THE COMMISSIONERS' COURT WILL MEET IN SPECIAL SESSION ON MONDAY,
APRIL 20, 1992, AT 8:30 A.M. IN THE COMMISSIONERS' COURTROOM OF
THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.
1. Invocation.
2. Pledge of Allegiance.
3. Consider and take action on the approval of the minutes of
the meetings held on December 2, 1991, December 9, 1991,
December 16, 1991, and December 30, 1991.
4. Consider and take action on budget amendments.
5. Consider and take action on request from Precinct 4 Constable
in regard to the appointment of Shawn Spencer Zweifel as a
Deputy Constable.
6. Consider and take action on request from Clajon Gas Company,
L.P. to install pipeline in county right-of-way of West 28th.
Street in Precinct 4.
7. Consider and take action on request from Ferguson Burleson
County Gas Gathering System to install pipelines in the
following county rights-of-ways in Precinct 3.
a. Roans Chapel Road
b. Hardy Weedon Road
c. Elmo Weedon Road
d. Nunn Jones Road
8. Consider and take action on personnel change of status.
9. Consider and take action on payment of claims.

SPECIAL MEETING
APRIL 20, 1992
A special meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 8:30
a.m. on Monday, April 20, 1992, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held December 2, 1991, December
9, 1991, December 16, 1991 and December 30, 1991. On motion
by Commissioner Norton, seconded by Commissioner Sims, the
Court voted unanimously to approve the minutes as submitted.
The Court next considered Budget Amendment #91/92-14,
which would reallocate funds budgeted for the Maximum Security
Jail, adjust the Sheriff's budget for 1991 encumberances and
transfer money from the Revenue Account to Non-Departmental
and the Sheriff's Department. On motion by Commissioner
Norton, seconded by Commissioner Wilcox, the Court voted
unanimously to approve the budget amendment as submitted, a
copy of which is attached hereto.
The Court next considered a request from Constable Louis
Garcia to appoint Shawn Spencer Zweifel Reserve Deputy
Constable. On motion by Commissioner Wilcox, seconded by

Commissioners' Court meeting April 20, 1992
Commissioner Norton, the Court voted unanimously to approve
the request from Constable Garcia to appoint Shawn Spencer
Zweifel as Deputy Constable.
The Court next considered the request by Clajon Gas
Company to install a Natural Gas pipeline within the right-of-
way of West 28th Street in Precinct 4. The request is
accompanied by draft no. 0143707 in the amount of $500.00
which represents payment for road crossing only. The County
Engineer stated that all appeared to be in order and
recommended approval. On motion by Commissioner Turner,
seconded by Commissioner Norton, the Court voted unanimously
to approve the request of Clajon Gas Company and authorized
the installation. A copy of the request is attached hereto.
The Court next considered four requests by Ferguson
Burleson County Gas Gathering System. The first to install a
12" steel welded pipeline across the right-of-way of Roans
Chapel Road in Precinct 3. The second to install a 10" steel
welded pipeline across the right-of-way of Hardy Weedon Road
in Precinct 3. The third to install a 10" steel welded
pipeline across the right-of-way of Elmo Weedon Road in
Precinct 3 and the forth, to install a 4" steel welded
pipeline across the right-of-way of Nunn Jones Road in
Precinct 3. Each request was accompanied with a draft in the
amount of $500.00 representing payment for road crossing only.
The County Engineer stated that all appeared to be in order
and recommended approval. On motion by Commissioner Sims,
seconded by Commissioner Wilcox, the Court voted unanimously
to approve the request of Ferguson Burleson County Gas
Gathering System and authorized the installation. A copy of
each request is attached hereto.

The Court proceeded to consider the change of status of
the following employees.

On this the 21st day of October 1992 at a special meeting of the
Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;
Walter Wilcox, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;

The following proceedings were held:
THAT WHEREAS, on April 20, 1992, the Court heard and approved
a budget amendment for the 1991-1992 budget year for Brazos County,
Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 3,
1991, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).

1. The County Engineer must be notified prior to the beginning of
construction in order that they might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired to
their original condition to the satisfaction of the County Engineer.
3. That BRAZOS COUNTY reserves the right to require Applicant to
relocate or lower any such line at no cost to BRAZOS COUNTY, should same
become necessary due to widening or lowering, or other alteration of the
roadway or right-of-way.
4. That BRAZOS COUNTY is in no way responsible for any damage that might
occur to any sAisting utility lines in the sight-of-way.
5. That the line will be constructed and maintained on the county right-
of way in accordance with governing laws.
6. That the line or lines will be constructed no less than forty-eight
inches (48") lower than the lowest part of the drainage or bar ditch and
the drainage is to be considered at least two feet (2') below the center
of the roadway.
7. That all roads be bored to forty feet (40') on either side of the
centerline of the right-of-way or cased for such distance.
8. That all sites will be barracaded during construction period.
9. That the normal charge is $500 per crossing and/or $40 per rod when
paralleling the roadway established by the Commissioners' Court on
January 28, 1985.
Construction of this line will begin on or after (date) April 12, 1992

pipeline within the right-of-way of Road
in Brazos County, Texas as followst
The location or description of the proposed installation is more fully shown
by three copies of the drawings attached to this notice.

1. The County Engineer must be notified prior to tits beginning of
construction in order that they might be on hand to designate the actual
location of the installation.
2. That all damage to the roadways and rights-of-way will be repaired to
their original condition to the satisfaction of the County Engineer.
3. That BRAZOS COUNTY reserves the right to require Applicant to
relocate or lower any such line at no cost to BRAZOS COUNTY, should some
become necessary due to widening or lo"ring, or other alteration of the
roadway or right-of-way.
4. That BRAZOS COUNTY is in no way responsible for any damage that might
occur to any existing utility lines in the right-of-way.
5. That the line will be constructed and maintained on the county right-
of way in accordance with governing laws.
6. That the litre or lilies will be constructed no less titan forty-eight
inches (48") lower than tits lowest part of tits drainage or bar ditch and
tits drainage is to be considered at least two feet (2') below the center
of tits roadway.
7. That all roads be bored to forty feet (40') on either side of the
centerline of the right-of-way or cased for such distance.
8. That all sites will be barricaded during construction period.
9. Thtat the normal charge is $500 per crossing and/or $40 per rod when
paralleling the roadway established by the Commissioners' Court on
January 26, 1965.
