The Commissioners' Court of Brazos County, Texas met in a
'kshop Session in the Commissioners' Courtroom in the
.rthouse in Bryan, Brazos County, Texas, beginning at 10:00
~. on Monday, August 23, 2004, with the following members of
Court present:
Randy Sims, County Judge, Presiding;
Eric Caldwell, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Carey Cautey, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
endance.
The Court met to hear a presentation by Richard Smith on
alternate insurance plan for county retirees. Mr. Smith
ned the floor over to Thomas M. Geib, of TAGCO Associates
proceeded to explain that the Group Medicare Program was
people age 65 and older and on Medicare. There are
roximately 30 county retirees now that would be eligible.
Texas Association of Counties has a similar plan called
ver Choice Plan but the Hartford plan has more competitive

ri ;es and better benefits. Currently there are 70 to 80
ge rnment offices participating.
Commissioner Mallard asked how the prescription plan
cc to our plan now. Mr. Geib said that there was a 3-
t: ir co-payment plan and open formulary plan. There is
c~ ?rently a $5,000 maximum on prescriptions but that may be
ri sed. Most do not go over the maximum and if you leave the
c~ open, it can raise your costs up to 30 percent. This is a
n: e plan that is not available on the open market. TAGCO
all the administrative duties. There is no network,
pi ?ticipants can go to any doctor or any hospital and there is
nc deductible for medical.
This is the richest plan available that will only cost
ti county $293 per month per retiree. The county currently
pi s $475.00 per month and the retiree pays $25 per month.
Pi Ln adjustments are made each January 1 to coincide with
adjustments. Historically, Medicare reduces benefits

Geibe said 97% of retirees do not go over, but if it is a
