A. Requested and Personnel by Department
1. Salary of Elected Officials — The Court reviewed the proposed annual
salaries for elected officials. No salary increases are proposed for the upcoming
fiscal year, except for any applicable longevity adjustments based on years of
service. The proposed salaries will be presented to Commissioners Court on
August 18, 2026, at which time salary notices will be issued and the statutory
grievance period will begin.
2. County Judge — The Court reviewed a proposed title change for the Chief
of Staff/Legal Officer position to County Manager. The change is title -only and will
result in no increase to the budget. No questions or concerns were raised.
3. Veterans Services — The Court reviewed a proposed personnel change
converting an Administrative Assistant position from part-time to full-time and
changing the title to Assistant Veterans Service Officer. The position will support
Veterans Services operations and obtain required certifications to access
necessary systems. The total request is $61,725 in salary and benefits.
4. Facilities Services — Director Bob Lamkin requested to create an unfunded
position to address difficulty recruiting qualified skilled -trade employees. The
position would allow Facilities Services to hire individuals at a lower -level General
Maintenance Technician position and provide training and experience through an
apprenticeship -type program, with the opportunity to advance into skilled
positions such as electrician, plumber, or HVAC technician. The proposal would
not increase overall headcount or the budget but would allow funds from an
existing funded position to be reallocated for employee development and
advancement.
Budget Officer Nina Payne reminded the Court that the proposed budget remains
subject to change as staff continues to research and evaluate requests.
This item was identified as a priority for consideration in the proposed budget and
will be addressed during the final budget review.
5. District Attorney — DA Jarvis Parsons reviewed with the Court moving an
Investigative Assistant position from the crime fund to the General Fund at an
annual cost of approximately $22,000, with anticipated savings from reduced
outside forensic costs. The District Attorney also requested deletion of one full-
time position and one clerk position from the crime fund, with no General Fund
impact.
6. District Clerk — Chief Deputy District Clerk Angela Lara and 85th District
Judge Hawthorne reviewed with the Court a request to delete a part-time clerk
position to create a full-time clerk position. The position will provide clerical
support in the courtrooms.
7. Felony Associate Judge/ Juvenile Court — Judge Swan reviewed with the
Court a request to increase the juvenile court translator's stipend from $3,500 to
approximately $15,000 annually, based on current translation rates and the
translator's ongoing workload. The increase is not currently budgeted.
Discussion was held regarding the requested stipend for a certified juvenile court
translator. The Court noted that the county's compensation study is still pending
and may provide guidance on supplements and stipends. The need for certified
translators was discussed, including the shortage of qualified translators and the
potential for a countywide or rotating translator position. Staff indicated that
budget adjustments could be made after the study is completed. The matter will
be considered for inclusion in the proposed budget.
8. Associate Court — Judge Hilburn engaged in discussion with the Court
regarding establishing a new full-time felony associate judge position and bailiff
position to address increasing court workloads and consolidate felony and
specialty court duties. The proposal would allow the current juvenile referee to
serve full-time in that role. Existing courtroom space is available, with startup
costs to be determined. The positions will be considered for inclusion in the
proposed budget.
The Court engaged in continued discussion with Judge Hilburn and Judge Matzke
regarding the future need for an additional County Court at Law. The Court
discussed pursuing a resolution requesting legislative authorization for a new
general -jurisdiction County Court at Law, potentially effective January 1, 2029, to
allow adequate time for planning, budgeting, staffing, and facilities. Staff were
asked to prepare proposed language for consideration at a future meeting and
coordinate with the county's legislative representative.
9. Misdemeanor Associate Court — Judge Zachary requested salary
adjustments for a court coordinator and a bailiff based on tenure, expanded
duties, and responsibilities. HR noted the coordinator adjustment is near the
proposed salary range maximum. Handouts were provided they have been made
a part of the legal minutes.
10. Family Court — Ms. Payne presented the request to increase the court
coordinator's pay at a rate above the recommended salary study range. The
matter will be discussed further during another budget workshop.
11. Justice of the Peace, Pct #1. Justice of the Peace, Precinct 1 was not
present to support the request. Ms. Payne noted that personnel requests are
evaluated based on submitted workload and case data to support the need and
she wasn't provided with the data to share.
12. Justice of the Peace, Pct #4 — Justice of the Peace, Precinct 4 was not
present to support the request. Ms. Payne presented this request, on behalf of
JP4, for an increase for the court coordinator to a rate that exceeds the
recommended salary range.
13. Sheriff Office — Administration — Lt. Garrett House with the Sheriff's
Office requested a deputy position dedicated to monitoring registered sex
offenders. The position would be funded at the salary midpoint with no additional
equipment or vehicle. The existing clerk duties would shift to Records, increasing
capacity for open records and 911-related requests.
Sheriff's Office — BV Human Trafficking Task Force Grant - Ms. Payne shared
that two investigator positions were deleted due to the expiration of grant funding.
The positions may be recreated if the grant is awarded again.
14. Jail Correctional Medicine —Ms. Payne shared positions under this
department were restructured.
Medical Director Julie Anderson reported improved performance following
increased funding, including a 100% pharmacy inspection result and successful
review of all 20 audited medical charts. Automation of medical records has also
reduced costs and streamlined operations.
15. Health and Wellness Clinic — Ms. Payne explained that three positions —a
nurse practitioner, nurse, and medical clerk —will be deleted as part of the
restructuring, resulting in approximately $413,000 in savings to the Health and
Life Fund.
16. Forensic Services — Director Dr. Jennifer Dierksen requested continued
funding for an administrative assistant, two additional medical -legal death
investigators, a part-time forensic lab technician, and an unfunded educational
coordinator to support 24-hour operations, workload, and educational
partnerships.
Budget Officer Nina Payne reminded the Court that most requested positions are
unfunded and would be established for future planning. Positions would be
brought back to Commissioners Court for funding when needed.
17. Records Management — Records Manager Desmond Harris requested
changing the position title from Records Clerk to Records Coordinator to support
expanded records management, digitization, storage, and policy responsibilities.
18. Road and Bridge — County Engineer Prarthana Banerji requested
replacing one unfunded Heavy Equipment Operator III position with a full-time
Flagger/Laborer position. The change would not add a position and would reduce
salary costs. The position would provide daily traffic control while assisting with
road and drainage maintenance, improving safety and keeping skilled equipment
operators on their assigned duties. Handouts were provided to the Court they
have been made part of the legal minutes.
B. FY 2027 Proposed Personnel
The Court discussed concerns regarding employees performing duties beyond
their current job descriptions and the potential impact on workload, retention, and
county services. It was clarified that requests exceeding the salary study
recommendations will require specific Court approval during budget adoption.
Commissioners may submit additional requests by August 21, 2026 with final
budget adoption scheduled for September 1, 2026.
The proposed budget was then reviewed, including position/title changes, funding
adjustments, and the creation of the new felony associate judge and bailiff
positions. Several requests exceeding salary study recommendations or lacking
sufficient justification were not included in the proposed budget. Ms. Payne
announced that the budget would be proposed on August 18, 2026.
Due to technical difficulties the last few minutes of the recording for this workshop
were not captured. All information can be found on the updated budget
spreadsheet -Personnel Request it has been made a part of the legal minutes.

PICKUP FLEET REPLACEMENT
Reliable vehicles are essential work equipment not simply employee transportation.
55 60 1609000+
pickup trucks employees mules on many trucks before replacement
The request is for replacement, not unnecessary fleet growth
Road & Bridge already combines employees in vehicles when assignments locations and equipment needs make it
practical
The fleet is sized to support crews working simultaneously across approximately 485 miles of county roads bridges
drainage facilities projects and emergency locations
Why employees cannot routinely double up
Separate assignments Employees frequently travel to
different roads precincts mspections projects and
service calls
Tools and towing Operators transport tools fuel air
compressors materials and trailers 314-ton pickups
provide needed towing capacity
After hours duty On call staff supervisors inspectors
capital project staff the ROW agent and others may
need to respond before or after normal hours
Shared when feasible GIS and Floodplam staff
normally share one vehicle and other employees ride
together when operationally workable
Work equipment Flaggers carry advance warning
signs and traffic control devices that may fill the truck
bed
Fast response Dedicated transportation lets crews split
up cover more locations and respond immediately
without waiting for another crew
Emergencies Dependable vehicles are critical during
flooding downed trees road closures washouts and
other public safety events
Not passenger vehicles In many cases the truck is
assigned to the work function and equipment not to an
individual employee

Responsible replacement strategy
The oldest highest mileage trucks are replaced only after they have been fully utilized and repair costs downtime or
reliability concerns begin to increase
Replacing vehicles before major failure improves employee safety protects field productivity
that helps offset the replacement cost
and preserves resale value

Strategies Mitigation on Risk Audit Outcome Compliance Automation/Effort Reduction
Goals Operational Efficiency Strengthen Trust Continuous Improvement
Problem
The County must comply with new FBI and Texas DPS requirements for accessing Criminal Justice
Information Systems (CJIS) Our current processes and tools do not fully meet these requirements
creating compliance risk and operational inefficiencies Without automation and improved
vulnerability management meetingthese requirements would require additional IT staff and
manual effort
Impact
Failure to comply with CJIS standards could result in
• Regulatory risk for the County
• Operational inefficiencies requiring additional personnel to manage patching manually
• Increased cybersecurnty exposure as vulnerabilities on County systems are left unpatched
• Risk to Public safety since CJIS access is critical for law enforcement and Justice operations
Solution
In conjunction with the Vulnerability Management Idea being submitted in FY27 we will implement
a Patch Management Solution
• Deploy tools and processes to remediate vulnerabilities on systems accessing CJIS and all
other County systems
• Automate compliance checks to reduce manual effort and ensure adherence to FBI and
Texas DPS requirements
Value
This project togetherwith Vulnerability Management ensures CJIS compliance improves
cybersecurity posture for all county information resources not just those with CJIS data reduces
operational costs and strengthens public trust
Ask
We are requesting $23 460 in FY27 to implement a patch management solution including
procurement integration with existing infrastructure and staff training We expect the ongoing cost
to be $23 460 annually This request and Vulnerability Management are our top Capital priorities
for FY27
This is a continuation of the Vulnerability Management funded in M&O in FY26 and it fulfills the
remaining portions of CJIS Policy section RA 5 that Vulnerability Management could not

Section RA 5 of the CAS Policy
• RA 5 codifies the requirement that agencies scan for vulnerabilities at least monthly using
vulnerabilitytools Then measure the impact of the vulnerability
• It also requires that we remediate all vulnerabilities within established timeframes based on
the measured impact
o Critical 15 days
o High 30 days
o Medium 60 days
o Low 90 days
• The impact if we don t meet the full list of CJIS requirements is that Law enforcement could
Lose access to state and federal criminal databases
RA 5 VULNERABILITY MONITORING AND SCANNING
[Priority 1]
1 Control
a Monitor and scan forvulnerabilities in the system and hosted applications at least
monthly and when newvulnerabdities potentially affecting the system are identified
and reported
b Employ vulnerability monitoringtools and techniques that facilitate interoperability
among tools and automate parts of the vulnerability management process by using
standards for
i Enumerating platforms software flaws and improper configurations
n Formatting checklists and test procedures and
m Measuring vulnerability impact
c Analyze vulnerability scan reports and results from vulnerability monitoring
d Remediate legitimate vulnerabilities within the number of days listed
• Critical-15 days
High-30 days
• Medium-60 days
• Low-90 days and
e Share information obtained from the vulnerability monitoring process and control
assessments with organizational personnel with risk assessment control
assessment and vulnerability scanning responsibilities to help eliminate similar
vulnerabilities in other systems and
f Employvulnerability monitoringtools that include the capability to readily update the
vulnerabilities to be scanned
Patch Management and Vulnerability Management
The Patch Management and Vulnerability Management capital
requests are two parts of the same solution
These tools would be used together to ensure adherence to new
FBI CAS policy requirements
FBI CAS Policy 6 0, Section RA-5, requires agencies that access
criminal justice data, scan their systems for vulnerabilities at
Least monthly using vulnerability tools, measure the impact of any
vulnerabilities found, and then address those vulnerabilities
within specific timeframes based on criticality
The Vulnerability Management Tool would be used to EM
vulnerabilities and then aassif them in terms of criticality
The Patch Management tool would be used to the
vulnerabilities once they have been identified
This year we piloted a small Vulnerability Management tool as a
proof -of -concept This request is to continue that effort with a
more robust tool
Vulnerability detection and classification could be done manually
if we MUST, but it would require considerable time and effort,
pulling my Security Analyst away from other responsibilities

Tyler Enterprise Case Manager Notifications Sponsor Brandon Theis $52,400
Priority 2
PULLS
Problem
Brazos County Court Coordinators within all courts currently rely on a manual time consuming
process to send notices and other case related information
Impact
For criminal cases notices must be mailed to defendants Nhough this may change to being sent
electronically in the future Other notices can be sent electronically and the courts currently send
them via email or electronic filings Even when sent electronically staff must work across multiple
systems to send notices and manually record the action in Odyssey adding extra steps
duplication of effort creating inefficiencies and increasing workload
Solution
Tyler Enterprise Case Manager Notifications provides two electronic notification methods below
that streamline the process and produce efficiencies
1) Email Notifications Clerks can generate standard notice forms (and other documents)
within Odyssey and send them automaticallyvia email They can also manually initiate a
process that will send items electronically if required A Notifications tab on the case
displays the full history and status of each notification including bounce back emails and
whether the recipient opened the message Courts can send individual documents or
combine multiple forms into a packet
2) Text Message Notifications Hearing notifications and reminders — such as scheduled
cancelled or rescheduled hearings —can be sent via text messages to parties with a mobile
number on file These messages also appear in the case s Notifications tab with a full status
and history
This is targeted for all Brazos County courts that are currently manually sending and tracking /
documenting notices and other case related information
• Associate
• County
• District
• Justices of the Peace
Value
This solution consolidates the creation sending tracking and documentation of notifications into
a single system For each case it reduces manualwork eliminates duplicate data entry and
improves visibility into communication history and status
Ask
We are requesting $52 400 in FY2027 to implement the Tyler Enterprise Case Manager Notifications
platform for all Brazos County Court Coordinators We expect the ongoing cost to be $45 000
annually unless there is further adoption in the county
Page 6 of 16
Tyler Enterprise Case Manager Notifications
Enterprise Case Manager Notifications is a tool that courts could
use to automate sending defendants electronic notices as their
case proceeds through the court system
The tool would also automate documenting that these notices
have been sent
We are pulling this request for two reasons
1 - The court coordinators do not seem overly excited about this
tool, and
2- The Treasurer was looking at a possible replacement for the
Catahs payment processing system One of the alternatives was
another Tyler product that has electronic notification functionality
built in
We will wait and watch what the Treasurer does and then decide,
in conjunction with the Court Coordinators, how to proceed

The current Video Management System requires excessive computing resources causingfrequent
freezes and crashes on user workstations These performance issues are disrupting operations in
critical secure areas including the Jail and Juvenile facilities where reliable access to video is
essential for safety and compliance
Solution
To address these issues and others we are proposing to replace our current Video Management
System with a new one in order help with the safety and security of county employees and the
public
Value
Replacing our Video Management System with abetter and more manageable solution will
eliminate most of the problems we are having with Hexagon The two major issues being PCs
freezing up and exporting videos This project would increase efficiencywith our officers at the
detention centers the courthouse Sheriffs Office and Risk Management
Ask
We are askingthat an RFP be created to find a better solution that will be more efficient for end user
workstations and provide the County with the missing features that we require Preliminary quotes
have been received that range between $26 100 and $312 000 The total cost will depend on the
features and capabilities identified by the Surveillance Camera Committee which have notyet
been fmahzed This request and Physical Access Control Upgrades are our third highest priorities
for FY27

Issues with Hexagon VMS
This document will go over all the issues we have had using Hexagon as our VMS including any
potential fixes that Hexagon has given us to implement
Overall Performance
We have had several performance issues with the system since having it installed ranging from
PCs crashing to some PCs not being able to run the software at all
• PCs crashing —we do not 100% know why the PCs crash but we do know its VMS related
Possibly due to the software using too many resources but this happens with more powerful
PCs as well There has been no real fix offered for this issue
• GPU reliant —the VMS software is very GPU reliant to the point that Hexagon has
recommended getting higher end gaming GPUs for our PCs Obviously this is an
unacceptable solution as it is not practical
The only real solution we have been given forthe performance problems is to install a new client
Ver 9 1 Combining the new client with up to date Nvidia driver updates this can mitigate some of
the performance issues present on the 7 5 client This new client does have issues of its own such
as taking away adman abilities no longer allowing us to use the configuration menu We also lose
the capability to make custom views Hexagon s response was to keep both clients installed which
I do not think we can do because it forces us to umnstall the 7 5 client to install the 9 1 client
Features
Some of the features that are available on Hexagon are lacking or have presented issues and some
that were available on Qogmfy are not present at all on Hexagon
• Exporting Video —this has become quite the hassle to do The main problem is the time it
takes to actual export a video Almost a 1 1 ratio Trying to get an hour longvideo could take
an hour to export We currently export AV] to client After speaking to Hexagon about this
issue they recommended exporting Native to client We found that it is much faster to do it
this way but we ran into the issue of not being able to play the video that was exported We
have not been offered a solution for this issue
• Reviewing Footage— this action is more difficult that it used to be One of the main issues
being exporting multiple cameras for review is more difficult now To export footage from
multiple specific cameras you need to make a custom layer (view window) each time With
Qognify you could just change whatever cameras you had currently showing to other
cameras and create a custom view on the spot that would revert to its original cameras
when you were finished Hexagons response to this was that s lust how it is and there are
no current plans to change it
• Configuration Mode —with Hexagon system the viewer and the config menu all exist withing
the same client Normally I would not see an issue with this but the problem with this
software is you cannot have the viewer and config menu open at the same time making it
difficult to multitask
As mentioned above there have not been solutions for a lot of these issues or lack of features
Hexagon has mostly given us work arounds for some issues that don t always work or make system
more complicated As far as lacking features it is what it is They have told us there are no plans
to add or alter features

VMS Replacement
Replacement of the Video Management System that captures and
stores all surveillance video
We submitted this request at priority 3 to get it on your radar
The current Video Management System has been described as
"slow, un►ntu►t►ve, resource ►ntens►ve, and has a clunky►nterface "
The IT Department started looking at alternative Video
Management Systems about two years ago
Since then, a "Surveillance and Camera Use and Policy
Committee" has been formed and a "Security Camera Policy" has
been adopted
I believe that Committee should take the lead on this if it is their
desire to do so
I believe an RFP is likely and the Committee can work on
developing the requirements to be written into the RFP

Physical Access Control Upgrades Sponsor Matt Wolfe $74,300
Priority 3
ULLE
Strategies Audit Outcome Compliance Mitigation on Risk
Goals Continuous Improvement
Problem
The access control system is outdated and contains security flaws that are easily exploited
causing our buildings to be vulnerable
Impact
Due to the ease with which the doors/gates can be breached there is an increased operational risk
and heightened security exposure which may introduce compliance risks related to CAS and
HIPAA if a proximity card is cloned unauthorized people could gain access to secure areas
Solution
We are proposing the replacement of the Physical Access Control system as part of the FY2027
Capital Plan to ensure continued vendor support maintain access to critical security updates and
enhance the overall safety and security of County employees
In this project we will do several things
1 Install expansion circuit boards in 41 exiting door access control cabinets around the county
2 Replace the access control cabinets for the courthouse detention elevators (1) and the
scramble pads (4)
3 Replace door access card readers at 200 doors/gates
4 Replace the county s employee ID ( Proximity ) cards with modern secure credential cards
Value
More secure proximity cards reduce the risk of unauthorized access by preventing card cloning and
supporting stronger authentication methods This protects sensitive county facilities such as the
Courthouse Elections Health District IT and Sheriffs Office and helps avoid costly security
incidents in the future
Ask
We are askingfor $74 300 to upgrade the security of Brazos County buildings that require the use of
a proximity card for access control In this project we will be updating card readers and proximity
cards only The new hardware is compatible with our existing software and will not increase our
support costs for the access control system (Hirsch Velocity) This request File Encryption and
VMS Replacement are our third highest priorities for FY27
Page 11 of 16
Physical Access Control Upgrades
Upgrade of the door controllers and ID badges that grant access
through building doors
Again, we submitted this request at priority 3 to get it (keep it) on
yourradar
The current access control system is outdated and contains
security flaws that are easily exploited Our ID badges can be
easily cloned, leaving our buildings and their contents vulnerable
You may remember discussing this last year and asking that we
wait until the courthouse annex came online and possibly
addressing it then
We are also pulling this because we learned last week that we
had failed to include the cost of upgrading the controller boards
This will likely double the price you see listed
Of Special Note A detainee from a recent arrest was searched
before booking into our jail They had a coning device in their
possession
Some of this might be addressed by changing access times
High value areas would need additional mitigating controls -
evidence rooms, armory- as these need further protection from
cloned cards during the regular workday

Strategies Mitigation on Risk Audit Outcome Compliance
Goals Continuous Improvement Data Driven Decisions
Problem
Continuous changes in technology and cybersecurity require regular assessments to ensure we
can best protect County assets Our organization currently lacks scheduled in depth penetration
testing to identify vulnerabilities in our environment
Impact
Without this assessment we will be left guessing where our weaknesses and vulnerabilities are
until a threat actor discovers them and uses them against us This increases our organizational risk
Solution
Utilizing a third partyfor this assessment will bring in expertise the county doesn t possess to better
analyze our cybersecurity posture and provide a different perspective on our environment
Value
This assessment will provide valuable information about our cybersecurity posture and provide
concrete plans for improvement which will help us mitigate risk for all county managed
information resources
Ask
We are requesting $23 000 for a third party penetration test which includes all necessary costs for
the scope of work This is a request that will be made again every two to three years for an updated
review This request is our fourth highest priority for FY27
Page 13 of 16
Penetration Testing
This would be another tool in our cybersecurity toolchest
It is a way of detecting network and server vulnerabilities that
could be exploited
We have two agencies that scan our network from the outside
weekly
But this project would include scanning our network and servers
from inside the network

Associate Misdemeanor Courtroom AV Upgrades Sponsor Matt Wolfe $212,100
Priority 5
UL E
Problem
The AN equipment in this courtroom was installed in early 2015 and is at the end of its life The
courtroom has very limited video conferencing capabilities and functionality Staff must find
workarounds for some functions when conducting court
Impact
When the equipment stops functioning court cases must be interrupted and in some instances
stopped completely while someone works to fix the issue
Solution
The solution is to upgrade the Audio/Video equipment in the Associate Misdemeanor Courtroom
The new equipment will help streamline the courtroom process for each case These upgrades will
allow the connection of the latest devices to be shown on the displays in the courtroom The new
audio will allow speakers to be heard in the room as well as on conference calls This room will also
have cameras added to allow video conferencmg to show the bench and the audience
Strategies Customer Experience Enhancement Mitigation on Risk
Goals Operational Efficiency Enhance Communications
Value
The proposed improvements will significantly reduce equipment failures that impact court
operations Consistent system functionality will support uninterrupted proceedings and improve
the overall efficiency of the court Six other courtrooms have the same antiquated system as the
Misdemeanor court those components that do still function properly will be cannibalized and kept
for use in these other courtrooms if necessary
Ask
We are requesting $212 100 in FY27 funding to replace the audio video system in the Associate
Misdemeanor Courtroom This request is our fifth highest priority for FY27
Page 15 of 16
Associate Misdemeanor Courtroom AV Upgrades
This project is no longer critical
We submitted this request at priority 5 to keep it on your radar
You may remember discussing this last year and asking us to
patch the audio/video system as best we could
We were able to replace a piece of equipment (DMPS - Digital
Media Presentation Switcher) that was causing many of the
problems in that courtroom
In addition, we placed one of our Help Desk staff in the
courthouse and tasked him with assisting the court with their
Audio Video problems
The quick response time has helped relieve some of the pressure
to replace the system outright
I believe we can push this to a future fiscal year

Transforming Brazos County Jury Management
1. The Current State: Growing Risk in an Aging System
Brazos County's currentjury management system, BCJury, has served the community for years but it
now stands on outdated, unsupported technology that poses significant risks to daily court
operations.
The application was built internally using technologies that have long since reached End of Support:
• Ruby on Rails
• GlassFish
• MySQL
Because none of these core components receive updates, the system now carries increasing
operational, security, financial, and organizational liabilities. Vulnerabilities grow every year, and
the County is effectively accepting what industry classifies as Unsupported Mission -Critical System
Risk.
Modernizing BCJury is no longer a simple upgrade. Most foundational components are deprecated,
meaning the system would need to be almost entirely rewritten. Even worse, BCJury relies on a
programming language no longer supported internally creating long-term operational risk and
leaving the County unable to safely maintain or enhance the system.
This affects not just IT, but every citizen summoned, every jury service staff member, and the
daily operations of Jury Services.
2. The Impact: Risk Directly Touches the Public
BCJury is the public -facing interface for every Brazos County citizen who receives a summons or
serves on a jury. It also supports all daily Jury Services functions.
I
As risks grow, so do potential consequences:
• Unreliable public access
• Outdated communication channels
• Inefficient data collection
• Increased operational workload
• Higher long-term maintenance costs
• Reduced ability to improve citizen service
• Exposure to security vulnerabilities
The county's ability to communicate effectively with jurors and to deliver a simple, reliable
experience becomes increasingly strained.
3. Interruption Of Courts Jury Trials
A complete system failure or security compromise could directly disrupt Brazos County's judicial
operations and essential public services. District Courts, County Courts, and Justice of the Peace
dockets could be halted, pertaining to all jury activities. Because court proceedings are scheduled
months in advance for specific cases and purposes, any interruption would cause significant delays
and require substantial time and coordination for rescheduling. Such disruptions would also affect
the public's ability to access timely legal processes, services, and court decisions, further
compounding the operational impact across the county.
4. Why Change Now? Modern SaaS Solutions Exist
With modern, cloud -based SaaS jury management solutions available, continuing with BCJury means
delaying inevitable modernization while accepting avoidable security and operational risk.
A future -ready solution isn't just recommended, it's strategically necessary.
S. The Solution: Tyler Enterprise Jury Manager

RE: Subject: Request for Targeted Salary Adjustments for Associate Court 1 Personnel
Associate Court 1 respectfully appreciates the County's position on awaiting completion of the salary
survey and compensation structure analysis before considering raises. However, the compensation
disparities affecting Associate Court 1 personnel are longstanding, clearly documented, and no longer
reasonable to defer.
As detailed in the attached chart, Associate Court 1 staff have operated at a significant deficit for years
compared to similarly situated positions throughout the County. Long term service, specialized court
knowledge, and additional responsibilities are currently compensated below employees with substantially
less tenure and narrower duties.
Key Comparisons from the Attached Chart:
Coordinator Position (According to Open Records Request)
• Associate Court 1 Coordinator: 22 years of service, current salary $72,143 (Step 21/6)
• Comparable Positions: Multiple Coordinators earn $90,141 (Step 21/15), one earns $94,728 (Step
21/17), and another with 20 years of service earns $85,500 Even several Coordinators with
fewer than 5 years of service earn significantly more than our 22-year employee.
Bailiff Position
• Associate Court 1 Bailiff: 20 years as Bailiff / 26 years total, current salary $66,973 (Step 17/11)
• Comparable Positions: A Ba liff with only 5 years of service earns $77,681 (Step 17/17). Several
other Bailiffs with 4- 8 years of service earn between $70,370 and $77,681, while our long -
serving Bailiff who also handles jail plea coordination and full cr-minal plea processing and
appointment of attorneys remains lower
Lisa Paradis, Coordinator Wayland Vannest, Bailiff Miguel Cantu, Program Monitor
979-361-4540 979-361-4537 979-361-4545
These gaps (approximately $13,357 behind for the Coordinator and $10,708 behind for the Bailiff relative
to comparable steps) are clearly illustrated in the attached chart.
During the last several budget cycles, courts were encouraged not to request salary increases for budget
purposes or because of the pending comprehensive countywide compensation study. In good faith
reliance on that guidance, Associate Court 1 refrained from requesting raises. Meanwhile, many
comparable positions in other courts received adjustments or were hired at substantially higher salaries.
As a direct result, our already undercompensated iong-serving employees have fallen even further
behind.
The employees of Associate Court 1 have demonstrated exceptional loyalty, longevity, and specialized
court knowledge. They should not be penalized for this court's good -faith compliance with the County's
prior requests for restraint.
While the broader salary survey remains important, these specific, weli-documented internal inequities
can and should be addressed now. Continuing to delay correction disadvantages the departments and
employees who exercised fiscal restraint as requested.
Request I respectfully request the following adjustments:
• Move the Associate Court 1 Coordinator to Step 21, Grade 13 at $85,800
• Move the Associate Court 1 Bailiff to Step 17, Grade 17 at $77,681
These targeted adjustments would correct clear, longstanding internal disparities, properly recognize
experience and additional duties, support retention of valuable institutional knowledge, and bring
compensation in line with existing county -approved salary ranges for comparable roles. This is not an
attempt to circumvent the countywide review process, but rather to equitably address documented
inequities affecting long -serving personnel.
Thank you for your consideration. I am available to discuss this request or provide any additional
information at your convenience.

ROAD & BRIDGE POSITION RECLASSIFICATION
Unfunded Heavy Equipment Operator III -i Flagger/Laborer
This request does not add a new position It converts one unfunded vacancy Into the positron
needed for daily traffic control and field support while reducing the hourly rate and saving f
approximately $4 472 annually
WHY THE POSITION IS NEEDED
Road & Bridge requires traffic control as part of
routine daily operations —not only for large
projects
Flaggers are needed for pavement repair culvert
installation ditch work mowing sign work
bridge maintenance and emergency response
Most work zones require two person coverage so
traffic can be controlled safely from both ends
The current odd number of Flagger/Laborers
creates an imbalance and requires skilled
equipment operators to be reassigned to flagging
WHY CONTRACTING IS IMPRACTICAL
FINANCIAL AND OPERATIONAL COMPARISON
Flagging needs arise throughout the workday
and often at multiple locations not as a single
predictable assignment
Crews may move between several sites or change
priorities because of weather equipment
conditions citizen concerns drainage issues or
emergencies
A contractor would regiure scheduling
mobilization travel standby and minimum
service charges —and crews could be delayed
waiting for personnel
An in house Flagger/Laborer travels with the
crew and remains productive when not actively
flagging by assisting with setup cleanup
patching brush removal drainage work and
equipment support
Position Pay Group / Step Hourly Rate Annual Salary
HEO III (unfunded) 14-3 $22 79 $47 403
Flagger/Laborer 1 115 $20 64 $42 931
Estimated annual salary savings $4 472
WHAT THIS RECLASSIFICATION ACCOMPLISHES
Improves work zone safety Provides reliable two person traffic control coverage
Keeps skilled operators productive HEO staff remain on graders loaders rollers and other equipment instead of being
pulled away to flag
Matches staffing to actual workload Adds the field support function used every day rather than retammg an unfunded
position that does not reflect current need
Preserves flexibility County crews can respond immediately to changing work locations weather and emergencies
Reduces cost The requested position is lower paid than the position being replaced
BOTTOM LINE Contract flagging is appropriate for contractor led projects For routine Road & Bridge
operations an in house Flagger/Laborer is safer more responsive more versatile and more cost effective
