COMMISSIONERS' COURT REGULAR MEETING AUGUST 17, 2004 A regular meeting of the Commissioners' Court of Brazos C¢ ~nty, Texas was held in the Brazos Center 3232 Briarcrest D~ _ve, in Bryan, Brazos County, Texas, beginning at 6:30 p.m. or Tuesday, August 17, 2004 with the following members of the C¢ Irt present: Randy Sims, County Judge, Presiding; Eric Caldwell, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and oJ ~icials that were in attendance. Commissioner Caldwell gave the invocation and led the pi ~dge of allegiance. There was no citizen input/and or concerns. The Court next considered Budget Amendment %03/04-42.1 t~ ~ough 42.6, which would reallocate funds for 85th District C¢ ~rt, Courthouse Security Fund, Sheriff Adminstration, County C ~rk-Election, County Court at Law # 1 (2). The next matter before the Court was a request by the Ir [ormation Technology Department for approval to purchase a M~ _ntenance Agreement with Wire One Technology, Inc. to service Pc Lycom Video Conferencing View Stations. Maintenance cost is Si 997.00. On motion by Commissioner Peters, seconded by Cc Mallard, the Court voted unanimously to approve t~ Agreement and authorized the County Judge to execute the dc ument. A copy is attached. The Court next considered a request by the Brazos Center tc approve payment of a payment authorization in the amount $ 38.00 to The Greenery to mow at the Arena Complex. The Court next considered a second request by the Brazos ~ter to approve payment of a payment authorization in the )unt of $312.50 to Bayer Electric for repairs to lights at Rodeo Arena. On motion by Commissioner Peters, seconded by missioner Caldwell, the Court voted unanimously to approve zment to Bayer Electric. The next matter before the Court was the renewal of the :rent RFP 2003-044R with Gendron, Harrison & Thibodeaux for representation of Indigent Juveniles for an additional r. This is a continuation of the current RFP with no ~rease in $145,000.00 cost. On motion by Commissioner Llard, seconded by Commissioner Cauley, the Court voted mimously to renew the current RFP. The new number will be )4-037R. The Court next considered awarding the Bid No. 2004-033, Change. Pat Howard, Purchasing Agent, recommended eptance of the bid submitted by H&M Wholesale, Inc. {Shell ~id Lube). On motion by Commissioner Peters, seconded by missioner Caldwell, the Court voted unanimously to accept recommendation of the Purchasing Agent and award the tract to H&M Wholesale, Inc. Under announcement of interest items and possible future mda topics the following spoke: Commissioner Mallard a) He will attend the Intergovernmental retreat with the Brazos Valley Council of Governments, and the City of College Station at G. Rollie White Stadium on September 24, 2004. Under citizen input and/or concerns, the following spoke: a) Othea Harrison of Caldwell, Texas was concerned with HB 2292 that has been passed. There are several issues that make funding to citizens very difficult. She asked the Court to take a look at the bill and address the issues in it. To date, 76 counties have already expressed their discontent with the bill. She submitted a packet for the Court's information. Under Agency/Board/Committee reports by Court members, following spoke: Commissioner Caldwell a) He informed the Court that he and Commissioner Mallard attended the Transportation Conference in Ft. Worth last week. The topics ranged from regional airports, NAFTA Legislation to High Speed rail service. It was a big conference. He also attended the quarterly High Speed Rail Board meeting. By laws were amended to allow private and non-governmental agencies to join. Previously, only government agencies were allowed. ¥ )L ,5? Commissioner Mallard a) Representatives from the Animal Shelter spoke at the Intergovernmental Committee meeting, updated us on policies. Commissioner Caldwell a) Said that a representative from the Bryan Independent School District was also there. County Judge a) He and Commissioner Peters attended a meeting in Austin having to do with Indigent Health Care. There is talk of imposing a Robin Hood type plan on our taxpayers throughout the 7 county region. Also discussed Toll Roads. At 7:06 p.m. the County Judge announced the meeting c[ ~sed to the public so that the Court could meet in Closed E~ ~cutive Session to discuss the acquisition of real property al allowed under Section 551.072 of the Texas Government Code. At 7:35 p.m. the County Judge announced the meeting open t( the public and on motion by the County Judge, seconded by Cz 'ssioner Cauley, the Court voted unanimously to purchase 9 38 acres on Highway 21 West for $475,000.00 plus closing c. ~ts, contingent upon the outcome of an environmental study.
