FY 25/26 Budget Amendments 21.01 - 21.10. 2. Approval of Payment of Claims 3. John Nichols 5. Approval requested from Human Resources for acceptance of donated funds in the amount of $8,285.14, from the Texas Association of Counties to be used for Employee Safety Equipment. Funds must be used through the TACRMP website. 6. Approval for payment of claim to Kendrick Bob in the amount of $233.66 for damage to personal property. 7. Approval of a BTU Utility Easement and Damage Waiver to install electrical poles, service lines, and a transformer at 2617 W. St. HWY 21. 8. Approval of the Treasurer's Report for May 2026. 9. Approval of Personnel Change of Status for Department Heads. 10. Approval to increase the Brazos County mileage reimbursement rate from $0.725 per mile to $0.76 per mile per the IRS revised rates for business travel occurring on or after July 1, 2026. 11. Request authorization to wire transfer up to $1,000,000.00 to Health and Human Services Commission for the Uncompensated Care Demonstration Year 13 for the benefit of participating hospitals using funding from the Local Provider Participation Fund. 12. Approval of Deductive Change Order to RFP # CIP 24-608 Jail Shower Renovations with R.E.C. Industries, Inc. in the amount $79,527.11. 13. Approval to accept donation of TEA allotment for JJAEP textbooks. 14. Award of IQ # 27-001 Fire Protection Services. Recommended Vendor: Brigade Fire Solutions, LLC. 15. Consider and take action on the Wickson Creek SUD utility permit to construct road bore on Collette Lane to provide water services to address 4797 FM 2223. Site is located in Precinct 2. 16. Final Plat Bertram Grove Subdivision Phase 1, Lot 7R, Block 2, Being a Replat of Lots 7 and 8, Block 2, Phase 1; 2.17 Acres; Samuel Davidson Survey; Abstract Number 13. College Station, Brazos County, Texas. Site is located in Precinct 1. 17. Consider and take action on the Brazos Wifi utility permit for Collette Lane and Scott Lane. Project consists of conduit being installed within the south ROW of Collette Lane from FM 2223, South-west to Scott Lane for 450 feet and one (1) road bore of Scott Lane with additional conduit being installed within the west ROW of Scott Lane for 100 feet to the North-west. Site is located in Precinct 2. 18. Consider and take action on the Wickson Creek SUD utility permit to construct road bore at 6980 Coyote Run to provide water services. Site is located in Precinct 2. 19. Consider and take action on the Comcast utility permit to install 2-inch conduit by directional bore within the right-of-way of following County Roads and Falls Creek Ranch Subdivision. Sites are located in Precinct 4. A. Mumford Road – 5,464 feet in ROW B. Hilton Road – 2,025 feet in ROW and 2 crossings C. Steamboat Run – 3 crossings D. Telluride Way – 3 crossings E. Vail Lane – 3 crossings F. Keystone Drive – 1 crossing Consider and take action on Regular agenda items: 1 – 14 1. Resolution 26-014 Commitment of General Fund Balance for Deferred Maintenance. $20,000,000 of General Fund Balance will be committed for deferred maintenance and major repairs of Brazos County Buildings in accordance with Governmental Accounting Standards Board Statement 54. 2. Approval Requesting Temporary Variance to Compensatory Time Policy for Landscaping Department. 3. Approval of Brazos County Proclamation and Certificate of Recognition Policy and Guidelines. 4. Approval of Amendment #1 to 25-151 Legal Representation of Juveniles with Gendron & Flanigan to extend another year at a reduced rate. 5. Approval of Change Order #2 to CIP 25-565 Construction Manager at Risk for Building Maintenance for Brazos County Expo Center with SpawGlass Construction. 6. Approval of Change Order #5 to RFP # 18-097 Juvenile Justice Center Expansion with Collier Construction in the amount of $221,203.00. 7. Approval of Contract# 26-107 eBonds Master Service Contract with The Genesis Group. 8. Approval of Contract #26-110 Extradition Services of Prisoners for Brazos County with US Corrections, LLC. 9. Award of RFP # CIP 26-553 Democrat Road Reconstruction. Recommended Award: Knife River Corporation - South. 10. Award of RFP #CIP 26-554 Dick Elliot Road Reconstruction. Recommended Award: Larry Young Paving, Inc. 11. Award of Bid # 27-006 Road Striping and Pavement Markers Materials. Recommended Vendor: TRP Construction Group, LLC. 12. Award of Bid # 27-009 Asphalt, Oils, and Emulsions. Recommended Vendor: Ergon Asphalt & Emulsions Inc. 13. Executive Session Convene into Executive Session pursuant to the following: A. §551.071. Consultation With Attorney. Commissioners Court will meet in Closed Session to seek the advice of its attorney about pending or contemplated litigation; a settlement offer; or on a matter in which the duty of the attorney to Commissioners Court under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Texas Government Code Chapter 551. 1. Civil Action No. 4:24-cv-01974: Belinda Jackson v. Brazos County; In the United States District Court of the Southern District of Texas. B. §551.087. Deliberation Regarding Economic Development Negotiations. Commissioners Court will meet in Closed Session to discuss or deliberate regarding commercial or financial information that Commissioners Court has received from a business prospect that Commissioners Court seeks to have locate, stay or expand in or near Brazos County and with which Commissioners Court is conducting economic development negotiations; or to deliberate the offer of a financial or other incentive to a business prospect that Commissioners Court seeks to have locate, stay or expand in or near Brazos County. 1. Tax Abatement Agreement Between Brazos County and RELLIS Campus Data and Research Center, LLC C. §551.074 to discuss the appointment, employment , evaluation, reassignment, duties, discipline, of General Counsel. 14. Consider and possible action on Executive Session. Acknowledgements 1. Acknowledgment of the monthly reports submitted in July 2026. 2. Acknowledgement of the FY 2025-2026 Budget to Actuals by Fund as of July 15, 2026. Acknowledgement of the FY 2025-20206 Contingency Budget to Actuals by Fund as of July 15, 2026. 3. Acknowledgement of Monthly Report from County Auditor for May 2026. 4. Acknowledgement of Personnel Change of Status for Elected Officials. Announcement of interest items and possible future agenda topics 1. Congratulations to Pct. 2, Constable Donald Lampo and team, lead by Deputy Constable Tony Piccalo on another successful Back to School Bash!! Tony recently received the 2026 State of Texas Law Enforcement Achievement Award for Public Service at the Texas Capitol. Adjourn PUBLIC COMMENTS Public Comment during the Commission Meeting may be for all matters, both on and off the agenda, and be limited to four minutes per person. Persons are invited to submit comments in writing on the agenda items and/or attend and make comment at the Commission meeting. Members of the public are reminded that the Brazos County Commissioners Court is a Constitutional Court, with both judicial and legislative powers, created under Article V, Section 1 and Section 18 of the Texas Constitution. As a Constitutional Court, the Brazos County Commissioners Court also possesses the power to issue a Contempt of Court Citation under Section 81.024 of the Texas Local Government Code. Accordingly, members of the public in attendance at any Regular, Special and/or Emergency meeting of the Court shall conduct themselves with proper respect and decorum in speaking to, and/or addressing the Court; in participating in public discussions before the Court; and in all actions in the presence of the Court. Those members of the public who are inappropriately attired and/or who do not conduct themselves in an orderly and appropriate manner will be ordered to leave the meeting. Refusal to abide by the Court's Order and/or continued disruption of the meeting may result in a Contempt of Court Citation. It is not the intention of the Brazos County Commissioners Court to provide a public forum for the demeaning of any individual or group. Neither is it the intention of the Court to allow a member (or members) of the public to insult the honesty and/or integrity of the Court, as a body, or any member or members of the Court, or County employees, individually or collectively. Accordingly, profane, insulting or threatening language directed toward the Court and/or any person in the Court's presence and/or racial, ethnic or gender slurs or epithets will not be tolerated. Violation of these rules may result in the following sanctions: 1. cancellation of a speaker's time; 2. removal from the Commissioners Court; 3. a Contempt Citation; and/or 4. such other and/or criminal sanctions as may be authorized under the Constitution, Statutes and Codes of the State of Texas. The County Commissioners Court can deliberate or take action only if a matter has been listed on an agenda properly posted prior to the meeting. During the public comment period, speakers may address matters not listed on the published agenda. The Open Meeting Law does not expressly prohibit responses to public comments by the Commissioners Court. However, responses from the County Judge or Commissioners to unlisted public comment topics could become deliberation on a matter without notice to the public. To ensure the public has notice of all matters the Commissioners Court will consider, the County Judge and/or Commissioners may choose not to respond to public comments, except to correct factual inaccuracies, recite existing policy in response to an inquiry or to ask that a matter be listed on a future agenda. See Texas Open Meetings Act Section 551.042. INVOCATION Any invocation that may be offered before the official start of the Court meeting shall be to and for the benefit of the Court. The views or beliefs expressed by the invocation speaker have not been previously reviewed or approved by the Court and do not necessarily represent the religious beliefs or views of the Court in part or as a whole. No member of the community is required to attend or participate in the invocation and such decision will have no impact on their right to actively participate in the business of the Court. Brazos County is committed to providing equal access to public meetings in accordance with the Americans with Disabilities Act (ADA). Individuals who require an accommodation or auxiliary aid to participate in a meeting should contact the ADA Coordinator at 979-361-2618 at least two (2) days before the meeting, or as soon as the need is identified, to allow time for arrangements. While Braille materials are not available, Brazos County will make every reasonable effort to provide appropriate accommodations to ensure effective communication.
