JUNE 8, 1992, AT 1:30 P.M. IN THE COMMISSIONERS' COURTROOM OF
THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.
1. Consider and take action on report and recommendations of
Computer Consultant.

COMMISSIONERS' COURT
SPECIAL MEETING
JUNE 8, 1992
The County Judge reconvened the meeting of the commis-
sioners' Court of Brazos County, Texas at 1:30 p.m. on June 8,
1992 in the Commissioners' Courtroom in the Courthouse in
Bryan, Brazos County, Texas, with the following members of the
Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4,
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

The County Judge reconvened the meeting so the Court

could consider the report and recommendations of the Computer
Consultant. Dr. Colunga gave a brief synopsis of the events
to update the members of the Court. He then explained his
handout containing the preliminary, and revised estimate
figures, the cost of conversion of the existing data to be
compatable with the new equipment, the interim system and some
of the necessary hardware. The County Judge asked if the
Personal Computers could be tied into the main frame. Dr.
Colunga replied they could. the County Judge then asked if
the terminals currently in use could be used with the new
system. Dr. Colunga told the Judge they would have to be
scrapped. Dr. Colunga went on to inform the Court that the
interim hardware is not compatible with what the county

• currently has and only allows the performance of one
application at a time. He therefore recommended the Court
ignore that cost estimate because the work can be done by the
County's Data Processing Department.
Dr. Colunga stated he felt the County should go with the
Zortex proposal. The Purchasing Agent asked to be allowed to
negotiate with Zortec for a higher performance bond of 100%.
Dr. Colunga stated he felt that the County should honor the
10% performance bond. The County Judge agreed that he would
like to pursue the 100% performance bond.
The County Judge recessed the meeting at 2:26, p.m. to
allow Dr. Colunga to call Zortec to negotiate for a higher
performance bond.
At 3:00 p.m. the County Judge reconvened the meeting.
• Dr. Colunga informed the Court that he had spoken with Gary
Fitzhugh, Executive Vice President of Zortec, and that he
would only provide a 50% performance bond. Dr. Colunga then
recommended that the Court accept the Zortec software
conversion bid and adjusted performance bond, reject Zortec's

proposed interim system and proceed with Data Processing's
recommendation and to proceed to complete the new system
Request For Proposals within the next ten day. The County
Judge moved to accept the recommendation of Dr. Colunga.
Commissioner Norton seconded the recommendation. The Court
voted unanimously to accept the recommendation. Commissioner
Sims asked if the contract with Zortec could be written so
that payment could be withheld until the County was completely
satisfied.
• There being no further business to come before the Court,
the meeting was adjourned.
