THE PUBLIC HEARING WILL BE HELD IN THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. THE DATE OF THE HEARING IS TUESDAY, OCTOBER 6, 1992 AND THE TIME OF THE HEARING IS 9:00 A.M. THE COMMISSIONERS COURT IS PROPOSING TO IMPLEMENT SPEED LIMITS ON THE FOLLOWING ROADS: 1. BARRON ROAD From FM 2154 to State Highway 6 recommended speed limit is 35 miles per hour 2. BARRON CUT-OFF ROAD From FM 2154 to Barron Road recommended safe speed of 30 miles per hour. 3. BRITTEN ROAD From Smetana Road to FM 1687 recommended safe speed of 45 miles per hour. 4. CAIN ROAD From Fm 2154 to end of Cain Road recommended safe speed of 30 miles per hour. 5. HARDY WEEDON ROAD From SH 30 to Dyess Road recommended speed limit of 45 miles per hour. 6. RENEE LANE From Barron Road to end of Renee Lane recommended speed limit of 30 miles per hour 7. SMETANA ROAD From SH 21 to Britten Road recommended speed limit of 45 miles per hour 8. TONKAWAY LAKE ROAD From Bird Pond Road to end of Tonkaway Lake Road recommended speed limit of 35 miles per hour 9. LEONDARD ROAD At the curve approximately 0.1 miles north of Thompson's Creek Bridge recommended 20 miles per hour PROPOSED SPEED LIMIT RECOMMENDATIONS FOR ROADS IN THE FOLLOWING SUBDIVISIONS: 1. HOLLOW HEIGHTS SUBDIVISION: A. HOLLOW HEIGHTS DRIVE From Merka Road through loop and back to Merka Road recommended speed limit of 30 miles per hour 2. SMETANA FOREST SUBDIVISION A. CAROLINE DRIVE From Smetana Road to Cul-de-sac recommended speed limit of 30 miles per hour B. LUCY ELLEN PARKWAY From Smetana Road to Cul-de-sac recommended speed limit of 30 miles per hour C. WESTWARD HO From SH 6 south to end of road recommended speed limit of 30 milers per hour L r ~ 4 COMMISSIONERS' COURT PUBLIC HEARING OCTOBER 6, 1992 The Commissioners' Court of Brazos County, Texas held a Public Hearing to consider Traffic Regulation on various county roads pursuant to Section 2.301 of the County Road and Bridge Act, Art. 6702-1 subchapter D, Vernons Civil Statutes in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Tuesday, October 6, 1992, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Bea Green Secretary to Commissioners A. H. Winder County Engineer Marianne Opresko Brazos County Resident O. J. Beard Brazos County Resident D. D. Williamson M.P.O. The purpose of the Public Hearing was to hear commentary for and against the proposed implementation of traffic regulations in the following locations: Barron Road - From FM 2154 to State Highway 6: speed limit shall be set at 35 miles per hour. Barron Cut-Off Road - From 2154 to Barron Road the speed limit shall be set at 30 miles per hour. Britten Road - From Smetana Road to FM 1687 Speed limit shall be set at 45 miles per hour. Curves (2) - near FM 1687, both directions: 15 miles per hour Speed Advisory. Cain Road - From FM 2154 to end of road speed limit shall be set at 30 miles per hour. Hard Weedon Road - From State Highway 30 to Dyess Road speed 1 mit shall be set at 45 miles per hour. Curve - Approx. 0.7 miles northeast of State Highway 30, both directions: 25 miles per hour Speed Advisory. Leonard Road - Curve - approximately 0.1 miles north of Thompson's Creek Bridge: 20 miles per hour Speed Advisory both directions. Smetana Road - From State Highway 21 to Britten Road Speed limit shall be set at 45 miles per hour. I ' ~~h9 Tonkaway Lake Road - From Bird Pond road to a point 0.7 miles southeast of Bird Pond Road speed limit shall be set at 35 miles per hour. From a point 0.7 miles southeast of Bird Pond Road to the end of Tonkaway Lake Road speed limit shall be set at 35 miles per hour. BALD PRAIRIE SUBDIVISION: Renee Lane - From Barron Road to end of Renee Lane speed limit shall be set at 30 miles per hour. HOLLOW HEIGHTS SUBDIVISION: Hollow Heights Drive - From Merka Road through loop and back to Merka Road speed limit shall be set at 30 miles per hour. SMETANA FOREST SUBDIVISION: Caroline Drive - From Smetana Road to cul-de-sac speed limit shall be set at 30 miles per hour. Luc Ellen Parkway - From Smetana Road to cul-de- sac speed limit shall be set at 30 miles per hour. McDonald Avenue - From Lucy Ellen Parkway to Nonie Drive speed limit shall be set at 30 miles per hour. Nonie Drive - From Smetana Road to McDonald Avenue the speed limit shall be set at 30 miles per hour. SEVEN ELEVEN RANCH SUBDIVISION: Chisolm Trail - From Westward Ho to end of Chisolm Trail speed limit shall be set at 30 miles per hour. Paradise Way - From State Highway 6 South to Westward Ho speed limit shall be set at 30 miles per hour. Westward Ho - From State Highway 6 South to end of road speed limit shall be set at 30 miles per hour. The County Judge stated in his opening remarks that proper notice of the hearing had been given according to law. He outlined the procedures for the hearing and asked those in attendance for any comments on the subject and asked that they state their names and organization. He then continued by informing the Court that the speed limit on Tonkaway Lake Road would be set at 30 miles per hour on the first 0.7 miles then 35 miles per hour on the rest of the length of the road. Commissioner Wilcox stated that law enforcement officers usually grant 10 miles per hour over the posted speed limit. He requested that the over weight permits stipulate the speed in accordance to the weight of the vehicle. The County Judge strongly urged that no variance be given over 5 miles per hour. Commissioner Turner addressed the pulling power of trucks at lower speeds. Commissioner Wilcox said that he was merely trying to determine a speed for trucks to travel in an effort to avoid damage to roads. Marianne Opresko commented on speed limits on Barron Road and discussed the condition of the road. Commissioner Norton told her that upgrading Barron Road would be considered next year. There being no further commentary, the County Judge closed the Public Hearing. On motion by Commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to adopt a resolution authorizing the County Judge of Brazos County to make application for a grant from the Texas Narcotics Control Program through the Criminal Justice Division Office of the Governor. Such grant fund should they be awarded will be used to aid local law enforcement agencies in enforcing the Texas Controlled Substances Act and Dangerous Drugs Act. The County Judge will be authorized to accept such grant funds should they be tendered. A copy of the Resolution is attached. The Court acknowledged receipt of the Extension Service reports for February 1992. The Court acknowledged receipt of reports from County and Precinct officers showing revenues collected and remitted to c Commissioners' Court meeting March 9, 1992 the County Treasurer. An excerpt from those reports is attached hereto. The Court proceeded to consider the change of status of the following employees. The Court next considered Budget Amendment $91/92-26, which would reallocate funds budgeted for the Sheriff's Office and transfer money from the Non Departmental Department to the Data Processing Department to pay for training and software. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to appoint the following persons as presiding judge and alternate judge for the current voting year at the following voting precincts: Pct Election Judge Alternate Judge 12 Edna Smith 13 Bennie Ostiguin 32 Kay Parker Cen. Counting Celia Goode It was noted that there were some vacancies but that those • I. Commissioners' Court meeting August 24, 1992 will be filled shortly. It was the consensus of the Court to table consideration on the final report for medical insurance for Brazos County. On motion by Commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to enter into an agreement for administrative services with Thompson, Derrig & Slovacek P.C. for the administration of the County's Section 125 Cafeteria Plan. The term of the plan is from September 1, 1992 through August 31, 1993. A copy of the agreement is attached hereto. The Court next considered two requests by Wickson Creek Special Utility District. The first request is for a road bore in the right-of-way of Dilly Shaw Tap Road for the purpose of providing service to a county resident. The site is located in Precinct 2. The second request is for a road bore in the right-of-way of Elmo Weedon Road for the purpose of providing service to a county resident. The site is in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the requests of Wickson Creek Special Utility District and authorized the installations. A copy of each request is attached hereto. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road projects. The Road and Bridge Department requests permission to enter the private property of Mrs. Jim O'Brien at the corner of Bird Pond Road and Frost Drive to dispose of excess material from county road right-of-way. The site is located in Precinct 1. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to authorize the work.
