IN ROOM 102 OF THE BRAZOS CENTER, .ST DRIVE, BRYAN, TEXAS. The both All against will consider the posting of speed limits on Scott Lane and Meadowlark Subdivision, in Precinct 2. persons are invited to attend said heating and present their cause, if any, for or posting of speed limits on Scott Lane and Meadowlark Subdivision. COMMISSIONERS' COURT PUBLIC HEARING JULY 20, 2004 The Commissioners' Court of Brazos County, Texas held a lic Hearing at the Brazos Center in room 102, in Bryan, zos County, Texas, beginning at 7:00 p.m. on Tuesday, July 20 2003, with the following members of the Court present: Randy Sims, County Judge, Presiding; Tony Jones, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. Attached is a list of the citizens and officials in ~endance. The purpose of the hearing is to hear commentary for or ~inst the posting of speed limits on Scott Lane and M ~dowlark Subdivision both located in Precinct 2. Ray Crow, representative of the Road and Bridge Dc ~nt addressed a speed study done on the road by the Mc itan Planning Office (MPO). The findings showed that ti recommended speed limit be set at 50 miles per hour along Si .tt Lane and 30 miles per hour for Meadow Lark Circle. Commissioner Peters ask about the variance on setting s limits. Mr. Crow replied that the guidelines suggested g up or down in increments of 5 miles per hour. 1 Page Cc t~ t~ s~ t( t~ ez P missioners Court meeting July 20, 2004 2 Barbara Gaston of 2836 Meadow Lark Circle, representing neighborhood, originally asked for the study. She said t she wanted a 30 mile per hour speed limit for both feets. She indicated that everyone she had spoken with ~ted the 30 mile per hour limit. Commissioner Peters asked if the Court has the authority post a lower speed limit. Mr. Crow replied that yes but ~t is not what the guidelines suggest. Commissioner Cauley asked if a person could get off of a sket if the limit was set too Iow. Chief Deputy Jim Mann said no. Mr. Crow said that the speed limit would not be forceable unless there was an officer present. He went on say that the study shows people will drive 50 miles per ur on Scott Lane. Commissioner Peters asked Mr. Crow's opinion if 50 miles r hour was too fast for that road. Mr. Crow responded that yes it was too fast but the study ows differently. Robert E. Bryan of 2433 Meadowlark Circle said he agreed th the 30 mile per hour speed limit. He has lost two (2) .gs because of speed. Justice of the Peace, Precinct 1, Charles Ellis, said he w~ n't recommend the 50 mile per hour speed limit because i~ wouldn't be safe on that gravel surface especially if s, ~ne lost control. Commissioner Caldwell said to the citizens that you a t encourage drivers to drive faster if you lower the s limit and repair potholes. It's a "Catch 22" situation. The County Judge said this would be put on the agenda for ~ te in two (2) weeks. The citizens will be notified. There being no further comment, the County Judge declared t e Public hearing closed.
