IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation. 2. Pledge of Allegiance. 3. Acknowledge Receipt of County and Precinct Reports. 4. Consider and take action on Intergovernmental Agreement for Jail Services between Brazos County and the City of Bryan. 5. Consider and take action on Resolution adopting the 1991 Texas Development Program Application. 6. Consider and take action on the request of Wellborn Water Supply Corporation to place a% water line in the right-of-way of Peach Creek Road. 7. Consider and take action for approval to advertise for bids for patrol cars in Sheriff's Office. Bid #,91-614 8. Consider and take action on renewal of elevator maintenance contract. 9. Consider and take action of award of following bids for Road and Bridge Department: A. Equipment Lubricants contract. Bid N 91-596 B. Road signs and sign post contract. Bid # 91-599 C. VOL_~pAGE 90 _ COMMISSIONERS' COURT SPECIAL MEETING AUGUST 19, 1991 • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, August 19, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. • The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office A. H. Winder County Engineer Jim Hiney Bryan/College Station Eagle LaRay Kerbow C&K Consulting Commissioner Sims gave the invocation and led the pledge of allegiance. The Court first considered a proposed Intergovernmental Agreement for Jail Services between Brazos County and the City of Bryan. According to the terms of the agreement, Brazos County authorizes Bryan to deliver to its jail, Bryan prisoners charged with Class C misdemeanors for safekeeping as space is available, until such prisoners can be brought before a City of Bryan Municipal Court Judge. The agreement shall be in full effect and legally binding upon its approval by the Bryan City Council and the Brazos County Commissioners Court • and remain in force and effect for a period of one (1) year from the date of execution. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously approve the agreement and to authorize the County Judge to execute the agreement on behalf of Brazos County. A copy of the agreement is attached hereto. 4 The Court next considered the request by Wellborn Water .r r Commissioners' Court meeting August 19, 1991 Supply to install a water line across the right-of-way of Peach Creek Road in Precinct 1. The County Engineer stated that this would be an open bore. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unani- mously to approve the request of Wellborn Water Supply and authorized the installation. A copy of the request is attached hereto. The Court next considered adopting a resolution authorizing the submission of a Texas Community Development Program Application to the Texas Department of Commerce on behalf of the Wellborn Water Supply Corporation. This is for construction of a water distribution system project. Such grant to be in the total amount of $198,745.00. On motion by i d i Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize the County Judge to make appli- cation on behalf of Wellborn Water Supply Corporation and accept on behalf of Wellborn Water Supply Corporation such grant funds as may be tendered. A copy of the resolution is attached hereto. The next matter for consideration was approval to adver- tise for bids for patrol cars - Bid No. 91-614. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for patrol cars. i It was the consensus of the Court to table consideration of the renewal of the elevator maintenance contract. The Court next considered awarding the following bids: Bid No. 91-596 - Equipment Lubricants Contract Bid No. 91-599 - Road Signs and Sign Post Contract Bid No. 91-600 - Annual Hauling Contract Bid No. 91-601 - Portland Cement Contract Bid No. 91-602 - Annual Fence Building Contract Holland Winder, County Engineer, recom- mended acceptance of the low bid sub- mitted on each bid. On motion by Commis- sioner Sims, seconded by commissioner Norton, the Court voted unanimously to accept the recommendation of the County Engineer and award the contract to each of the low bidders.
