MONDAY, MAY 19, 2003 AT 6:30 P.M. IN ASSEMBLY ROOM 2 OF THE BRAZOS
CENTER, 3232 BRIARCREST DRIVE, BRYAN, TEXAS.

Intergovernmental Committee Chair, James Massey
4. Presentation, Discussion and Possible Action regarding the Combined Health Insurance
Plans for the City of Bryan, City of College Station and Brazos County

COMMISSIONERS' COURT
JOINT MEETING
MAY 19, 2003
A joint meeting of the Commissioners' Court of
Brazos County, Texas and the cities of Bryan and College
Station was held in the Brazos County Commissioners
Courtroom in the Brazos Center in Bryan, Brazos County,
Texas, beginning at 6:30 p.m. on Tuesday, May 19, 2003
with the following members of the Court present:
Randy Sims, County Judge, Presiding;
Tony Jones, Commissioner of Precinct 1;
Duane Peters, Commissioner of Precinct 2;
Kenny Mallard, Commissioner of Precinct 3, Absent;
Carey Cauley, Jr., Commissioner of Precinct 4
Absent;
Karen McQueen, County Clerk.
The attached sheet contains the names of the
citizens and officials that were in attendance.
The County Judge called the meeting to order for the
Commissioners Court. Mayor Ron Silva called the meeting
of College Station City Council together. Mayor Jay Don
Watson called the meeting of the Bryan City Council to
order.
James Massey, College Station City Councilman and
Chairman of the Intergovernmental Committee gave an overview
of the meetings on the health topic. He then introduced

Preston Promykahl a consultant retained by the two cities and
the County who proceeded to tell the assembled group of the
advantages of being in a larger pool, such as more buying
power, lower administrative costs etc. The City Managers of
Bryan and College Station both made favorable comments about
pooling the two cities and the county. They also suggested
having the school districts join the pool. The County Judge
indicated that the Commissioners Court would include this on
their agenda for the next meeting.
James Massey, College Station City Council
representative moved to go out for Requests for Proposals
(RFP). The motion was seconded by Council representative
Dennis Maloney and carried unanimously.
The County Judge thanked everyone for attending the
joint meeting and adjourned the Commissioners Court meeting.
College Station Mayor, Ron Silvia adjourned the College
Station City Council meeting.
Bryan Mayor, Jay Don Watson adjourned the Bryan City
Council meeting.
