Adjourn. is u - 0 ---r •S---L-~?.... ,rZ nr :Wf L"' COMMISSIONERS' COURT SPECIAL MEETING DECEMBER 2, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, December 2, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Bea Green Rosalie Todaro Cheryl Turney A. H. Winder Karen McQueen Jim Hiney Secretary to Commissioners Auditor's Office Auditor's Office County Engineer County Clerk's Office Bryan/College Station Eagle Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered Budget Amendment 1191-92-05 would reallocate funds budgeted for the Road and Bridge Department. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered adopting a Resolution designating Oakwood Middle School as the official courtroom for the purpose of conducting a naturalization ceremony on December 6, 1991. In the written request, Judge J. D. Langley told the Court that from time to time the Naturalization Ceremony had been conducted at places other than the Courthouse and that this request was for the children to see the ceremony. He then invited the members of the Court to attend. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to adopt a VOL Commissioners' Court meeting December 2, 1991 Resolution designating the Oakwood Middle School as the official courtroom for the purpose of conducting a naturalization ceremony on December 6, 1991. A copy of the • Order is attached. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to name the Brazos Animal Shelter as the local health authority for Brazos County for the purposes of complying with the Rabies Control Act. The next matter for consideration was approval to advertise for bids on a Mini Van for the Juvenile Services Department. The County Judge asked that the Purchasing Agent send out specifications on a car also to compare the prices. Commissioner Sims suggested adding the cost of additional insurance to add the vehicle to the Juvenile Services budget. C~ It was also suggested that an analysis be done on the cost per year and mileage. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids on Mini Vans and cars for Juvenile Services. The Court next considered two requests by Ferguson Crossing Pipeline Company. The first to install a 6" steel gas pipeline within the right-of-way of Hardy Weedon Road in Precinct 3. The second to place a welded steel pipeline within the right-of-way of Bird Pond Road in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to r~ approve the two requests of Ferguson Crossing Pipeline Company and authorized the installation. A copy of each request is attached hereto. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road i projects. The Road and Bridge Department requested permission to enter the private property of Ray Darling on Carter Lane ~ 1. Ii ~Lit1 F..'Y I ~ _ s e a Commissioners' Court meeting December 2, 1991 for the purpose of adding gravel on a private drive to be used for a school bus turn around. on motion by Commissioner Norton, seconded by commissioner Sims, the Court voted unanimously to authorize the work. The Court next considered a request from Howard W. Cargill, DV.M., to change the name of his road Cargill Lane to C6 Ranch Road. This is to reduce confusion between Cargill Road off of FM 1179 and Cargill Lane. It was the consensus of the Court to put that recommendation on the next Public Hearing on traffic regulations. The Court proceeded to consider the change of status of the following employees. Traf. Task Force Claims-23781-thru-23792- Commissioner Sims questioned the additional insurance needed to cover the boiler at the Minimum Security Jail and asked the representative of the Auditor's office to see if it is covered in the original policy. Mr. Sims also inquired about the payment for an answering machine for the office of the 361st District Court. The County Judge moved to approve all the claims as submitted. The motion was seconded by Commissioner Wilcox. Commissioners Norton, Turner and Wilcox voted "Aye", Commissioner Sims voted "No". r There being no further business to come before the Court, the meeting was adjourned. D.
