BRAZOS COUNTY COMMISSIONERS' COURT MEETING
THE COMMISSIONERS' COURT WILL MEET IN REGULAR SESSION ON MONDAY,
FEBRUARY 10, 1992, AT 10:00 A.M. IN THE COMMISSIONERS' COURTROOM
OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115,
BRYAN, TEXAS.

2. Pledge of Allegiance.
3. Presentation to County Auditor of the "Certificate of Achieve-
ment for Excellence in Financial Reporting" for Brazos County.
4. Consider and take action on the approval of the minutes of
the meetings held on October 14, 1991 and October 21, 1991.
5. Consider and take action on budget amendments.
6. Consider and take action on request from Juvenile Services for
out'of state travel.
7. Consider and take action on the award of bid of intercom Con-
trol System for Jail and authorize the payment thereof.

COMMISSIONERS' COURT
REGULAR MEETING
FEBRUARY 10, 1992
A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, February 10, 1992, with the following members
of the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, CommissioneX of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Juvenile Services
Commissioner Sims gave the invocation and led the pledge
of allegiance.
The first matter before the Court was the presentation
of the "Certificate of Achievement for Excellence in Financial
Reporting" to the County Auditor and her staff. This award
represents the quality of operation of the office. The County
Judge congratulated the County Auditor, Sharon Fairchild.
The Court next considered approval of the minutes of the
Commissioners' Court meetings held October 14, 1991 and
October 21, 1991. Commissioner Norton moved to accept the
minutes. The motion was seconded by Commissioner Turner.
Commissioners Norton, Sims and Turner voted "Aye";
Commissioner Wilcox abstained from voting on the minutes of
October 14, 1992 because he missed that session of Court.
The Court voted to approve the minutes as submitted.
The Court next considered Budget Amendment #91/92-09,

which would reallocate funds budgeted for the Brazos Center.
On motion by Commissioner Sims, seconded by Commissioner

Norton, the Court voted unanimously to approve the budget
amendment as submitted, a copy of which is attached hereto.
The next matter for consideration by the Court was a
written request submitted by the Head of Juvenile Services
requesting approval for out of state travel for Janet McNutt.
Ms. McNutt would be traveling to Louisville, Kentucky to
attend the 115th Annual Correctional Accreditation Managers
Association Training Conference" April 26 through 28, 1992.
On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court voted unanimously to grant the request from
the head of Juvenile Services and approved payment of out of
state travel expense for Ms. McNutt.
The Court next considered awarding the following bid:
Bid No. 92-615 - Intercom Control System for Jail
Bidders: Halco Marketing, Inc. Comcast

$20,800 install price
$14,762 Equipment
$ 3,985 Labor
$18,747 Total
Cheryl Turney, Purchasing Agent,
recommended acceptance of the low bid
submitted by Halco Marketing, Inc. On
motion by Commissioner Norton, seconded
by Commissioner Sims, the Court voted
unanimously to accept the recommendation
of the Purchasing Agent and award the
contract to Halco Marketing, Inc.
The next matter for consideration was the disposal of

silos at the Road and Bridge Department. On motion by the
County Judge, seconded by Commissioner Norton, the Court voted
unanimously to direct the Purchasing Agent to investigate all
options open to the County for the disposal of the silos.
The Court acknowledged receipt of the Extension Service
a
reports for January 1992 and acknowledged receipt of reports
from County and Precinct Offices showing revenues collected
and remitted to the County Treasurer. An excerpt from those
reports is attached hereto.

On motion by the County Judge, seconded by Commissioner
Norton, the Court voted unanimously to approve the Claims as

There being no further business to come before the Court,
the meeting was adjourned.

On this the 10th day of February 1992 at a special meeting of the
Commissioners' Court, the following members were present:
R. J. Holmgreen, County Judge, Presiding
Gary Norton, Commissioner, Precinct 1;
Walter Wilcox, Commissioner, Precinct 2;
Randy Sims, Commissioner, Precinct 3;
Milton Turner, Commissioner, Precinct 4;
Mary Ann Ward, County Clerk.
The following proceedings were held:
THAT WHEREAS, on February 10, 1992, the Court heard and
approved a budget amendment for the 1991-1992 budget year for
Brazos County, Texas.
WHEREAS, an expenditure is necessary due to the necessity to
meet unusual and unforeseen conditions which could not be
reasonably included in the original budget adopted September 3,
1991, the following amendment(s) to the original are hereby
authorized, as described on the attached 1 page(s).
ADOPTED AND APPROVED this the 10th day of February 1992
