IN THE COMMISSIONERS' COURTROOM OF THE BRAZOS COUNTY COURTHOUSE, 300 EAST 26TH STREET, SUITE 115, BRYAN, TEXAS. 1. Invocation. 2. Pledge of Allegiance. 3. Consider and take action on approval of new Extension Agent for Brazos County. 4. Presentation of plaques to recipient's participating in the Brazos County Adopt-A-Road program. 5. Consider and take action on the approval of the minutes of the meetings held on April 8, 1991, April 11, 1991, April 15, 1991, April 22, 1991, April 29, 1991 and May 6, 1991. 6. Consider and take action on budget amendments. 7. Consider and take action on the reappointment of Mr. Anderson Jones to the Brazos Valley Development Council Board of Dir- ectors for the period October 1, 1991 through September 30, 1994. 8. Consider and take action on request from GTE Southwest, Inc. to install communication lines in the following county rights- of-ways: (a) Stousland Road at Boggy Creek Ranch - Precinct 1 (b) Edge School House Road - Precinct 2 9. Consider and take action on request from Ferguson Crossing Pipeline Company to install welded steel ppipeline in two (2) county right-of-way locations of Elmo Weedon Road in Precinct 3. i 10. Adjourn. r\ COMMISSIONERS' COURT SPECIAL MEETING u JUNE 24, 1991 A special meeting of the Commissioners' Court of Brazos 3 i r j a i • r i County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, June 24, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The Court first heard from County Extension Agent, Jim Mazurkiewicz, who turned the floor over to Kyle Smith, District Director of the Texas Agriculture Extension Agency. Mr. Smith presented Greg Byers to the Court. Mr. Smith recommended that the Court approve Mr. Byers as the VOL~,_PAGE,---'2L Commissioners' Court meeting June 24, 1991 replacement for Rick Jahn, former Brazos County Extension Agent. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to accept the recommendation of Mr. Smith and approved the hiring of Greg Byers as County Extension Agent effective July 8, 1991. Road: Graham Road i Group Name: Foster Road Neighbors A.B."Pat" Wooten Road: Foster Road i The Court next considered approval of the minutes of the Commissioners' Court meetings held April 8, 1991, April 11, 1991, April 15, 1991, April 22, 1991, April 29, 1991 and May 9, 19 91. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to approve the minutes as submitted. The Court next considered Budget Amendment #91-017, which would reallocate funds budgeted for the Jail, and transfer ? I funds from Non Departmental to the Sheriff's Department. The Court l also considered a budget amendment for the Masters VOL PAGE 1 toy' Commissioners' Court meeting June 24, 1991 Program that would transfer funds from Master's Fringe Benefits into the Administrative Assistant's Fringe Benefits. • On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendments as submitted, a copy of which is attached hereto. On motion by Commissioner Norton, seconded by Commis- sioner Wilcox, the court voted unanimously to reappoint Anderson Jones to the Board of Directors of the Brazos Valley Development Council. Such term to begin October 1, 1991 and ending September 30, 1994. The Court next considered the request by GTE Southwest Incorporated to install a buried cable along the right-of-way of Stousland Road in Precinct 1 and on Edge School House Road in Precinct 2. The County Engineer stated all appeared to be in order and recommended approval. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted • unanimously to approve the request of GTE Southwest Incorporated and authorized the installations. A copy of each request is attached hereto. The Court next considered the request by Ferguson Crossing Pipe Line Company to install a welded steel pipeline within the right-of-way of Elmo Weedon Road in Precinct 3. It was the consensus of the Court to table consideration until such time as Ferguson made repairs to the damage done by their subcontractor on Old Reliance Road. The Court next considered and Order appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law I on June 27th and 29th, 1991 to allow Judge Davis to be absent from the bench while he attends the Advanced Criminal Law Short Course and to sit as Special Judge in County Court at • Law II on July 8th and 9th, 1991 to allow Judge Ryan to be absent from the bench for personal leave. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to approve the Order naming James A. Amis, Jr. as special Judge for County Court at Law I for the VOL / PAGE 7o1 Commissioners' Court meeting June 24, 1991 dates of June 27th and 29th, 1991 and as Special Judge for County Court at Law II for the dates of July 8th and 9th, 1991. A full copy of each order is attached to and made a part of these minutes. The Court next considered approval of the preliminary plat of Tall Timbers Estates in Precinct 1. Commissioner I Norton explained that a variance would be needed where a hard surfaced road was concerned. He also asked for an additional 20 feet of right-of-way. Holland Winder, County Engineer, asked for an additional 16 feet for a public utility easement outside the 20 foot right-of-way requested by Commissioner Norton. Commissioner Norton continued by stating so as to not adversely affect future property sales that the wording Private Road appear in each deed, the same as on the plat. He also recommended that the wording, Brazos County is not responsible for drainage of the lots in the subdivision. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court unanimously approved the preliminary plat of the Tall Timber Estates Subdivision with the previously stated stipulations. The Court received, approved and ordered filed as submitted the Treasurer's report for May 1991. A copy of which is attached to and made a part of these minutes. On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to authorize the County Clerk to enter into agreement with the Bryan Independent School District, the College Station Independent School District and the Navasota Independent School District, if they so choose, to conduct a joint election on August 10, 1991. At 10:31 a.m. the County Judge announced the meeting closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 10:40 a.m. the County Judge announced the meeting open • to the public. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the request of the Jail Administrator and hire Sabrina Fronterhouse and Linda Sowders as dispatcher/ jailers at a pay group 8, step 2 with no six (6) month step increase. On motion by Commissioner Wilcox, seconded by Commissioner Sims, PAC3E -~7&-C- Commissioners' Court meeting June 24, 1991 the Court voted unanimously to approve the request of the Head of Data Processing and promote Ernest Laney to a pay group 13 step 5 and Patricia Tijerina at a pay group 13 step 6. TEXAS as follows: Beginning at the intersection of Edge School House Road and Jack Manning Road, we propose to place a buried line along, parallel to, and 5' inside of the west R.O.W. of Edge School House Road, a distance of 6,686' in a southeasterly direction. The location and description of this line and associated appurtenances is more fully shown bytwo (2) copies of drawings attached to this notice. The line will be constructed and maintained on the County Road right-of-way in accordance with governing laws.
