AS AGENDA BRAZOS COUNTY COMMISSIONERS' COURT MEETING THE COMMISSIONERS' COURT WILL MEET IN SPECIAL SESSION ON MONDAY, JUNE 1, 1992, AT 9:00 A.M. IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation. 2. Pledge of Allegiance. 3. Consider and take action on Resolution setting new fees to be charged for the licensing of cats and dogs in Brazos County. 4. Consider and take action on request from GTE to install buried cable in county right-of-way of Los Robles Road in Precinct 1. 5. Consider and take action on personnel change of status. 6. Consider and take action on payment of claims. 7. Adjourn. t am is COMMISSIONERS' COURT SPECIAL MEETING JUNE 1, 1992 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 9:00 a.m. on Monday, June 1, 1992, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office Cheryl Turney Auditor's Office A. H. Winder County Engineer Sandie Walker Treasurer Wesley Hall Justice of the Peace Pct. 7-2 Jim Hiney Bryan/College Station Eagle Anne Friedenberg KBTX-TV Commissioner Sims gave the invocation and led the pledge of allegiance. On motion by Commissioner Turner, seconded by Commis- sioner Sims, the Court voted unanimously to adopt a Resolution setting the fees to be charged for licensing dogs and cats in Brazos County; providing conditions of payment and collection of the required fees; repealing all rules or part of rules in conflict herewith and providing an effective date of July 1, 1992. The annual fees for licenses and fees are set as follows: License Fee - Dogs or Cats $ 7.00 Duplicate License Fee - Dogs or Cats $ 1.00 Delinquent Fee - Dogs or Cats License $10.00 A copy of the Resolution is attached hereto. The Court next considered a request by GTE Southwest to place buried cable across the right-of-way of Los Robles Road in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court proceeded to consider the change of status of the following employees. NAME DEPARTMENT REASON Overshown, Patrick Sheriff Office New Employee Jones, Daisy Data Processing New Emp P/T Whitley, Kim County Clerk New Emp P/T On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the changes as submitted. The Court next considered a request from Justice of the Peace Precinct 7 Place 2, Wesley Hall, to hire an additional employee at minimum wage for twenty (20) hours a week. He currently has a part time employee that he is paying from personal funds but now must hire this person through the county. Commissioner Sims asked Judge Hall if he and Judge Boyett did not share employees. Judge Hall replied that they did not other than to answer the phone. Judge Hall explained the nature of the cases and fines his office handled and stated that the walk in traffic along with the increased paperwork made this request necessary. Commissioner Sims moved to approve the request of Judge Hall to hire an employee for the months of June, July, August and September only and to make a request at budget time for the employee. Commissioner Norton seconded the motion. Commissioners Norton, Sims and Turner voted "Aye", Commissioner Wilcox voted "No". 1'. M- N . .1. Traf. Task Force Claims-10439-thru-10440- On motion by Commissioner Norton, seconded by Commis- pioner Sims, the court voted unanimously to approve the Claims as submitted. There being no further business to come before the Court, the meeting was adjourned. , VOL Z PAGE o • • 0 RESOLUTION SETTING THE FEES TO BE CHARGED FOR LICENSING DOGS AND CATS; PROVIDING CONDITIONS OF' PAYMENT AND COLLECTION OF THE REQUIRED FEES; REPEALING ALL R ES OR PART OF RULES IN CONFLICT HEREWITH; AND PROVIDING AN EFFE TIVt DATE. I WHEREAS: Brazos County has adopted rules relating to the licensing of animals and WHEREAS: said rules do not have set forth there in the specific amounts that will be charged for licenses; and WHEREAS: said rules do not provide for the specific condition of payment and collection of said required fees; and WHEREAS; it is necessary that these fees be set and the condition of their payment and collection be provided; NOW, THEREFORE, BE IT RESOLVED BY THE COUNTY COMMISSIONERS OF BRAZOS COUNTY; 1. That the fees to be charged for the annual licenses and permits set forth below, shall be as follows: Type of Fee Egg License Fee - Dog or Cat $ 7.00 Duplicate License Fee - Dog or Cat $ 1.00 Delinquent Fee - Dog or Cat License $10.00 2. That the dog or cat license shall cover a period of one (1) year from the date of issuance. In the event the license tag is lost, a duplicate may be obtained upon presentation of a valid vaccination certificate and the payment of the prescribed fee. The fees for dog or cat licenses shall be paid to and collected by such persons as are designated by the County Judge to collect such fees. Any such fees not timely paid shall be subject to a delinquent fee as set out above. That all other rules or parts of rules in conflict with the provisions of this resolution are hereby repealed to the extent of the conflict with the provisions of this resolution only. Holmgreen COUNTY Formal notice is hereby given that GTE SOUTHWEST INCORPORATED will construct a communication line within the right-of-way of a County Road in Brazos County, Texas as follows: On Los Robles Road 600' West of White Creek Road, a buried cable will be placed 3' in the South ROW extending West for a distance of 916'. At this point, a road bore will be made and the cable will cross the road into North ROW and extend on West for a distance of 406'. The cable will be placed at depth of 30". The location and description of this line and associated appurtenances is more fully shown by four copies of drawings attached to this notice. The line will be constructed and maintained on the County Road right-of-way in accordance with governing laws. Notwithstanding any other provision contained herein, it is expressly understood that tender of this notice by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment or impairment of any property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may be granted in the future and any provision or provisions so construed shall be null and void.
