The meeting began at 1:00 p.m. on Tuesday, September 3, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; # Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct•4; Mary Ann Ward, County Clerk. The County Judge opened the public hearing on the 1991-1992 Budget for Brazos County and asked for comments from the audience. He noted that there were no citizens present at the Public Hearing. • t a The County Judge continued by listing the corrections that needed to be made to the proposed budget. They are as follows: Department 28 - Increase line item 5612, utilities, by $10,000. The new budgeted amount will be $90,000 ` Department 16, 17 & 20 - Reduce the salary supplements of the three District Judges to $5,866 annually Department 22 - Reduce the salary supplement of the District Attorney to $7,066 annually Commissioner Sims asked to discuss salaries. He stated that the proposed salary increase is 4%. A 4% increase amounted to a $710.00 annual increase to the average employee salary. He recom- mended a 3% increase that equals a $532.00 increase for the average employee. He continued by saying that this would amount to an $80,000.00 savings to the County. The County Judge asked for any • other comments and receiving none, announced the Public Hearing closed. At 2:00 p.m., the Commissioners' Court was convened to consider adoption of the 1991-1992 Budget for Brazos County. Commissioner Sims moved to increase the salaries of all county • n. ! 7. V Public Hearing and Commissioners' Court meeting September 3, 1991 employees by 3%. Commissioner Norton seconded the motion. Com- missioners Norton, Sims and the County Judge voted "Aye". Commissioners Turner and Wilcox voted "No". On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to declare those employees hi,rpd after April 1, 1991 ineligible for the 3% salary increase. The County Judge referred the members of the Court to a memo from the Texas Association of Counties. Information contained in the memo affects the way the effective tax rate is calculated. This is due to legislation passed that would allow the county to calculate the cost of housing state prisoners. This amount would be furnished to the Appraisal District to be used in re-calculating the effective tax rate. He informed the Court that the: rate must be recalculated using the new formula before the Commissioners' Court can set the tax rate. He also informed the Court that the County Revenue would be decreased by $42,000.00 because the bank franchise tax revenue would now be paid to the State. The County Judge laid before the Court an order of the District Courts determining the compensation of the County Auditor, Assistant County Auditors and Court Reporters. The Order provided for one (1) additional Assistant Auditor I at a pay group 12, step 2, promote Rhonda Seaton to Assistant Auditor II at a pay group 13, step 1 and increase all other salaries by 3%, the same increase as all other county employees. A copy of the Certified order is attached hereto. The County Judge then moved to adopt the budget with the previously noted changes. Commissioner Sims seconded the motion. It passed unanimously. The County Judge then moved to tentatively set the tax rate at $.44 per hundred dollar valuation on all real property in Brazos County contingent upon the recalculation of the effective rate using the new formula. The motion was seconded by Commissioner Norton and carried unanimously.
