Consider and take action on a Resolution approving the budget for the Brazos County Emergency Communications Dis- trict 9-1-1. 7. Consider and take action on lease agreement between Junior League of Bryan-College Station and Brazos County. 8. Consider and take action on Workers Compensation optional coverage. 9. Consider and take action on speed and load postings on various county roads. 10. Consider and take action on request from GTE Southwest, Inc. to install cable line in county right-of-way of old Bundick Road in Precinct 2. 11. Consider and take action on request from Ferguson Crossing Pipeline Company to install pipeline in county right-of-way of Britten Road in Precinct 4. 12. Adjourn. r f 1 I f COMMISSIONERS' COURT SPECIAL MEETING SEPTEMBER 30, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, September 30, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Carol Palmer Bea Green Rosalie Todaro Cheryl Turney A. H. Pct. 7 County Extension Agent Bryan/College Station Eagle KBTX-TV KBTX-TV Commissioner Sims gave the invocation and led the pledge of allegiance. The Court first considered Budget Amendment $91-026, which would reallocate funds budgeted for the County Auditor, and the office of Constable Pct. 7 and transfer funds from the Non-Departmental department to the office of Justice of the Peace Pct. 2. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The next matter for consideration by the Court was a request submitted by the County Extension Agent requesting } approval for out of state travel for Greg L. Byers. Mr. Byers will be traveling to Columbus, Ohio to chaperon and provide leadership to National Qualifying Horse Judging Team from October 24 through the 27, 1991. On motion by Commissioner M V0 I. ASP 1 k r Commissioners' Court meeting September 30, 1991 01., i Wilcox, seconded by Commissioner Sims, the Court voted unanimously to grant the request from the County Extension Agent and approved payment of out of state travel expense for Mr. Greg L. Byers. On motion by Commissioner Norton, seconded by Commis- sioner Turner, the Court voted unanimously to recommend the following persons be appointed presiding judge and alternate judge for the elections conducted by the county: Precinct M Presiding Judge Alternate Judge 7 Willie Mae Sisco 8 Helen Cluck 34 Bluefford Hancock 33 Blossie Payton C. Williams On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to adopt a Resolution approving the budget for the Brazos County Emergency Communications District 9-1-1. Brazos County's portion of the budget is $107,623.00. A copy of the Resolution and Budget is attached. The Court next considered renewal of a lease agreement between Brazos County and the Junior League for the lease of space within the Brazos Center on a month by month basis until renovation of the vacated museum space is completed or until January 1, 1992, whichever comes first. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to renew the lease agreement between the two for the period stated above. A copy of the lease agreement is attached. On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to extend Workers Compensation coverage to five (5) Reserve Deputies for Constable Precinct 4, five (5) Reserve Deputies for Constable Precinct 7 and five (5) Reserve Sheriff's Deputies. The Court next considered speed and load posting on various county roads. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Wilcox, seconded by Commissioner Norton, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. • The Court next considered the request by Ferguson as gathering tall a 6" steel t i g ns o Crossing Pipeline Company line and 4" suction line inside the right-of-way of Britton Road in Precinct 4. It was the consensus of the Court to table consideration until a later date. The Court proceeded to consider the change of status of the following employees. WHEREAS, the laws of the State of Texas provide for interlocal governmental agreements to benefit the citizens of the State; and, WHEREAS, the voters of Brazos County have approved the establishment of a Brazos County Emergency Communications District 9-1-1 in accordance with State law; and, WHEREAS, the Board of Managers of the District have approved and adopted the Budget for fiscal year 1991-92; and, WHEREAS, Section 772.309 of the Health and Safety Code requires the approval of the District's budget by the Commissioner's Court of the County located in the District and a majority of the participating jurisdictions in the District; and, WHEREAS, the undersigned authorities have, in public meeting approved the annual budget of the District as submitted to them; NOW THEREFORE, BE IT RESOLVED BY THE BRAZOS COUNTY COMMISSIONERS COURT, THE CITY COUNCIL OF THE CITY OF COLLEGE STATION, TEXAS, THE CITY COUNCIL OF THE CITY OF WIXON VALLEY, TEXAS AND THE CITY COUNCIL OF THE CITY OF BRYAN, TEXAS THAT: 1. The District has been providing Enhanced 9-1-1 service to Brazos County, City of Bryan, and the City of College Station. The District is currently contracting to provide emergency communications dispatch services to the City of Bryan and Brazos County; police, fire and EMS. Cost allocations for these entities have been modified to closer resemble the actual workload by entity. These allocations are subject to change from year to year. A 3% increase in emergency service fees was projected for budgeting purposes. The District has budgeted conservatively in the past years in anticipation of a GTE rate decrease. The GTE decrease will not effect District revenues at this time. In April, 1991, the District Board of Managers approved converting a Communications Supervisor position to a Training Coordinator. The personnel move was made to improve the training level of District personnel and those personnel in agencies served by the District (College Station, Bryan and Brazos County). The Data Base Manager position was upgraded to reflect the increased responsibility and to bring the position in line with similar positions locally. A Communications Specialist pay plan was added in an effort to promote longevity for our personnel. A Communications Specialist currently reaches maximum earnings potential at 18 months. The new pay plan will increase maximum earnings by 5% over a longer period along with added proficiency testing. The pay plan will be presented to the Board in its final form prior to the start of the fiscal year. The Administrative Secretary position was upgraded as we will be bringing our accounting and payroll functions in house. Most accounts stayed level with last years budget except for Maintenance and Contractual which rose by $6,783 as a result of additional costs to bring the Navasota E9-1-1 trunks to Bryan via AT&T long distance. The space allocated to Lessee is described in Attachment "A" hereto attached, which has been signed by the Director of the Center. At that point, we propose to push under Old Bundick Road East R.O.W., bringing cable to an existing GTE pedestal. A 222' aerial insert will be placed over the creek, along this new cable route. The location and description of this line and associated appurtenances is more fully shown ' by four (4) copies of drawings attached to this notice. The line will be constructed and maintained on the County Road right-of-way in accordance with governing laws. Notwithstanding any other provision contained herein, it is expressly understood that tender of this notice by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment or impairment of any property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may be granted in the future and any provision or provisions so construed shall be null and void.
