Adjourn Vol. PACE ~%O 1 COMMISSIONERS' COURT REGULAR MEETING • A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 SEPTEMBER 9, 1991 a.m. on Monday, September 9, 1991, with the following members i of the Court present: R. Commissioner Sims gave the invocation and led the pledge • of allegiance. The first matter before the Court was a presentation by Brazos County Legal Aid. Barbara Walker, representing the Brazos County Bar Association, informed the Court that the county has 94% participation in legal aid. These attorneys contribute their time, talent and experience to help the under privileged get legal assistance. Mrs. Walker presented the Court a plaque bearing the names of the various attorneys who had contributed the most hours of pro bono work during a given year. The names of the attoi C. The Court acknowledged receipt of the Extension Service reports for August 1991 and acknowledged receipt of reports from County and Precinct offices showing revenues collected acid remitted to the County Treasurer. An excerpt from those reports is attached hereto. On motion by Commissioner Norton, seconded by Commis- sioner Wilcox, the Court voted unanimously to authorize the County Judge to execute on behalf of Brazos County the Royalty Owner Ratification of Pooled Unit Agreement Bryan (Austin Chalk). The Court next considered authorizing work outside of county rights-of-way for the enhancement of county road projects. The Road and Bridge Department requested permission to enter the private property of Robert L. Horton on South Oaks Drive for the purpose of cleaning out and straightening l an existing outlet channel south of South Oaks Drive to drain water from under a roadway. The Road and Bridge Department also requests permission to enter the private property of Paul Patranella on Frieda Lane for the purpose of reshaping the back slope of a road ditch for a new fence line and to remove all the brush and small trees from the old fence row. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. The Court next considered the request by GTE Southwest to install a buried cable within the right-of-way of Stousland Road in Precinct 1. The County Engineer stated that all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of GTE Southwest and authorized the installation. A copy of the request is attached hereto. The Court next considered approval of the preliminary plat of Woodlake Subdivision, Section 2, Phase IIC in Precinct f I h i L r~ F 3 i J Commissioners' Court meeting September 9, 1991 1. Holland Winder, County Engineer, stated that he had reviewed the plat and it needed a drainage study and the utility easement would need to appear on the final plat. On S a 4 a motion by Commissioner Norton, seconded by Commissioner Turner, the Court unanimously approved the preliminary plat of Woodlake Subdivision, Section 2, Phase IIC in Precinct 1 with the afore mentioned amendments. The Court next considered a Wavier of Competitive Bidding Requirements as provided in Section 262.024(a)(4) of Vernon's Annotated Civil Statutes for the purchase of the personal and/or professional service of Election Consulting from Bill McLeod, the owner of Texas Voting Systems, Inc.. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements and authorized the payment for all personal services from the designated individual for the fiscal year 1991. i i i { a t t The next matter for consideration was approval to advertise for bids for patrol cars for the Sheriff's Office - Bid No. 91-614. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize the Purchasing Agent to advertise for bids for patrol cars. On motion by Commissioner Wilcox, seconded by Commis- sioner Sims, the Court voted unanimously to appoint the following persons to the Board of Fire Commissioners for Rural Fire Prevention District No. 2. Donald Lampo President Howard Joham Vice President James Rosier Secretary-Treasurer Hawley West Member Raymond McCallum Member on motion by Commissioner Norton, seconded by Commis- sioner Sims, the Court voted unanimously to serve as contractor for the Texas Department of Human Services for the provision of protective homemaker services to the clients in Brazos County. On motion by Commissioner Turner, seconded by commissioner Sims, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court proceeded to consider the change of status of the following employees. He noted a wide variation in the charges ranging from $8.00 to $12.00 between the departments. He stated that a re-evaluation of pager usage should be done and asked for reports from each department head stating their needs.
