IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation. 2. Pledge of Allegiance. 3. Consider and take action on request from the County Attorney to destroy certain records maintained by that office. 4. Consider and take action on "BUY-BACK ORDER" for the Texas County and District Retirement System. 5. Acknowledge receipt of the County Treasurer's monthly report. 6. Consider and take action on personnel change of status. 7. Consider and take action on payment of claims. 8. Executive Session to discuss personnel matters under Art. 6252-17(2)(g) VTCS. 9. Consider and take action on Executive Session. 10. Adjourn VOL ___~_pAGE sse COMMISSIONERS' COURT SPECIAL MEETING DECEMBER 30, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, December 30, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office Cheryl Turney Auditor's Office A. H. Winder County Engineer • Commissioner Sims gave the invocation and led the pledge I of allegiance. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of the County Attorney to allow the disposal of case files from 1966 through December 1983. This request has the approval of the Texas State Library and Archives Commission dated November 26, 1991. On motion by Commissioner Norton, seconded by Commis- sioner Wilcox, the Court voted unanimously to adopt a Buy Back order allowing certain employees of the county who have terminated a previous membership in the Texas County and District Retirement to deposit the sums so withdrawn, plus • annual withdrawal charges and allowing and undertaking the cost of allowing any such employee credit in such system for all services to which such employee had been entitled at date of such withdrawal. A copy of the order is attached hereto. The court received, approved and ordered filed as submitted the Treasurer ! s report for November 1991. The Court proceeded to consider the change of status of the following employees. Traf. Task Force Claims-25522-thru-25526- On line checks - 82049-82050 The County Judge questioned the payment of annual funding of a certain office. He then asked a representative of the Auditor's office to explain. on motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to approve the Claims as submitted. At 10:15 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(8) Vernon's Texas Civil Statutes. At 10:46 a.m. the County Judge announced the meeting open to the public. On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to appoint ~1~ V0 PAGE a2-_ Commissioners' Court meeting December 30, 1991 Milton Turner to the 9-1-1 Board of Directors. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court • voted unanimously to approve the request of the Tax Assessor /Collector to hire Alisa Gresham as a Motor Vehicle Clerk at a pay group 5 step 2 position with no six (6) month increase. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to cast all it's votes for Tom Borski for the Board of Directors for the Brazos County Appraisal District. Effective December 31st, 1991, any employee-member of Brazos County who has terminated a previous membership In TCDRS by withdrawal of deposits while absent from service and.' (a) who at date of this order has reestablished membership In said System, and (b) who as an employee of this County has performed, or hereafter shall have performed, twenty-four consecutive months of credited service subsequent to the date of reestablishment of membership In the System, shall be allowed to deposit with the System-In a lump sum an amount equal to the deposits made by the member while an employee of this County plus Interest credited thereon by the System prior to such withdrawal, plus a withdrawal charge cf five percent (5%) of such amount for each year from date of such withdrawal to date of redeposit. and thereupon such member shall be allowed credit for all service which such member rendered as an employee of this County and for which the member had been entitled to credited service prior to the date of termination of the earlier membership. The County of Brazos agrees to underwrite and hereby assumes the obligations arising out of the granting of all such restored credits, and agrees that all such obligations and reserves required to provide such credits sha11 be charged to this County's account In the Subdivision Accumulation Fund.
