There will also be a question and answer session. ~s County Courthouse is wheelchair accessible. Handicap parking spaces are available. Wc B~ A~ p~ at on Co tu Mr th en ro V COMMISSIONERS' COURT WORKSHOP SESSION AUGUST 4, 2004 The Commissioners' Court of Brazos County, Texas met in a ;kshop Session at the Brazos Center, room 102 in Bryan, Lzos County, Texas, beginning at 1:00 p.m. on Tuesday, ust 4, 2004, with the following members of the Court sent: Randy Sims, County Judge, Presiding; Eric Caldwell, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4 Absent; Karen McQueen, County Clerk. Attached is a list of the citizens and officials in endance. The Court met for the purpose of reviewing updated plans the Expo Center prepared by Architect Jim Singleton. .missioner Cauley called the meeting to order and then ned the floor over to Jim Singleton for the presentation. Singleton went through the architectural plans to bring Court up to date on the progress. He then introduced the ineers involved in drawing the plans. This is a pre-engineered metal building with tom details such as the size of the beams etc. There will numerous firms wanting to bid on the project and although ~re may be some minor detail changes, those will be ok. ~re will be three elevators in the facility. There are three (3) alternates to the original plans. ;ernate No. 1 is an assembly hall like the Brazos Center. ernate No. 2 is a covered arena hall with a stall barn Lilar to Dick Freeman Hall but only bigger. There are no is but overlapping roofs to provide protection and .tilation. Alternate No. 3 is stall-barns. There are 160 lls in each stall barn measuring 12 feet x 12 feet for each 11. The standard is 10 feet x 10 feet but it was decided it the county wanted a nicer facility. The County Judge asked Mr. Singleton if these plans are ~dy to bid at this time whereupon Mr. Singleton replied that they were. Mr. Singleton suggested sending out RFQ's quests for qualifications) to determine which contractors qualified to bid the project. Then have a pre bid ference before sending out the RFP's (Request for ~posal). Page Commissioner Cauley expressed disapproval of the plank sc ~ts. Mr. Singleton stated the building could accommodate a] seats but it would cost an additional $80 per seat. T~ _s is something that could be added at a later date if the C¢ irt still wanted to. He also noted that the plank seats w( :e not wood seats but were made of aluminum, with backs and w~ :e more comfortable than the wood seats. Commissioner Cauley asked why the stall barns were a] ernates when this is the heart of what is needed. Why he ag led would we build anything if we don't have stalls. Mr. SJ lgleton replied that he thought it wouldn't hurt to separate t? bid and be able to choose to accept bids for whichever. The Court discussed the site plans and suggested wherever pc sible to allow the Road and Bridge Department to bid the we :k because doing so would result in a savings. The County Engineer said he didn't think the Road and B~ _dge Department would be of much help with the dirt work b( :ause there is so much coordination involved with concrete, et :. Commissioner Peters said he was of the opinion that we nc ~ded a minimum of a coliseum, arena and stall barn and that w( would be lucky to get this. Mr. Singleton said that there wouldn't be ~h of a savings by doing this. Commissioner Cauley asked with steel being 50 percent ~her now, would it be more economical to build a more ditional building? Mr. Singleton replied that he didn't _nk so. This was investigated initially and it was ~ermined that the traditional style was twice as expensive. Demetrios Basdekas asked if the County Engineer had riewed the engineering plans. t. Mr. Singleton replied that he Linda Tisdale, of Iola, Texas and the Gulf Coast Paint se Club, said that the Painted Horse Association would rent facility every labor day for the next twenty (20) years. also asked several questions about the facility. Ernie Laney of the carriage riding and driving clubs also ~ed questions about the facility.
