J. Holmgreen, County Judge, Absent; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, Presiding; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Ferreri Brazos County Resident Wayne Beck Ferguson Crossing Pipe Line Co. Commissioner Sims gave the invocation and led the pledge of allegiance. The Court first considered Budget Amendment #91-032, for the 1991 budget year, which would increase the funds budgeted for the Justice of the Peace Precinct 4 Place 2 Department. Then the Court considered Budget Amendment #91/92-04, for the 1991-1992 budget year, which would transfer $5,514 in funds from the Non Departmental department to the Community Support Department. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached ` hereto, The next matter for consideration by the Court was a written request submitted by the head if the Maintenance Department for reimbursement of expenses for out of state travel for Carlos Guitron. Mr. Guitron traveled to Decatur, ~1 Commissioners' Court meeting November 25, 1991 is Alabama to attend a Willo Products School November 4, 1991 through November 8, 1991. On motion by Commissioner, Sims, seconded by Commissioner Norton, the Court voted unanimously to grant the request from the head of the Maintenance Department on the condition a note be forwarded reminding the Department Head to make requests for reimbursement prior to travel. The next matter for consideration was the implementation of traffic regulations on various county roads. In a Public Hearing held November 21, 1991 the following recommendations were made: SPEED LIMIT IMPLEMENTATION: 1. Grassbnr Road ~J a. From FM 1179 to Elmo Weedon Road recommended speed limit is 45 miles per hour b. Curve No. 1 - 0.1 miles west of Prospect Lane recommended safe speed of 35 miles per hour. C. Curve No. 2 - 0.1 miles east of Scasta Road recommended safe speed of 45 miles per hour. d. Curve No. 3 - intersection of Riley Road recommended safe speed of 25 miles per hour. 2. Wilcox Lane a. From FM 974 to FM 2776 recommended speed limit of 40 miles per hour. PROPOSED SIGN INSTALLATION IN SUBDIVISION AND ON COUNTY ROADS AS FOLLOWS: 1. Fox Fire Subdivision a. Faulkner Drive - four way stop sign b. Frost Drive - four way stop sign 2. Wilcox Lane - Slow Children at Play sign - to be installed in four locations on motion by Commissioner Sims, seconded by commissioner • Norton, the Court voted unanimously to adopt the previously proposed traffic regulations. The Court next considered the request by Ferguson Crossing Pipeline Company to install a 6" steel pipe line within the right-of-way of Hardy Weedon Road in Precinct 3. The County Engineer stated that all appeared to be in order Ln I Commissioners' Court meeting November 25, 1991 and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of Ferguson Crossing Pipeline Company and authorized the installation. A copy of the request is attached hereto. The Court next considered approval of the preliminary plat of Lake Ridge Estates in Precinct 1. Holland Winder, County Engineer, stated that he had reviewed the plat and it appeared to be in order. On motion by Commissioner Norton, seconded by Commissioner Turner, the court unanimously approved the preliminary plat of Lake Ridge Estates in Precinct 1. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to adopt an Order revising, amending and readopting County Commissioner Precincts, Justice of the Peace and Constable Precincts for the convenience of the people. This Order would amend the October 30, 1991 Order to revise certain portions of the Commissioner precinct boundaries to conform with the boundaries of the newly adopted Congressional boundary lines thus eliminating the creation of additional election precincts with no population. A copy of both orders is attached hereto. The Court received, approved and ordered filed as submitted the Treasurer's report for October 1991.
