was held in the Brazos County Commissioners C¢ lrtroom in the Courthouse in Bryan, Brazos County, Texas, b( 'inning at 9:00 a.m. on Tuesday, October 12, 2004 with the f¢ lowing members of the Court present: Randy Sims, County Judge, Presiding; Eric Caldwell, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheets contain the names of the citizens and o~ icials that were in attendance. Commissioner Cauley gave the invocation and led the pi dge of allegiance. The County Judge thanked Jason Schneider, with ~gressman Carter's office, for attending the meeting. The Court first considered Budget Amendment %04/05-2.1 ?ough 2.6 that would reallocate funds Constable, Precinct 4, ~stable, Precinct 1 and the 272nd District Court; set up a tnt budget for ORCA-HUD 28th Street Sewer Sr. Grant, to :rease the budget of the TEEX-Domestic Preparedness Grant transfer funds from Contingency to the Sheriff PAGE Coua meetingOctoberl2,2004 2 Ac and Emergency Management. On motion by C¢ oner Cauley, seconded by Commissioner Peters, the C¢ ~rt voted unanimously to approve the budget amendment as s~ }mitted, a copy of which is attached. The Court proceeded to consider the change of status of }loyees as submitted on the attached Personnel Action R( 'uests. On motion by Commissioner Peters, seconded by C¢ ioner Cauley, the Court voted unanimously to approve the mges as submitted. The Court next considered the following Claims as >mitted by the County Treasurer for payment: 7000001 through 7000212 motion by Commissioner Mallard, seconded by Commissioner ~ley, the Court voted unanimously to approve the Claims as )mitted. The next matter for consideration by the Court was the >ption of Order %04-006 calling for an out door burning ban. motion by the County Judge, seconded by Commissioner .lard, the Court voted unanimously to remove this item from agenda. On motion by the County Judge, seconded by ~nissioner Caldwell, the Court voted unanimously to adopt ter #04-008 calling for the general election. A copy of the ter is attached hereto. The next matter before the Court was consideration of a ~ding Addendum from the City of Bryan for their portion of lding for the Brazos County Public Health District for ;cal year 2005. On motion by the County Judge, seconded by missioner Cauley, the Court voted unanimously to approve funding addendum in the amount of $10,000.00. The Court next considered approval of a Sungard tamation Professional Service Work Order for two (2) days tining. The cost of the two (2) day training is $1,200 per but this training is only expected to cost $660.00. On ion by Commissioner Cauley, seconded by Commissioner .dwell, the Court voted unanimously to approve the Sungard ~tamation Professional Service Work Order for two (2) days tining. The next matter before the Court was approval of an loyee reimbursement request in the amount of $256.00 for purchase of a Micr Font Dimm memory card for the new laser ck printer in the Treasurer's office. On motion by Commissioner ]ley, seconded by Commissioner Peters, the Court voted ~nimously to approve the reimbursement to the county )loyee. The Court next considered entering into agreement with Brazos Valley Veteran Memorial, Inc. to maintain the .orial for all veterans and provide services benefiting the ~unity. Cost to Brazos County will be $15,00.00 for the tr beginning October 1, 2004 through September 30, 2005. On ion by Commissioner Caldwell, seconded by Commissioner ers, the Court voted unanimously to enter into agreement :h the Brazos Valley Memorial, Inc. and authorized the lnty Judge to execute the Agreement on behalf of Brazos lnty. A copy of the Agreement is attached. The next matter before the Court was the consideration of :equest from the Jail Administrator for approval to revise tssification 1509 and the Detention Officer/Nurse job ;cription. This is necessary due to the need to retain sonnel and attract new applicants. There would be no itional expense to the County. This is in accordance with Local 7ernment Code Section 263.152 that also allows for either destruction or other disposal such as donation. missioner Peters moved to declare the surplus property as _vage. Commissioner Cauley seconded the motion. On motion by Commissioner Peters, seconded by ioner Cauley, the Court voted unanimously to accept the r~ ~ommendation of the Senior Buyer and award the contract to Cc Lorado Materials. They are Ray Hamlin, Jerry Walton, and Rosemary Turner. There will be a reception tomorrow from 1:00 p.m. to 3:00 p.m. in room 108. b) Chief Mann had his first check up yesterday and is doing well. Commissioner Mallard a) Met with the Brazos Family Residency Program to start search for a new director. At 9:20 a.m. the County Judge announced the meeting c[ sed to the public so that the Court could meet in Closed E: Session to discuss personnel allowed under Section 5! .074 of the Texas Government Code.
