NOTICE OF MEETING
BRAZOS COUNTY COMISSIONERS COURT
WORKSHOP SESSION
THE BRAZOS COUNTY COMMISSIONERS COURT WILL CONDUCT A
WORKSHOP SESSION FOR PRESENTATIONS AND DISCUSSIONS
REGARDING ALTERNATIVE RISK FINANCING FOR WORKERS
COMPENSATION, CASUALTY AND PROPERTY INSURANCE.
THE WORKSHOP WILL BE CONDUCTED ON TUESDAY 5 AUGUST 2003
BEGINNING AT 10:00 A.M. IN THE COMMISSIONERS COURTROOM OF
THE BRAZOS COUNTY COURTHOUSE, 300 E. 26TH STREET, SUITE 115,
BRYAN, TEXAS.
The Bravos Center is wheelchair accessible. Handicap parking spaces are available. Any request for sign interpretive

WORKSHOP SESSION
AUGUST 5, 2003
The Commissioners' Court of Brazos County, Texas met in a
Workshop Session in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Tuesday, August 5, 2003, with the following members of
the Court present:
Randy Sims, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3;
Carey Cauley, Jr., Commissioner of Precinct 4;
Karen McQueen, County Clerk.
Attached is a list of the citizens and officials in
attendance.
The Commissioners Court met in Workshop Session to
discuss the following topic:
Alternative Risk Financing for Workers Compensation, Casualty
and Property Insurance.
John Simmaug of the Insurance Network introduced
representatives from St. Paul Insurance Company, Dave Byrum,
Territory Manager and Jan Sandberg, Account Executive. They
discussed moving in the direction of being self insured in the
areas of property and casualty insurance. They recommended
keeping Worker Compensation Insurance coverage with an outside
provider. They discussed choosing a deductible or SAR (self

insurance), developing a loss fund and maintaining a risk
management program.
They went on to say that they felt Brazos County would be
ready for this program in about two (2) years. The County
would have more control by hiring the attorneys, paying or
denying the claims etc.
The County Judge asked the company to run a couple of
scenarios for the Court so that they might study them.

The foregoing minutes of the Commissioners Court Workshop
held August 5, 200033, have been examined and approved in open
