COMMISSIONERS' COURT SPECIAL MEETING DECEMBER 16, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, December 16, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Mission Uniform & Linen Serv. G&K G&K City of College Station Brazos County Resident City of College Station Commissioner Sims gave the invocation and led the pledge of allegiance. The Court first heard from Dr. Charles Schultz, representative of the Brazos County Historical Commission. Dr. Schultz told the Court of the 300th anniversary celebration of the Old San Antonio Road part of the old Camino Real and gave a brief history of the year's activities. He then presented an information board commemorating the 300th anniversary of the dedication of the road to the Commissioners' Court, the Bryan Public Library and one for the Brazos Center. • The Court next heard from Mr. Billy Kruger, representative of Mission Uniform & Linen Service. Mr. Kruger spoke to the Court in reference to bid No. 91-610 - Uniform Rental. Mr. Kruger's company was not awarded the bid as the low bidder, he asked the Court to reconsider and agreed that the contract could be cancelled after thirty days if not completely satisfied. It was the consensus of the Court to not change the awarding of the contract. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to adopt an Order creating election precincts according to the attached map. There are seventy five (75) precincts in all, with some precincts crossing over city lines and some having fewer than one hundred (100) people. The City Secretary for the City of Bryan voiced concern over possible voter confusion. A copy of the order is attached to and made a part of these minutes. The next matter for consideration was a tax refund to • NCNB-Texas National Bank. In a Court settlement it was agreed that the county's portion of the refund on the Mill Creek Condos be $617.05. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to refund $617.05 in county taxes for 1990 to NCNB-Texas National Bank. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to acknowledge and approve the assessment of fees by the Second Administrative Judicial Region of Texas in the amount of $3,687.56 and authorized the payment thereof. The Court next considered renewing the contract with the A Retired Senior Volunteer Program of the Brazos Valley (RSVP) to provide the service of its program to Brazos County. The term of the contract will be from October 1, 1991 to September 30, 1992 at a cost of $2,500.00 to the County. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to renew the contract with the Retired Senior Volunteer Program of the Brazos Valley. A copy of the contract is attached hereto. 1 Commissioners' Court meeting December 16, 1992 on motion by Commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to secure the services of Don Gray as insurance consultant to review liability insurance bids. Mr. Gray submitted a proposal of $5,000.00 to be billed in a lump sum or hourly whichever is less, plus mileage and lodging allowances. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to authorize the County Judge to accept on behalf of Brazos, a deed from C. J. Porterfield for lots 214 and 215 in the Benchly Oaks Subdivision. This land is to be used as a park. The Court next considered the request by GTE Southwest to place a road bore under Midsummer Lane for the purpose of installing a buried cable in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered the request by Clajon Gas Pipeline Company to install a 6" steel natural gas pipeline crossing Castenson Road in Precinct 2. The County Engineer stated that all appeared to be in order and recommended approval. on motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to approve the request of Clajon Gas Pipeline Company and authorized the installation. A copy of the request is attached hereto. The Court proceeded to consider the change of status of the following employees. C] At 10:36 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 10:54 a.m. the County Judge announced the meeting open to the public. The Court considered an order appointing James A. Amis, is Jr. to sit as Special Judge in County Court at Law I from December 20, 23, 27, 30 and 31, 1991 to allow Judge Davis to take vacation time. On motion by-Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the Order naming James A. Amis, Jr. as Special Judge for County Court at Law I for the dates of December 20, 23, 27, 30 and 31, 1991 to allow Judge Davis to take vacation time. A full copy of the order is attached to and made a part of these minutes. There being no further business to come before the Court, the meeting was adjourned. RM 302 Bryan, Texas 77803 (409) 775.8111 Retired Senior Volunteer Program of the Brazos Valley CONTRACT FOR VOLUNTEER SERVICES Brazos County, Texas; hereinafter referred to as Volunteer Station and the Retired Senior Volunteer Program of the Brazos County Community Council; hereinafter referred to as RSVP for the covenants and consideration herein expressed, mutually agree to the following terms and conditions: t. The Volunteer Station agrees to pay the total sum of $2500.00 to RSVP in a single payment on or before March 31, 1992. All payments will be payable to the Retired Senior Volunteer Program and mailed to their current address: (307 S. Main, Suite 100; Bryan, Texas 77803). . . . . . . . . . . . . . . . II. RSVP agrees to provide the service of its program to the Volunteer Station. There is not established any definite program of assignments; but, the number of volunteers and assignments can be changed throughout the term of this contract by agreement of all parties. RSVP does agree to make every effort to arrange for the number of volunteers and assignments which are being performed or contemplated at the time of this agreement. A. Volunteer assistance to all residents of Brazos County with tax preparation B. Volunteers assisting where needed in schools. C. Senior Volunteers serving as active members of the County Extension Aging Committee D. Senior Volunteers assisting at the Bryan Library. E. Senior Volunteers assisting with youth activities. F. Senior Volunteers assisting with commodities distribution throughout the community. G. Senior Volunteers assisting with clerical tasks in county and city offices as needed. Any invention of literacy or artistic production arising out of an assignment shall be the exclusive property of the Volunteer Station and the Volunteer shall have the right to produce additional copies and distribute to the general public. Volunteer Station my consent to other uses by the Volunteer. IV. Volunteers shall comply with all the rules and standards exercised by the employees in the department to which she or he is assigned. V. The County Judge or his delegate shall have the authority to represent the Volunteer Station and make whatever further agreements necessary to administer and effectuate the terms and conditions set forth herein. VI. • ~J The Volunteers will not receive any pay from the Volunteer Station for their services, and they will not be considered an employee and this service will be considered as voluntary contribution to the betterment of the community and the public purpose of the County. VII. Since the Volunteer is not a part to this agreement, the Volunteer Station may required Volunteers who accept service to sign other instruments setting forth other terms and conditions between the Volunteer Station to amend or rescind this contract by mutual agreement.
