COMMISSIONERS' COURT REGULAR MEETING MARCH 9, 2004 C¢ C( b( f( OZ p~ Pi t P~ O~ A regular meeting of the Commissioners' Court of Brazos unty, Texas was held in the Brazos County Commissioners urtroom in the Courthouse in Bryan, Brazos County, Texas, ginning at 9:00 a.m. on Tuesday, March 9, 2004 with the blowing members of the Court present: Randy Sims, County Judge, Presiding; Eric Caldwell, Commissioner of Precinct 1; Duane Peters, Commissioner of Precinct 2; Kenny Mallard, Commissioner of Precinct 3; Carey Cauley, Jr., Commissioner of Precinct 4; Karen McQueen, County Clerk. The attached sheet contains the names of the citizens and [icials that were in attendance. Commissioner Caldwell gave the invocation and led the edge of allegiance. The Court acknowledged receipt of the Research Valley ctnership's 2003 annual Review and Status Report presented Bob Malaise. There was no citizen input/and or concerns. The Court proceeded to consider the change of status of [oyees as submitted on the attached Personnel Action uests. On motion by Commissioner Peters, seconded by ~nissioner Cauley, the Court voted unanimously to approve changes as submitted. The Court next considered the following Claims as ~itted by the County Treasurer for payment: 20050684 through 20050864 imotion by Commissioner Mallard, seconded by Commissioner 2ers, the Court voted unanimously to approve the Claims as mitted. The Court next considered rescinding the Tax abatement roved on February 24, 2004 for Kent Moore Cabinets. This inecessitated due to the fact that the document was not in final form when it was approved. On motion by tmissioner Peters, seconded by Commissioner Cauley, the ~rt voted unanimously to rescind approval of the Tax .tement approved on February 24, 2004 and that the document ~roved on March 2, 2004 replaces original document. Applications will be reviewed by the committee, and five (5) recommendations will be made to thc Court. On motion by Commissioner Mallard, seconded by Cot~nissioner Peters, the Court voted unanimously to approve th~ request. The Court next considered a request by Emergency Management for approval of funding from Department of Justice FY '99 Grant for backorder of supplies for Emergency Ma~gement and the Volunteer Fire Departments. On motion by Co~ missioner Peters, seconded by Commissioner Cauley, the Co!rt voted unanimously to approve the request. i The next matter before the Court was setting the date and ti~e for a Public Hearing to consider the posting of speed li its in the Estates of River Run Subdivision located in Precinct 1. The next matter for consideration was approval for the ~hasing Agent to advertise Bid 2004-023, Asphalt, Oil and ~sion. On motion by Commissioner Cauley, seconded by nissioner Peters, the Court voted unanimously to authorize Purchasing Agent to advertise for bids for Asphalt, Oil and sion. The Court next considered approval of the Final Plat of asure Hills Subdivision Phase Two, 8.33 Acre Tract in ~cinct 3. Richard Vance, County Engineer, stated that he had ziewed the plat and recommended approval. On motion by missioner Mallard, seconded by Commissioner Peters, the rt voted unanimously to approve the final plat of Treasure s Subdivision Phase Two, 8.33 Acre Tract as submitted. The Court next considered constructing a permanent cross- ce (to contain livestock) on private property for the public %pose of improving Shirley Road at the least expense to the ]nty and as a benefit to Brazos County, Texas. The site is Precinct 2. On motion by the County Judge, seconded by ~missioner Peters, the Court voted unanimously to remove this ~m from the agenda, as it is no longer necessary. The Court joins with the local Red Cross Chapter to note health and safety awareness in the community and to ~e our community more health conscious and safety ~pendent. On motion by the County Judge, seconded by nissioners Caldwell, Peters, Mallard and Cauley the Court ~d to proclaim Saturday, April 3, 2004 as "DON'T MESS WITH RS TRASH-OFF DAY". The County Judge then presented the ned Proclamation to Ms Laura Tankersley Glenn, representing zos Beautiful. The Court acknowledged receipt of the 2003 Racial ~filing Statistics Report for Donald Lampo, Constable for i ~cinct 2, submitted in compliance with the reporting tuirement of the Texas Racial Profiling Law.
