TEXAS is NOTICE OF MEETING BRAZOS COUNTY COMMISSIONERS COURT MEETING THE COMMISSIONERS COURT WILL MEET IN SPECIAL SESSION ON FRIDAY, SEPTEMBER 25, 1992 AT 1:30 P.M. FOR THE -PURPOSE OF HOLDING A PUBLIC HEARING ON THE BRAZOS COUNTY PROPOSED BUDGET FOR FISCAL YEAR ENDING SEPTEMBER 30, 1993. THE MEETING WILL BE HELD IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. • 1 • Y..~' VO L Z PAO r- M COMMISSIONERS' COURT SPECIAL MEETING SEPTEMBER 25, 1992 The Commissioners' Court of Brazos County, Texas held a Public Hearing in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 1:30 p.m. on Friday, September 25, 1992, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4, Absent; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Sharon Fairchild Ray Truelove Winfred Pittman Bill Thornal Edwin Dobbins Antone Dobrovoly Becky Mueck Gayla Butler Marijane Deen Jim Hiney John Hicks Bobby Swan Executive Assistant County Auditor Justice of the Peace Pct. 3 Constable Precinct 7 Deputy Constable Pct. 7 Maintenance Justice of the Peace Pct. 5 85th District Court Constable Pct. 4 Office Data Processing Bryan/College Station Eagle Precinct 3 VFD Orange, Texas resident The County Judge opened the public hearing on the 1992- 1993 Budget for Brazos County and asked for comments from the audience. Hearing none he asked for comments from the Court and proceeded to outline corrections that needed to be made to the proposed budget. They are as follows: Department 08 - Increase line item 5530, Travel, Meals and Lodging. The new budgeted amount will be $5,000 Department 13 - Reduce line item 5110, the salary of the director, to $9,270 annually Department 15 - Line item 5110, Salary of the Judge, eliminate the 4% increase and add $20,000 Department 30 - Line item 5110, Salary of the Judge, eliminate the 4% increase and add $20,000 Department 31 - Reported it has 119 paper ready inmates to transport to TDC. If TDC transports do not take place may have to build another wing on to the jail. Department 32 - Juvenile Services has also become over crowded and may soon need to build additional space. Commissioners' Court minutes September 25, 1992 • F--]l • Department 47 - Appraisal District, increase budget by $5,028. It was the consensus of the Court to incorporate all these changes. Commissioner Norton addressed the position of Payroll Clerk in the Treasurer's Office. Because of the responsi- bility and duties of the position, he recommended that the salary be increased from $7.86 per hour to $10.764 per hour. Commissioner Wilcox agreed with Commissioner Norton but Commissioner Sims and the County Judge did not. The salary will not be increased to that amount. Commissioner Norton then recommended to increase the salary of the Payroll Clerk from $7.86 per hour to $10.0486 per hour and recommended a 4% across the board salary increase. Commissioner Wilcox concurred with the recommendation. Commissioners Norton, Sims and Wilcox agreed, the County Judge did not. The recommendation will take effect with the new budget. Commissioner Wilcox suggested promoting the Personnel Clerk from a group 11 step 3 position to a group 11 step 5 position. Commissioner Norton agreed with the suggestion. Commissioners Norton and Wilcox concurred with the suggestion, Commissioner Sims and the County Judge did not. It was the consensus not to promote the Personnel Clerk. No change was made to the salary. Commissioner Sims then recommended a 4% salary increase be granted to the Personnel staff. This 4% increase would be in addition to the 4% across the board raise. It was the consensus of Commissioners Norton, Sims and Wilcox to grant the additional 4% salary increase to the Personnel staff. The County Judge voiced opposition to the raises. The recom- mendation will take effect with the new budget. The County Judge asked for further comments and receiving - none announced the Public Hearing closed and that final action would be takeq on the proposed budget on Monday, September 28, 1992 at 1:30 p.m.. r . 4 The foregoing minutes have been examined and approved in open Court this the day of 19~y in Bryan, Brazos County, Texas. t r i R.
