Adjourn i 1~~ 4 COMMISSIONERS' COURT SPECIAL MEETING SEPTEMBER 8, 1992 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, September 8, 1992, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Bea Green Rosalie Todaro Cheryl Turney A. H. Winder Shelley Turek Jim Mazurkiewicz Mike McClure Bill McLeod Executive Assistant Secretary to Commissioners Auditor's Office Auditor's Office County Engineer County Treasurer's Office County Extension Agent McClure Engineering, Inc. Texas Voting Systems Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered Budget Amendment #91/92-27, which would reallocate funds budgeted for the Commissioners' office, transfer funds from County Court at Law II to the County Attorney's office and from Non Departmental to Environmental Protection. on motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter for consideration was a tax refund to M. B. Flippen. The County Judge informed the members of the Court that legal counsel had advised that it would be illegal for the Court to authorize the refund. Commissioner Norton moved to deny the request. The motion was seconded by Commissioner Sims. Commissioners Norton, Sims and Turner voted "Aye"; Commissioner Wilcox voted "No." • f ! i h k i I Commissioners' Court meeting September 8, 1992 The next matter for consideration by the Court was a written request submitted by the County Extension Agent requesting approval for out of state travel for Greg Byers. Mr. Byers will be traveling to Columbus, Ohio to chaperon and provide leadership to the nationally competing 4-H horse judging team during the week of October 17 through the 21, 1992. On motion by the Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to grant the request from the County Extension Agent and approved payment of out of state travel expense for Mr. Byers. The Court next considered a change of Mobile Voting hours during the week of Oct. 26, 1992 through Oct. 30, 1992 Mobile Voting 1. Appletree Grocery Store, 2000 E. Hwy. 21, Bryan - Oct. 15 & 16 9:00 a.m. to 4:00 p.m. Oct 28, 29 & 30 9:00 a.m. to 7:00 p.m. 2. Walmart, Manor East Mall - Oct. 19, 20, & 21, 9:00 a.m. to 4:00 p.m. 3. Post Oak Mall - The Learning Center - Oct 22 & 23 1:00 p.m. to 4:00 p.m. Oct. 26 & 27, 1:00 p.m. to 7:00 p.m. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the change in the early voting mobile times. The County Clerk will monitor the early voting turnout. The next matter for consideration was a Resolution approving the 9-1-1 Emergency Communication District budget for fiscal year 1992-1993. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to adopt the Resolution and approve 1992-1993 budget for the 9-1- 1 Emergency Communication District. A copy of the budget is attached hereto. The Court next considered a request from the Road and Bridge Department to purchase iron ore road base material from Frost Materials Company. The Road and Bridge Department asks to be allowed to purchase 15,000 cubic yards (16,500 tons) of crushed and smooth grade iron ore base at a cost of $3.50/ton VC-L 'Z- FbAGI Y-3 i i • Commissioners' Court meeting September 8, 1992 ($57,750.00) plus an additional estimated cost of $35,000.00 for hauling to various job locations throughout Brazos County. The purchase of the material will require an exemption from competitive bidding requirements. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted un- animously to approve the request of the Road and Bridge De- partment and authorized the purchase of the materials. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road projects. The Road and Bridge Department requests permission to enter the private property of Russell Evans, Charles Nichols and Jane Wright all on North Oakland Lane for the purpose of disposing of excess material removed from the road right-of-way. The property is in Precinct 3. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize the work. The next matter for consideration was approval to advertise for bids on eight (8) vehicles for the Sheriff's Department - Bid No. 92-659 and roller shelving for the County Clerk's office - Bid No. 92-658. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids on vehicles and shelving. The Court next considered approval of the final plat of Stonehedge Subdivision. Holland Winder, County Engineer, stated that he had reviewed the plat and it appeared to be in order. Mike McClure, Surveyor, was asked if the area fell in the Extraterritorial Jurisdiction of the City of College Station. He replied that it did and that the developer had arranged to purchase water and sewer for the subdivision. Mr. McClure also stated that the preliminary plat had been approved by the City of College Station. Commissioner Wilcox then informed the Court that a variance would be needed on Indian Trail Road because there was less than a 60 foot right- of-way and no utility easement. The Court next considered the request by Wellborn Water Supply for two (2) right-of-way bores on Bird Pond Road for the purpose of installing water lines. The first bore is at the intersection of Frost Drive and Bird Pond Road. The second is 550.0 feet from the intersection of Frost Drive. The site is located in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of Wellborn Water Supply and authorized the installations. A copy of the request is attached hereto. on motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to table consideration of the request from Dale Operating Company to install saltwater pipelines in various county roads in Precinct 1. The Court next considered the request by Ferguson Burleson County Gas Gathering System to place a road bore in the right-of-way of Steep Hollow Road 5,808.0 feet east of its intersection with FM 1179 in order to install an 8 inch steel welded gas pipeline. The site is located in Precinct 3. The request is accompanied by Company draft # 3997 in the amount of $500.00. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of Ferguson Burleson County Gas Gathering System and authorized the installation. A copy of the request is attached hereto. The Court next considered three requests from GTE Southwest. The first to install a buried and, aerial cable within the right-of-way of Wickson Lake Road approximately 0.25 miles northeast of Saxon Road for a distance of 344.0 i Commissioners' Court meeting September 8, 1992 A feet and two poles will be placed for an aerial insert. The site is located in Precinct 3. The second to install two buried cables within the right-of-way of Silver Hill Road. The first beginning at its intersection with Goodson Bend Road extending eastward for a distance of 1,570.0 feet: the second beginning 0.7 miles from Goodsen Bend road extending south for a distance of 1,747.0 feet. The sites are located in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to approve the requests of GTE Southwest and authorized the installation. attached hereto. WHEREAS, the laws of the State of Texas provide for interlocal governmental agreements to benefit the citizens of the State; and, WHEREAS, the voters of Brazos County have approved the establishment of a Brazos County Emergency Communications District 9-1-1 in accordance with State law; and, • WHEREAS, the undersigned authorities have, in public meeting approved the annual budget of the District as submitted to them; NOW THEREFORE, BE IT RESOLVED BY THE BRAZOS COUNTY COMMISSIONERS COURT, THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, THE CITY COUNCIL OF THE CITY OF WIXON VALLEY, TEXAS AND THE CITY COUNCIL OF THE CITY OF BRYAN, TEXAS THAT: 1. 1 , t t I RESOLUTION NO. The District has been providing Enhanced 9-1-1 service to Brazos County, the City of Bryan, the City of College Station, and the City of Wixon Valley since 1990. The District is currently contracting to provide emergency communications dispatch.services to the City of Bryan and Brazos County; police, fire and EMS. Cost allocations for these entities have been modified to closer resemble the actual workload by entity. These allocations are subject to change from year to year. A 3% increase in emergency service fees was projected for budgeting purposes. A 4% cost of living increase is included as there was no cost of living increase granted last year. Personnel Services account also increased 1% as a result of unemployment insurance cost increases (TEC). A temporary Map Coordinator has been added to complete the county-wide map books and assign new addresses in the county as part of the on-going maintenance of the addressing project. Supplies increased slightly as a result of printing costs to maintain the map books. Maintenance and Contractual Services increased 4.6% as a result of a 115% increase in the Contel/GTE tariff which regulates the cost of 9-1-1 service provided. The audit and computer maintenance experienced slight increases. Education/Training/Other Services increased as our building/liability insurance has increased $4,000 and training/travel were increased to cover the necessary training of Communications Specialists to reduce our liability exposure. The Capital requested includes 4 additional intensive use chairs and 4 replacement CRT's for the Communications Center. Also, sound insulation has been added to reduce background noise in the Center. * In late July we received the new tariff from AT&T for the two 911 trunks serving the southern part of Brazos County (Navasota Central Office). The annual increase was $7,500 which has been added into the revised 92-93 E 9-1-1 Service budget figures.
