Consider and take action on request from GTE Southwest, Inc. to install communication lines in the following county rights- of-ways: a. Kurten Lane - Precinct 3 b. Old Reliance Road/Carrabba Road - Precinct 3 C. Fazzino Lane - Precinct 4 7. Consider and take action on request from Wickson Creek Special Utility District to install water line in county right-of-way of Roans Chapel Road in Precinct 3. 8. Consider and take action on request from Clajon Gas Company, L.P. to install gas line in county right-of-way of Deerfield Drive in Precinct 3. 9. Consider and take action on work outside county rights-of-ways for the enhancement of county road projects. 10. Consider and take action on personnel change of status. 11. VOI.~_P61GE 2s2 COMMISSIONERS' COURT SPECIAL MEETING MARCH 2, 1992 U A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, March 2, 1992, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: • Ruth McLeod Carol Palmer Bea Green Rosalie Todaro Cheryl Turney Frank Palermo Jim Hiney Executive Assistant Admin. Asst. to County Judge Secretary to Commissioners Auditor's Office Auditor's Office Road & Bridge Department Bryan/College Station Eagle Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered Budget Amendment #91\92-10, which would reallocate funds budgeted for the office of the Commissioners' Court, the County Clerk, the Maximum Security Jail and the Minimum Security Jail with no increase to the General Fund Budget. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered an Order appointing James A. C~ J Amis, Jr. to sit as Special Judge in County Court at Law II from March 4, 1992 through March 6, 1992 to allow Judge Ryan to attend a Probate Law Seminar. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unani- mously to approve the order naming James A. Amis, Jr. as Special Judge for County Court at Law II for the dates of March 4, 1992 through March 6, 1992. A full copy of the Order is attached to and made a part of these minutes. V ` ° r .~1 Commissioners' Court meeting March 2, 1992 On motion by Commissioner Wilcox, seconded by Commis- sioner Norton, the Court voted unanimously to approve the request from Sheriff Ron Miller to appoint Robert Bethel Dean, Jr. a Reserve Deputy Sheriff for Brazos County. The Court next considered three requests by GTE Southwest. The first to install a buried cable at the intersection of Highway 21 and Kurten Lane with a bore under Kurten Lane. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recom- mended approval of the request. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The second, to install buried cable under Old Reliance Road then down Old Reliance and continuing down Carrabba road. The site is located in Precinct 3. The County Engineer stated that all appeared to be in order and recom- mended approval of the request. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unani- mously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The third, to install buried cable within the right-of-way of Fazzino Lane off State Highway 21 West. The site in located in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval of the request. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered the request by Wickson Creek Special Utility District to install a 1 inch water line inside a 1 1/2 inch road bore across the right-of-way of Roans Chapel Road in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Turner, the Commissioners' Court meeting March 2, 1992 is • ~J Court voted unanimously to approve the request of Wickson Creek Special Utility District and authorized the install- ation. A copy of the request is attached hereto. The Court next considered the request by Clajon Gas Company to install a 6" natural gas pipeline within the right- of-way of Deerfield Drive in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by the County Judge, seconded by Commis- sioner Turner, the Court voted unanimously to approve the request of Clajon Gas Company and authorized the install- ation. A copy of the request is attached hereto. The Court next considered authorizing work outside of county right-of-ways for the enhancement of county road projects. The Road and Bridge Department requested permission to enter the private property of Willis Hicks on Goodson Bend Road to clear out a channel to allow the culverts under the roadway to drain properly. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. The Court proceeded to consider the change of status of the following employees. P. proposes to place a (type) 6 inch natural as pipeline within the right-of-way of Road Deerfield Drive in Brazos County, Texas as follows: The location or description of the proposed installation is more fully shown by three copies of the drawings attached to this notice. (Applicant) Clajon Gas Company, L. P. , understand and agree that: 1. The County Engil.neer must be notified prior to the beginning of construction in order that they might be on hand to designate the actual location of the installation. 2. That all damage to the roadways and rights-of-way will be repaired to their original condition to the satisfaction of the County Engineer. 3. That BRAZOS COUNTY reserves the right to require Applicant to relocate or lower any such line at no cost to BRAZOS COUNTY, should same become necessary due to widening or lowering, or other alteration of the roadway or right-of-way. 4. That BRAZOS COUNTY is in no way respoasible for any damage that might occur to any eAisting utility lines in the right-of-way. 5. That the line will be constructed and maintained on the county right- of way in accordance with governing laws. 6. That the line or lines will be constructed no less than forty-eight inches (48") lower than the lowest part of the drainage or bar ditch and the drainage is to be considered at least two feet (2') below the center of the roadway. 7. That all roads be bored to forty feet (40') on either aide of the centerline of the right-of-way or cased for such distance. 8. That all sites will be barracaded during construction period. 9. That the normal charge is $500 per crossing and/or $40 per rod when paralleling the roadway established by the Commissioners' Court on January 28, 1985.
