BRAZOS COUNTY COMMISSIONERS COURT MEETING
THE COMMISSIONERS COURT WILL MEET IN SPECIAL SESSION ON MONDAY,
SEPTEMBER 14, 1992, AT 9:00 A.M. IN THE COMMISSIONERS' COURTROOM OF
THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on Budget Amendment No. 91/92-28.
4. Consider and take action on a request from Dale Operating
company for authorization to install saltwater pipeline in the
right-of-way of various county roads in Precinct 1.
5. Consider and take action on acceptance of roads in Kensail
Point Subdivision, a re-subdivision of Lot 2 Block 13
Nantucket Phase II.
6. Consider and take action on an order appointing Judge Amis to
sit as Special Judge of County Court at Law I on September 15,
16, and 17, 1992.
7. Acknowledge receipt of Extension Service and County and
Precinct Officers Reports.
8. Consider and take action on Personnel Change of Status.
9. Consider and take action on payment of claims.

COMMISSIONERS' COURT
REGULAR MEETING
SEPTEMBER 14, 1992
•
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 9:00
a.m. on Monday, September 14, 1992, with the following members
of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered Budget Amendment #91/92-28,
which would reallocate funds budgeted for the Justice of the
Peace Precinct 7 Place 2, Agricultural Extension Service and
the Buildings and Yards Department. On motion by Commissioner
Turner, seconded by Commissioner Sims, the Court voted
unanimously to approve the budget amendment as submitted, a
copy of which is attached hereto.
The Court next considered the request by Dale Operating
Company to install salt water pipelines in the right-of-way of
Wade Road, Stousland Road and Royder Road. The sites are
located in Precinct 1. Robert Jack, an attorney representing
Dale Operating Company, explained the reasons why the company
had chosen this method of salt water disposal rather than
having it hauled out by truck. Mr. Jack asked the Court to
waive the $40.00 per rod fee to install pipeline in county

right-of-way, saying that the cost would be prohibitive. The
Commissioners asked numerous questions, then on motion by
commissioner Norton, seconded by Commissioner Sims, the Court
voted unanimously to table consideration to allow further
study.
On motion by Commissioner Norton, seconded by Commis-
sioner Sims, the Court voted unanimously to accept the road
and drainage improvements and commence a two (2) year
maintenance agreement on the roads in Kensail Point
Subdivision, a re-subdivision of Lot 2 Block 13 Nantucket
Phase II.
The Court next considered an order appointing James A.
Amis, Jr. to sit as Special Judge in County Court at Law I
from September 15, 1992 through September 18, 1992 in order to
reach all the hearings scheduled on the court's docket. On
motion by Commissioner Turner, seconded by Commissioner Sims,
the Court voted unanimously to approve the order naming James
A. Amis, Jr. as Special Judge for County Court at Law I for
the dates of September 15, 1992 through September 18, 1992.
A full copy of the order is attached to and made a part of
these minutes.
The Court acknowledged receipt of the Extension Service
reports for August 1992. The Court acknowledged receipt of
reports from County and Precinct Officers showing revenues
collected and remitted to the County Treasurer. An excerpt
from those reports is attached hereto.

The following proceedings were held
THAT WHEREAS on September 14, 1992, the Court heard and
approved a budget amendment for the 1991-1992 budget year for
Brazos County, Texas
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 3,
1991 the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s)

On this the day of , 1992, the Commissioners
Court of Brazos County, Texas, convened in Regular Session at the special
term of the Court, at the Brazos County Courthouse, in the City of Bryan,
Texas, with the following members present„ to-wit:
R. J. Holmgreen, County Judge
Gary Norton, County Commissioner, Precinct No. 1
Walter Wilcox, County Commissioner, Precinct No. 2
Randy Sims, County Commissioner, Precinct No. 3
Milton Turner, County Commissioner, Precinct No. 4
Among other proceedings had, the following proposed order was
submitted:
"WHEREAS, The Honorable Claude D. Davis, Judge of the County Court
at Law No. 1 of Brazos County, Texas, having made known to the Commissioners
Court of Brazos County, Texas, that on September 15, 16, 17, and 18, 1992,
he requires the appointment of a Special Judge in order to reach all the
hearings scheduled on the court's docket.
WHEREAS, he has requested the appointment of James Amis to sit as
Special Judge of the County Court at Law No. 1 of Brazos County, Texas on
the above mentioned dates in all matters that are, or may be, docketed on
the Court's dockets for thise days, and to have and exercise all powers of a
Special Judge in relation to matters involved; it is, therefore,
ORDERED, ADJUDGED AND DECREED, Pursuant to authority of Article
30.03, Section 2, Code of Criminal Procedure, that James Amis, a former
Judge of the County Court at Law of Brazos County, Texas, to sit and hear
all matters that are, or may be, docketed on any of the Court's dockets on
the above-mentioned day and shall have and exercise all powers of such
Special Judge in relation to the matters involved;
WHEREAS, the Court having considered the proposed order and deeming
that it should be approved; it is; therefore,
ORDERED, ADJUDGED AND DECREED by the Commissioners Court of Brazos
