Presentation and Discussion of the FY 2026-2027 County Budget - Funds A. Special Funds B. Grant Funds C. Debt Service Fund D. Health and Life Fund E. General Fund Budget Officer Nina Payne opens Day 3 of the budget workshops and introduces the discussion of the proposed FY27 budget. A. Special Funds — Ms. Payne emphasizes that these funds generally do not affect the General Fund, except in rare cases when a transfer is required to cover a specific cost. • Hotel Occupancy Tax: Increased $1.7 million to provide additional funding for Expo deferred maintenance if costs exceed the anticipated $10 million. • State Lateral Road: Increased $37,842 for eligible road projects. • Law Library: Increased $51,679 to cover legal research subscriptions. • LPPF: Decreased $8.4 million, with approximately $58 million budgeted for FY27. • Law Enforcement Education: Decreased approximately $25,000. • County Clerk Record Management: Increased approximately $216,000 to help fund new software. • Courthouse Security: Budgeted $455,502 for security equipment at qualifying courthouse facilities. • Justice Court Security/Technology: Funds support security and technology needs for JP courts, subject to statutory restrictions. • Other funds reviewed included court technology, forfeiture, crime, election, vehicle inventory tax, bail bond, and county attorney funds, each restricted to their designated purposes. The review concluded with no further questions, and it was reiterated that these funds do not impact the General Fund or tax rate. B. Grant Funds — • Specialty Court Programs: $135,288 for drug and specialty courts; the grant decreases annually and may require a county transfer to cover costs. • Statewide Victim Notification Services: $15,320. • Edward Byrne Justice Assistance Grant: $7,403 for Sheriff's Office equipment. • TJJD Juvenile Grants: approximately $2.1 million, primarily for salaries and benefits, with a $949,643 transfer required. • Metropolitan Planning Organization Grant: $698,479, fully funded by the state. • Rural Law Enforcement Salary Assistance: Approximately $1.6 million to supplement salaries for the DA, County Attorney, and Sheriff, with some funds available for equipment. C. Debt Service Fund — The proposed FY27 budget includes $14 million for debt principal and interest payments, with a small contingency for potential new debt. Some existing debt will begin falling off in coming years. D. Health and Life Fund — The FY27 Health & Life Fund is budgeted at $36 million, covering employee and retiree health insurance, life and dental insurance, and wellness programs. Health insurance costs are increasing, while the wellness clinic budget decreased to $875,000 due to position changes. Officials noted concerns about the fund balance declining and the need to monitor costs, particularly prescription rebates. E. General Fund/ Overview — Ms. Payne presented the proposed budget shows approximately $221 million in revenues but remains $17 million short based on current ad valorem tax revenue. Key factors include health insurance costs, salary adjustments, new positions, departmental resources, community support, and transfers to capital and grant funds. Officials emphasized controlling costs, maintaining lean staffing, and using data to justify future positions and services while recognizing the workload placed on county employees. The county plans to increase use of data and performance measures to evaluate departments and inform budget decisions. County Auditor Marci Turner shared that after accounting for restricted, non -spendable, and committed amounts, the County estimates $76.5 million in spendable fund balance. The $40 million emergency reserve remains committed, with an additional $2.2 million added based on FY 2025 revenues. The County also has $20 million committed for deferred maintenance and $12.6 million in capital projects rolling into the next fiscal year. After planned uses, approximately $65 million remains available for future budget balancing. Staff will research how the County's fund balance compares with similarly sized counties. At 9:47 a.m. Ms. Turner asked for a recess, the Workshop reconvened at 9:58 a.m. 3. Presentation and Discussion of the FY 2026-2027 County Budget - Taxes A. Certified Appraised Values for Tax Year 2026 B. No New Revenue Rate, Debt Rate and Voter Approval Rate for Tax Year 2026 C. 2026 Tax Rate Options A. Certified Appraised Values for Tax Year 2026 County Auditor Marci Turner shared Brazos County's 2026 taxable value is $35.187 billion. While more than $1.1 billion in new property was added, existing property values declined by about $165 million. Major reductions came from property protests, homestead and other valuation caps, lower mineral values, and new exemptions. Because existing taxable values declined, the county's no -new -revenue and voter - approval tax rates are increasing. B. No New Revenue Rate, Debt Rate and Voter Approval Rate for Tax Year 2026 Ms. Turner continued to share Brazos County's 2026 no -new -revenue tax rate and the voter -approval rate. The debt rate increased slightly because the county issued new debt, although it remains below the FY2024 rate. Officials emphasized that the county needs to gradually bring maintenance and operations (M&O) revenue in line with ongoing expenses over the next 5-8 years, rather than relying on fund balance. Fund balance should be reserved for one-time projects, while long-term capital projects should generally be financed through debt. The Court discussed the county's $17 million M&O funding gap, largely driven by unfunded mandates and rising health-care costs. They also highlighted $3.8 billion in disputed property values, creating uncertainty in future tax revenue. Commissioners expressed concerns about appraisal practices, rapid growth, and the costs of providing required services. They emphasized that the county receives only a small portion of residents' total property tax bills. C. 2026 Tax Rate Options — Ms. Turner reviewed several FY 2026-27 tax rate scenarios. Staff emphasized that the County is working toward having ongoing M&O revenues cover ongoing expenses within five to eight years, while using fund balance for one-time costs and debt for long-term capital projects. In conclusion Budget Officer Nina Payne advised the Court that large new valuations and declining existing property valuations are affecting all taxing entities in the county. She outlined the remaining budget process and statutory deadlines. A public hearing on the tax rate and budget will be held September 1, followed by adoption of the FY 2026- 27 budget and tax rate the same day. A copy of this presentation has been made a part of the legal minutes. 4. Adjourn The Court thanked staff and department heads for their work. The Waiver empowers local communities to transform the delivery of health care by establishing local projects tailored to meet communities' unique health care needs. However, the Waiver requires local government funds to support Waiver payments. As such, communities without hospital districts are disadvantaged because they lack a mechanism to generate funds for Intergovernmental Transfers (IGT) to draw down federal dollars. In 2015 the Texas Legislature created the Local Provider Participation Funds (LPPF) in an effort to help Texas safety -net hospitals deal with the challenges of accessing a significant percentage of their allocated federal matching funds in comparison to large well - funded hospitals. The LPPF allows funds eligible for match to be collected by Brazos County directly from area hospitals in the form of mandatory assessment payments. Brazos County hospitals provide a tremendous amount of uncompensated care, but Brazos County does not have a hospital district to IGT for federal funds. An LPPF allows local providers access to more funds under the 1115 Wavier and would help ensure access to care and reduce the level of uncompensated care in the community. Brazos County created a LPPF in the fall of 2015 as allowed by the Health & Safety Code Section 296. Funds are restricted by both State statute and Commissioners' Court.
