BRAZOS COUNTY COMMISSIONERS' COURT MEETING
THE COMMISSIONERS' COURT WILL MEET IN SPECIAL SESSION ON MONDAY,
MAY 4, 1992, AT 8:30 A.M. IN THE COMMISSIONERS' COURTROOM OF THE
BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN,
TEXAS.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on the approval of the minutes of
the meetings held on January 21, 1992, January 27, 1992,
and February 3, 1992.
4. Consider and take action on the report from Mr. Dan Colunga
concerning computer needs for Brazos County and authorize
Mr. Colunga to obtain request for proposals:
5. Consider and take action on request from Mr. Jim Mazurkiewicz
for out of state travel.
6. Consider and take action on exemption from competitive bidding
requirements of local government code, Section 262.024(a)(4)
for computer consulting.
7. Consider and take action on award of roadside mowing bid for
Road and Bridge Department and authorize the payment thereof=
Bid No. 92-624.
8. Consider and take action on request from GTE Southwest Incor-
porated to install cable lines in the following county rights-
of-ways:
a. Macey Road - Precinct 2
b. Grassbur Road - Precinct 3
9. Consider and take action on personnel change of status.
10. Consider and take action on payment of claims.
11. Adjourn.

SPECI4 MEETING
MAY 4, 1992
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 8:30
a.m. on Monday, May 4, 1992, with the following members of the
Court present:
l R. J. Holmgreen, County Judge, Absent;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2, Presiding;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held January 21, 1992, January
27, 1992 and February 3, 1992. On motion by Commissioner
Wilcox, seconded by Commissioner Turner, the Court voted
unanimously to approve the minutes as submitted. Commissioner
Sims abstained from voting on the minutes of January 21, 1992
because he was absent from Court that day.
The Court next considered the report on the county's
computer needs that was presented to the Court on April 27,
1992 by Dr. Dan Colunga. On motion by Commissioner Norton,
seconded by Commissioner Sims, the Court voted unanimously to
accept the report and authorize Dr. Dan Colunga to obtain
proposals for new computer equipment and/or services to
implement a new system.

The first matter for consideration by the Court was a
written request submitted by the County Extension Agent, Jim
Mazurkiewicz, requesting approval for out of state travel for
County Extension Agent-Home Economics, Carolyn Nobles. Ms.
Nobles would be traveling to Denver, Colorado to be a
representative for South Central Texas Home Economics
Association at the National Convention during the week of June
26 through July 1, 1992. On motion by the Commissioner Sims,
seconded by Commissioner Wilcox, the Court voted unanimously
to grant the request from Jim Mazurkiewicz and approved
payment of out of state travel expense for Ms. Carolyn Nobles.
The Court next considered an Exemption from Competitive
Bidding Requirements of Local Government Code, Section
262.024(a)(4) for the purchase of the Professional Service of
Computer Consulting from Dr. Dan Colunga. On motion by
Commissioner Norton, seconded by Commissioner Sims, the Court
voted unanimously to approve the Waiver of Competitive Bidding
Requirements and authorized the payment for all professional
services from the designated individual for the period January
1992 through December 1992.
The Court next considered awarding the following bid:
Bid No. 92-624 - Road Side Mowing for the Road and Bridge
Department
Holland Winder, County Engineer,
recommended rejecting the only bid
submitted by Clovis S. Vaughn. His
reason was that the bidder had only one
(1) tractor and that his bid was out of
line cost wise. On motion by Commis-
sioner Norton, seconded by Commissioner
Turner, the Court voted unanimously to
accept the recommendation of the Engineer
and reject the only bid received.
The Court next considered two requests by GTE Southwest.
The first to install buried cable along the entire length of
Macey Road with all road bores being across Macey Road in
Precinct 2. This is due to the widening of Macey Road and the .
need to replace existing buried cables. The second, to
install buried cable beginning at the intersection of Prospect
Lane and Grassbur Road, boring under Grassbur Road at the
intersection then down Grassbur Road in an easterly direction

in Precinct 3. The County Engineer stated that all appeared
to be in order and recommended approval. On motion by
Commissioner Norton, seconded by Commissioner Sims, the Court
voted unanimously to approve the request of GTE Southwest and
authorized the installation. A copy of the request is
attached hereto.
The Court proceeded to consider the change of status of
the following employees.

Formal notice is hereby given that GTE SOUTHWEST INCORPORATED will construct a communication line
within the right-of-way of a County Road In Brazos County,
Texas as follows:
Beginning at the .)unction of Macey Rd and FM 974, 6:iu5' of buried -cable will

a bore will be made across Old Bundlek lid; and buried cable will continue on
Macey Rd. For 51141'. A bore will then be ioade across Macey Rd-, And 1:1196' of
buried cable will be placed at 5' within the Westerly right-of'-way. At the
junction of Macey Road and New Church Cemeterv Road, a bore will hr_ m7lcll-
across Macey Rd and 422' of buried cable: placed Sotit.hwest at 5' within the
Westerly right-of''-way of* Mnce'y Fid. Six other roar) bores will be made ar'rc,ss
Mucey rid. as indicated for drotc wires to existing customers. All proposed
cable is to replace existing cable in the Area due to the road witlc.:nint( pro-
ject. The proposed cable will be buried to a minimum depth of 30".
The location and description of this line and associated appurtenances Is more fully shown
by four copies of drawings attached to this notice. The line will be constructed and maintained
on the County Road right-of-way in accordance with governing laws.
Notwithstanding. any other provision contained herein, it is expressly understood that tender of this notice
by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment or impairment of any
property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may
be granted in the future and any provision or provisions so construed shall be null and void.
Construction of this line will begin on or after June 5, 19_L2__.
