Adjourn. • VO L ._.._._PAG E_Y,Z.- COMMISSIONERS' COURT REGULAR MEETING NOVEMBER 11, 1991 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, November 11, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1, Absent; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Bea Green Rosalie Todaro Cheryl Turney A. H. Winder Sandie Walker Karen McQueen Wayne Beck Randy Schaub Executive Assistant Secretary to Commissioners Auditor's Office Auditor's Office County Engineer Treasurer County Clerk's Office Ferguson Crossing Pipeline Co. Brazos County Resident Commissioner Sims gave the invocation and led the pledge of allegiance. The first item on the agenda was to canvas the results of the General Election held November 5, 1991 to vote on 13 propositions. The totals are as follows: Proposition No. 1 For 10,505 Against 1,537 Proposition No. 2 For 7,124 Against 4,646 Proposition No. 3 For 5,300 Against 6,597 Proposition No. 4 For 9,655 Against 2,774 'I i t Proposition No. 5 For 4,850 Against 6,613 Proposition No. 6 For 6,765 Against 5,360 Proposition No. 8 For 8,654 Against 3,186 Proposition No. 9 For 8,379 Against 3,137 Proposition No. 10 For 7,663 Against 4,022 Proposition No. 11 For 7,072 Against 5,400 Proposition No. 12 For 7,402 Against 4,400 Proposition No. 13 For 9,018 Against 2,949 1-~ Commissioners' Court meeting November 11, 1991 Proposition No. 7 For 3,546 Against 8,377 On motion by Commissioner Sims, seconded by Commissioner • Norton, the Court voted unanimously to accept as true the cumulative county-wide totals and ordered the results be certified to the Secretary of State and recorded in the Official Election Records of Brazos County. The Court next considered Budget Amendment #91-031 which would reallocate funds budgeted for the County Attorney's Department and the department of Constable Precinct 4. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered an Order- appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law II from November 25, 1991 through November 26, 1991 to allow • Judge Ryan to take personal leave. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the order naming James A. Amis, Jr. as Special Judge for County Court at Law I for the dates of November 25, 1991 through November 26, 1991. A full copy of r the order is attached to and made a part of these minutes. The Court next considered the request by Fairview Water Supply Corporation to place a road bore across the right-of- way of Old Spanish Trail Road in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Fairview Water Supply Corporation and authorized the installation. A copy of the request is • attached hereto. The Court next considered the request by Ferguson Crossing Pipeline Company to install a 6" steel pipe across Prospect Lane at the intersection of Short Stuff Road in Precinct 3. The County Engineer stated that all appeared to Commissioners' Court meeting November 11, 1991 be in order and recommended approval. On motion by Commissioner Sims, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of Ferguson Crossing Pipeline Company and authorized the installation. A copy of the request is attached hereto. The Court next considered traffic control and load posting on the following county roads: FOX FIRE SUBDIVISION Faulkner Drive Frost Drive 4-way stop condition WILCOX LANE From FM 974 to FM 2776 Recommended speed limit 40 mph Recommended/install "Slow Children at Play" (in two locations) i f r GRASSBUR ROAD From FM 1179 to Elmo Weedon Road Recommended speed limit 45 mph Curve No. 1 - 0.1 mi. west of Prospect Lane 35 mph Curve No. 2 - 0.1 mi. east of Scasta Road 45 mph Curve No. 3 - Intersection of Riley Road Recommended safe speed 25 mph on motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to set a Public Hearing on November 21, 1991 at 10:00 a.m. to hear commentary for or against the proposed traffic controls and load posting on the previously named county road. The Court next considered the annual renewal fee of sixty dollars (;60.00) for a Professional Land Surveyor's License for A. H. Winder, County Engineer. The members of the Court asked how many times the seal had been used for county business and for filing a document. Mr. Winder answered that at least four time on county business in the last year and one time for filing documents in the County Clerk's office. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to pay the annual renewal fee of sixty dollars ($60.00) for a Professional land Surveyor's License for A. H. Winder. That the line or lines will be constructed no less than forty-eight inches (48") lower than the lowest part of the drainage or bar ditch and the drainage is to be considered at least two feet (2') below the center of the roadway. 7. That all roads be bored to forty feet (40') on either side of the centerline of the right-of-way or cased for such distance. 8. That all sites will be barracaded during construction period. 9. That the normal charge is $500 per crossing and/or $40 per rod when paralleling the roadway established by the Commissioners' Court on January 28, 1985.
