J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office Cheryl Turney Auditor's Office A. H. Winder County Engineer Sandie Walker Deputy Treasurer Jim Hiney Bryan/College Station Eagle Anne Friedenberg KBTX-TV Joe Larger KBTX-TV • Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court meetings held April 13, 1992 and April 20, 1992. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the minutes with a correction of a typographical error on page 3 of the minutes of April 20, 1992. The Court acknowledged receipt of the Extension Service reports for June 1992 and acknowledged receipt of reports from County and Precinct Officer showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The Court next considered Budget Amendment $91/92-22, • which would reallocate funds budgeted for the Maximum Security Jail, transfer funds from the Non Departmental Department to Data Processing and to the office of Constable Precinct 7. Commissioners' Court meeting July 13, 1992 the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered authorizing work outside of i county rights-of-way for the enhancement of county road projects. The Road and Bridge Department requests permission to enter the private property of J. R. Lenior on Dilly Shaw 1 s Tap Road to clear and grade an existing a drainage channel beginning on the east side of Reed Road 0.1 mile north of Dilly Shaw Tap Road extending to culverts under Dilly Shaw Tap Road in Precinct 2. The Road and Bridge Department also requests permission to enter the private property of Carl Ruffino on Dilly Shaw Tap Road to clear and grade an existing i drainage channel beginning on the east side of Reed Road 0.1 mile north of Dilly Shaw Tap Road extending to culverts under Dilly Shaw Tap Road in Precinct 2. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to authorize the work. The Court next considered a request from James Butler to bore under Quail Run Drive at Dowling Road in order to tap into the existing City of College Station sewer line. The County Engineer stated this was service to a new residence with a tap into an existing line. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request from James Butler. The Court next considered the request by Ferguson Burleson County Gas Gathering System to install a 6 inch steel natural gas pipe line installation within the right-of-way of Shirley road approximately 0.55 miles from its intersection with FM 1179 in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of Ferguson Burleson County Gas Gathering System and authorized the installation. On motion by Commissioner Norton, seconded by Commis- Vol .7 b t • k ,i Commissioners' Court meeting July 13, 1992 sioner Sims, the Court voted unanimously to hire Don Gray with Risk Management Group, Inc., to assist in the analysis of the Group Health Insurance proposals and assist in providing an objective evaluation of the top three proposals. Fees to be billed at $105 per hour and $50.00 per hour for travel. The next matter for consideration by the Court was a written request submitted by the District Attorney requesting approval for out of state travel for Assistant District Attorney Deena Wallace. Mrs. Wallace would be traveling to Newport Beach, California to attend the annual meeting of the Association of Government Attorney's in Capital Litigation August 5, 1992 through August 8, 1992. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to grant the request from the District Attorney and approved payment of out of state travel expense for Mrs. Deena Wallace. The Court next considered a request from Constable Precinct 4, Louis Garcia, to replace two vehicles in his fleet. Constable Garcia asked specifically for unit #72 to be transferred from the Sheriff's fleet to his fleet. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to transfer unit #72 to Constable Garcia's fleet and to retire one vehicle from his fleet. Commissioner Sims amended his motion to authorize the transfer of vehilce #72 and one other vehicle to Constable Precinct 4's fleet and to retire two (2) vehicles. Commissioner Wilcox seconded the amended motion which carried unanimously. The Court proceeded to consider the change of status of the following employees. I have recently purchased lots 8 & 9, Block 4, Quail Run Estates. These lots are at the corner of Dowling Road and Quail Run Road, west of the City of College Station Water Storage facility. That all damage to tits roadways and rights-of-way will be repaired to their original condition to the satisfaction of the County Engineer. 3. That BRAZOS COUNTY reserves the right to require Applicant to relocate or lower any such line at no coat to BRAZOS COUNTY, should same become necessary due to widening or lowering, or other alteration of the roadway or right-of-way. 4.
