Consider and take action on request from General Telephone to place a communication line in the right-of-way of Old Bundick Road in Precinct 2. 4. Consider and take action on new rates for Health Insurance for Brazos County employees. 5. Consider and take action on request from the Road and Bridge Department for authorization to advertise for bids for Uniform Rental to supply uniforms to the Road and Bridge employees. 6. 7. Consider and take action on personnel change of status. 8. Consider and take action on payment of claims. 9. Executive Session to discuss personnel matters under Art. 6252-17(2)(g) vTCS. 10. C~ F r~I rj COMMISSIONERS' COURT SPECIAL MEETING is JULY 15, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, July 15, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: • Ruth McLeod Carol Palmer Bea Green Rosalie Todaro Cheryl Turney A. H. Winder Sandie Walker Jim Hiney Joan Kuykendall Executive Assistant Admin. Asst. to County Judge • Secretary to Commissioners Auditor's Office Auditor's Office County Engineer Treasurer Bryan/College Station Eagle BC Soil & Water Con. Dist. Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered the request by GTE Southwest Incorporated to install a buried cable line on Old Bundick Road northeast of the Macey Road intersection in Precinct 2. The request submitted by GTE indicated that a road would be used but upon review it was decided it would not be necessary. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the request of GTE Southwest Incorporated and authorized the installation. A copy of the request is attached hereto. PCA HEALTH PLANS Current Proposed Percent Rates Rates Increase Employee only $120.20 .150.27 25.0% Child(ren) Only $108.69 $120.74 10.8% Spouse (only) $160.50 $177.85 10.8% Fam.(Child/Spouse) $252.67 $291.08 15.2% PCA's proposed rate increases are based on community rating by service area. on motion by Commi ssioner Norton , seconded by Commissioner Sims, the Court voted unanimously to adopt the new insurance rates for the plan year September 1, 1991 through August 31, 1992. The Court next considered a request from the Road and Bridge Department for authorization to advertise for bids for Uniform Rental Agreement to supply uniforms to the Road and Bridge employees. Commissioner Norton asked what other departments used uniforms. The Purchasing Agent replied that the Brazos Center, the Maintenance Department and Road and i Bridge Shop personnel currently used a cleaning service for their uniforms. The Purchasing Agent was then asked to j investigate the contract, if any, and if all uniform rental could not be bid out at one time. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to authorize the advertisement for bids on uniform rental. Task Force-----Claims 13504 thru 13505 Commissioner Sims questioned the following items: 1. a claim in which eighteen (18) meals were purchased for a jury in one of the district courts. He did not feel it was necessary to purchase meals for anyone other than the jury and those directly responsible for that jury. i 2. a claim in which tips for meals were included. 3. the number of notaries authorized per department. E, The County Judge questioned the payment of $197.00 to a Court Reporter in a Justice of the Peace Court. The County Judge stated that a Justice of the Peace Court was not a court of • record and would not re uire a Court Re orter Commissioner p . q Sims recommended the judge be notified. The County Judge moved to pay the claims with the exception of claims numbered f 13320 and 13321, those will be reviewed before paying. Commissioner Norton seconded the motion and it carried VOL r Commissioners' Court meeting July 15, 1991 unanimously. At 10:20 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 10:29 a.m. the County Judge announced the meeting open to the public. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of the Sheriff and authorized the promotion of David Bishop from a group 8 step 3 position to a group 10 step 2 position and promote Tracy Schultz from a group 10 step 2 position to a group 11 step 3 position with no six (6) month increase for either employee. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the request of the Sheriff and authorized the transfer of Linda Bayer from the Tax Office to the Sheriff's Department. She will be hired at a group 8 step 2 position with a six (6) month evaluation.
