IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation. 2. Pledge of Allegiance. 3. Consider and take action on budget amendments. 4. Consider and take action on the appointment of a Presiding Election Judge for Precinct 20. 5. Consider and take action on request from Precinct 7 Constable to deputize the following Reserve Deputies: a. Eddie Lohse b. John Payne 6.-.Consider and take.action on the return of ernest money in re- gard to Bid No. 91-609. 7. Consider and take action on request from GTE Southwest, Inc. to install cable line within the rights-of-ways of Smith Lane, Kuder Road and Pitts Road in Precinct 4. 8. Consider and take action on personnel change of status. 9. Consider and take action on payment of claims. 10. Executive Session to discuss personnel 6252-17(2)(g). 11. Consider and take action on Executive Session. 12. Adjourn. • • C~ COMMISSIONERS' COURT SPECIAL MEETING NOVEMBER 4, 1991 F' V A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, November 4, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct l; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3, Absent; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth'McLeod Executive Assistant Carol Palmer Admin. Asst. to County Judge Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office Cheryl Turney Auditor's Office A. H. Winder County Engineer Winfred Pittman Constable Pct. 7 Louis Garcia Constable Pct. 4 Commis§ioner Sims gave the invocation and led the pledge of allegiance. The Court first considered Budget Amendment #91-92-02, which would transfer funds from the Non Departmental Department to the Community Support Department. On motion by the County Judge, seconded by Commissioner Turner, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. On motion by Commissioner Norton, seconded by Commis- sioner Turner, the Court voted unanimously to appoint the following person as presiding judge for the current voting year at the following voting precinct: Pct Election Judge Alternate Judge 20 Stephen Matthews The Court next considered the request of Constable Precinct 7, Winfred Pittman, to deputize Eddie Lohse and John Payne. Constable Pittman stated that both men had met all the Commissioners' Court meeting November 4, 1991 requirements for the positions. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of Constable Pittman to deputize Eddie Lohse and John Payne. The Court next considered the return of earnest money on Bid No. 91-609 which was for the Bridge House Property on College Avenue. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to reject the bids submitted and return the money to the bidders. The Court next considered the request by GTE Southwest to install a buried cable within the right-of-way of Smith Lane, Kuder Road and Pitts Road in Precinct 4. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Turner, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court proceeded to consider the change of status of the following employees. Traf. Task Force Claims-21658-thru-21667- on motion by Commissioner Turner, seconded by Commis- sioner Norton, the Court voted unanimously to approve the Claims as submitted. At 10:08 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(8) Vernon's Texas Civil Statutes. At 10:21 a.m. the County Judge announced the meeting open • to the public. on motion by the County Judge, seconded by Commissioner Wilcox, the Court voted unanimously to approve the request of the District Attorney to hire Julie Barborek at pay group 6 step 1 position. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of the Tax Assessor /Collector to hire Kristie Powell at pay group 5, step 2 position with no six month increase. There being no further business to come before the Court, the meeting was adjourned. VOL. PAGE. Then beginning at GTE Sta. 21+13 and Sta. 0+00, proceeding West to GTE Sta. 0+65 and make a Road bore under Kuder Road and place 4" PVC pipe in bore to the West R.O.W. of Pitts Road, GTE Sta. 1+25 and proceed to plow cable a minimum of 30" deep and three feet (3') deep and three feet (3') inside the West R.O.W. of Pitts Road to GTE Sta. 39+57 and plow cable West three feet (3') inside the East R.O.W. to and around turn to West, to GTE Station 49+57 and make a bore South under Pitts Road and place 4" conduit from North R.O.W to South R.O.W. to GTE Sta. 50+22 and stop. The location and description of this line and associated appurtenances is more fully shown by 4 copies of drawings attached to this notice. The :-i•. will be constructed and maintained on the County Road right-of-way in accordance with governing laws. Notwithstanding any other provision contained herein, it is exprc, ;Iy understood that tender of this notice by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment or impairment of any property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may be granted in the future and any provision or provisions so construed shall be null and void.
