THE COMMISSIONERS COURT WILL MEET IN SPECIAL SESSION ON MONDAY,
SEPTEMBER 28, 1992, AT 1:30 P.M. IN THE COMMISSIONERS' COURTROOM OF
THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.
1. Consider and take action to adopt the county budget for fiscal
year 1992-93.
2. Set Ad Valorem Tax Rate for 1992 on all property in Brazos
County,-

COMMISSIONERS' COURT
SPECIAL MEETING
SEPTEMBER 2$, 1992
A special meeting of the commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 1:30
p.m. on Monday, September 28, 1992, with the following members
of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Jim Kuboviak County Attorney
Jim Hiney Bryan/College Station Eagle
The first matter for consideration the adoption of the
county budget for fiscal year 1992-1993. Jim Kuboviak, County
Attorney, asked to appear before the Court regarding a salary
increase for the position of County Attorney. Mr. Kuboviak
stated he procured comparison studies showing like counties
and found the salary of the Brazos County Attorney to be
$15,000 below the average salary. He then asked that the

salary of the County Attorney be linked to the salary of the
County Court at Law Judges at 95% of the annual rate. The

County Judge stated that there were several elected officials
positions that were below the average in the comparison
studies. The County Judge then moved to increase the salaries
of the County Judge, County Attorney and County Auditor by

$5,000 and the salaries of all other elected officials except
the Justices of the Peace and Constables by x 1,500. Commis-
sioner Turner seconded the motion. Commissioners Norton, Sims
and Turner voted "Aye"; Commissioner Wilcox voted "No".
Commissioner Wilcox then moved to grant an additional 4%
increase to the Personnel Technician and a 4% increase to the
County Judge's Administrative Assistant. The motion was
seconded by Commissioner Turner. Commissioners Wilcox and
Turner voted "Aye"; Commissioners Norton, Sims and the County
Judge voted "No". The motion failed. The County Judge moved
to adopt the budget as discussed and agreed to at the Public
Hearing on September 25, 1992. The motion was seconded by
Commissioner Sims. Commissioners Norton, Sims and Turner
voted "Aye"; Commissioner Wilcox voted "No".
All members being present, the Court proceeded to set the
tax rate for the year 1992. On motion by Commissioner Sims,
seconded by Commissioner Norton, the Court voted unanimously
to set the ad valorem taxes against all property in Brazos
County, Texas according to the following schedule:
Total Maintenance & Operating rate $.3869
Debt Service Rate $.0530
TOTAL TAX RATE FOR 1992 $.4399 per
$100
valuation
There being no further business to come before the Court,
the meeting was adjourned.
