J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; absent Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Carol Palmer Bea Green Terri White Cheryl Turney A. H. Winder Phyllis Dozier Jim Hiney Anne Friedenberg Vincent Bosquez James E. Jett D.D. Williams Fred Patterson Executive Assistant Admin. Asst. to County Judge Secretary to Commissioners Deputy Treasurer Auditor's Office County Engineer Brazos Center Bryan/College Station Eagle KBTX-TV KBTX-TV Jett Property Management Co. M.P.O. Patterson Architects Commissioner Sims gave the invocation and led the pledge of allegiance. The first matter before the Court was the consideration r t rl of the relocation of a high pressure gas line along the State Highway 60 project. The County Judge stated that the Railroad Commission ruled that if the gas line were to remain at the current depth, the oil company must reduce the pressure and the amount of gas carried in the line. The oil company had stated this was not acceptable and asked that the line be relocated to the depth required by the Railroad Commission to maintain the current pressure and amount of gas carried in the line. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to authorize the relocation of the pipeline at a cost of $28,000.00. The Court next considered awarding the construction bid Ol ' a a 361 Nam • for the Brazos Center and the payment thereof. Fred Patterson, Architect, apologized to the members of the Court for an error in the figures. He had told the Court that the cost would be approximately $66,000.00. He stated that he , failed to include air conditioning and floor modifications in the servery and new entry way. With those items included his 1 figure was $79,695.00. He then recommended the Court accept the low bid submitted by Coyote Construction-for $81,300.00. This figure is the base bid without the alternates. Mr. Patterson went on to explain that even if the Court decided to accept all three (3) alternates, Coyote Construction would still be the lowest. After an explanation of the alternates the County Judge moved to accept the base bid submitted by Coyote Construction along with all three alternate bids. Commissioner Sims seconded the motion. It carried unanimously. The County Judge stated that a budget amendment would be required to pay for the construction. A copy of the bid tabulation is attached hereto. • The Court next considered two requests by Ferguson Burleson County Gas Gathering System. The first to install a 16 inch natural gas pipe line within the right-of-way of Old Reliance Road approximately 2.6 miles in a northeasterly ' direction from its intersection with Highway 6 in Precinct 3. The request is accompanied by their draft no. 3931 in the amount of $500.00 which represents road crossing only. The second to install an 8 inch steel natural gas pipe line crossing the right-of-way of Ranchero Road approximately 0.4 miles southwest of its intersection with Linda lane in Precinct 3. The request is accompanied by draft no. 3893 in the amount of $500 which represents a road crossing only. The County Engineer stated that all appeared to be in order and recommended approval. He also informed the Court that the crossing would be sleeved. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the requests of Ferguson Burleson County Gas Gathering System and authorized the installations. The Court next considered the requests by Wickson Creek Special Utility District. The first to place a 2 inch road bore crossing the right-of-way of Linda Lane for the purpose of installing a 1 inch PVC water line. The site is in Precinct 3. The second to place a 2 inch road bore crossing the right-of-way of old Reliance Road for the purpose of installing a 1 inch PVC water line. The site is in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the two requests of Wickson Creek Special Utility District and authorized the installations. A copy of each request is attached hereto. The Court next considered two requests by Aquila South- west Pipeline Corporation. The first to place a road bore crossing the right-of-way of Golden Trail in Rainbow Acres Subdivision for the purpose to installing a 6 inch natural gas pipe line in Precinct 3. The request is accompanied by draft no. 014465 in the amount of $500 which represents a road crossing only. The second to place a road bore crossing the right-of-way of Straub Road for the purpose of installing a 6 inch natural gas pipe line in Precinct 1. The request is accompanied by draft no. 014466 in the amount of $500 which represents a road crossing only.The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the requests of Aquila Southwest Pipeline Corporation and authorized the instal- lation. A copy of each request is attached hereto. The Court next considered approval of the preliminary plat of Dove's Landing in Precinct 1. Jim Jett, the developer, asked for two (2) variances. The first to allow a 16 foot utility easement on one side of the road only and inside the right-of-way. The second, for an 18 foot driving surface on a gravel road. Commissioner Wilcox asked if this r a i ^r. M. ~J • was a through street. Mr. Jett replied that it dead ends into Peach Creek but there was potential for future development of a possible eleven (11) lots. Commissioner Norton stated that the plat needed a locator map on it. On motion by Commis- sioner Norton, seconded by Commissioner Sims, the Court un- animously approved the preliminary plat of Dove's Landing Subdivision with the two (2) variances and the addition of a locator map. The Court next considered authorizing work outside of county right-of-ways for the enhancement of county road projects. The Road and Bridge Department submitted two (2) requests. The first for permission to enter the private property of Steve Stephenson on Hick Lane in Precinct 3 for the purpose of improving drainage along the road right-of-way. The second to enter the private property of Robert Henry Moore in Precinct 2 on FM 2038 for the purpose of preparing a site for a stationary compactor on FM 2038 adjacent to the existing citizens collection station. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. The Court received, approved and ordered filed as sub- mitted the Treasurer's report for June 1992. A copy of which is attached to and made a part of these minutes. The Court proceeded to consider the change of status of the following employees. That BRAZOS COUNTY reserves the right to require Applicant to relocate or lower any such line at no cost to BRAZOS COUNTY, should same become necessary due to widening or lowering, or other alteration of the roadway or right-of-way. 4. That BRAZOS COUNTY is in no way responsible for any damage that might occur to any eAisting utility lines in the right-of-way. 5. That the line will be constructed and maintained on the county right- of way in accordance with governing laws. 6. That the line or lines will be constructed no less than forty-eight inches (48") lower than the lowest part of the drainage or bar ditch and the drainage is to be considered at least two feet (2') below the center of the roadway. • 7. That all roads be bored to forty feet (40') on either side of the centerline of the right-of-way or cased for such distance. 8. That all eites will be barracaded during construction period. 9. That the normal charge is $500 per crossing and/or $40 per rod when paralleling the roadway established by the Commissioners' Court on .January 28, 1985.
