BRYAN.TEXAS f Y ; Y_~ _ ' ~ ~ AGRNDA 1lOI._y_PA0- E-Z43- COMMISSIONERS' COURT SPECIAL MEETING NOVEMBER 18, 1991 1 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, November 18, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office Cheryl Turney Auditor's Office A. H. Winder County Engineer Sandie Walker Treasurer Ron Miller Sheriff Gary Luthar Grimes County EMC Commissioner Sims gave the invocation and led the pledge of allegiance. On motion by Commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to adopt a resolution supporting the establishment and operation of a state maximum security prison in Bryan, Brazos County, Texas. The Court next considered the two (2) requests from GTE Southwest. The first to install an underground cable along Britten Road in Precinct 4 and the second to place a buried cable under and along the right-of-way on Macey Road in Precinct 2. The County Engineer stated that all appeared to be in order and recommended approval of both requests. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the two (2) requests from GTE Southwest and authorized the installations. The Court next considered two (2) requests from Ferguson Crossing Pipeline Company. The first to place a 6 5/8" O.D. ill vOL--4-P I I Commissioners' Court meeting November 18, 1991 • • • steel natural gas line across Silver Hill Road approximately 1.4 miles southeast of SH 21 in Precinct 4. The second to place a 8 5/8" O.D. steel natural gas line under Elmb•Weedon Road 792' northeast of SH 30 in Precinct 3. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the two (2) requests from Ferguson Crossing Pipeline Company and authorized the installations. A copy of the request is attached hereto. The Court next considered authorizing work outside of county rights-of-way for the enhancement of county road projects. The Road and Bridge Department requests permission to enter the private property of Emil Mikulec, the Payne Ranch and E.J. Irick all on Dilly Shaw Tap Road for the purpose of cutting back underbrush along the fence row to promote better visibility for safe traffic conditions. On motion by Commissioner,Wilcox, seconded by Commissioner Sims, the Court voted unanimously to authorize the work. A copy of each request is attached hereto. The Court next considered a Wavier of Competitive Bidding Requirements as provided in the Local Government Code, Section 262.024(a)(4) of Vernon's Annotated Civil Statutes for the purchase of personal and/or profession service of Election Consulting from Bill McLeod owner of Texas Voting Systems, Inc.. This was necessitated due to the fact that Bill McLeod is a single source provider of the necessary service. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements and authorized the payment for all professional services from the designated individual for the fiscal year 1992. The Court next considered authorizing the County Judge to accept Grant Easements on behalf of Brazos County for the Macey Road Project in Precinct 2 from the following persons: Commissioners' Court meeting November 18, 1991 1. Kopetsky and wife Della Kopetsky On motion by Commissioner Norton, seconded by Commissioner Sims the Court voted unanimously to accept the Grant Easements and ordered them filed in the Official Records of Brazos County. On motion by Commissioner Norton, seconded by Commis- sioner Turner, the Court voted unanimously to reconstruct Graham Road from the northeast right-of-way line of FM 2154 to the southwest right-of-way line of Highway 6 South. Money for the project will come from State Lateral Road Funds and Road & Bridge #2 Funds. The County Engineer recommended the project be delayed until mid March of 1992. A proposition was forwarded to the City of College Station to participate in the project. The Court next considered Budget Amendment #91-92-03, which would transfer funds budgeted for the Non Departmental Department to the Minimum Security Jail. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. At 11:15 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the change of status of Richard Warner as requested by the Sheriff.
