A regular meeting of the Commissioners' Court of Brazos
County, Texas was held in the Commissioners' Courtroom in the
Courthouse in Bryan, Brazos County, Texas, beginning at 10:00
a.m. on Monday, June 10, 1991, with the following members of
the Court present:
R. J. Holmgreen, County Judge, Presiding;
Gary Norton, Commissioner of Precinct 1;
Walter Wilcox, Commissioner of Precinct 2;
Randy Sims, Commissioner of Precinct 3;
Milton Turner, Commissioner of Precinct 4;
Mary Ann Ward, County Clerk.
The following citizens and officials were in attendance:

Commissioner Sims gave the invocation and led the pledge
of allegiance.
The first matter before the Court was the approval of the
Elected Official Bonds of County Court at Law # I Judge,
Claude Davis, County Court at Law # II Judge, Sarah Ryan and
Justice of the Peace Precinct 1, Tommy Lyons. On motion by
the County Judge, seconded by Commissioner Turner, the Court
voted unanimously to approve the Elected Official Bonds of the
afore mentioned individuals.
The Court next considered securing the services of Don
Gray, an insurance consultant. Commissioner Norton explained
that in light of a proposed 29% increase in premiums, the
Court felt it needed help in determining actual insurance
needs. Commissioner Sims asked if this included physical
facilities. Commissioner Norton replied that it did.
Commissioner Sims then asked about the cost for such services.
Commissioner Norton replied it would be $2,500.00. On motion

Commissioners' Court meeting June 10, 1991
by Commissioner Sims, seconded by Commissioner Norton, the
Court voted unanimously to hire Don Gray, representative of
Risk Management Group, Inc., as an insurance consultant.
On motion by Commissioner Wilcox, seconded by
Commissioner Norton, the Court voted unanimously to
acknowledge and approve the assessment of fees by the Court of
Appeals for the operation of the 1st and 14th Court of Appeals
pursuant to the provisions of Vernon's Annotated Civil
Statutes, Article 1630d in the amount of $12,685.00 and
authorized the payment thereof. Commissioner Norton requested
that the County Judge take the necessary steps to remove
Brazos County from the Harris County District and leave Brazos
County in the McLenndon County District. The County Judge
explained to do so would require Legislative action.
Commissioner Sims then suggested forwarding letters to the
state legislators. The County Judge agreed and also suggested
getting the approval of the local Bar Association.
The next matter for consideration by the Court was a
written request submitted by Phyllis Dozier, Director of the
Brazos Center, for approval for out of state travel for
hezself. Mrs. Dozier would be traveling to Kansas City,
Missouri to attend the "International Association of
Auditorium Managers" Annual Conference during the week of
August 10 through the 13, 1991. On motion by Commissioner
Norton, seconded by Commissioner Sims, the Court voted
unanimously to grant the request from the Director of the
Brazos Center and approved payment of out of state travel
expenses.
On motion by Commissioner Sims, seconded by Commissioner
Norton, the Court voted unanimously to close Hardy Weedon Road
to through traffic to Dyess Road and FM 158 for a period of
seventy-five (75) days in order to replace a bridge. This
action is being taken at the request of the Texas Department
of Highways and Public Transforation who wanted the approval
of the Commissioners' Court for the Off-System Bridge

Replacements under the federal Aid Replacement and
Rehabilitation Program at Brushy Creek.
The Court next considered the request by GTE Southwest
Incorporated to install buried cable within the right-of-way
of Macey Road in Precinct 2. The County Engineer stated all
appeared to be in order and recommended approval. On motion
by Commissioner Norton, seconded by Commissioner Sims, the
Court voted unanimously to approve the request of GTE
Southwest Incorporated and authorized the installation. A
copy of the request is attached hereto.
The Court next considered a second request by GTE
Southwest Incorporated to construct a buried cable line across
Nantucket Drive, within the right-of-way of Harpers Ferry
Road, across and paralelling both Scrimshaw Lane and Wayfarer
Lane in Precinct 1. The County Engineer stated all appeared
to be in order and recommended approval. On motion by
Commissioner Norton, seconded by Commissioner Sims, the court
voted unanimously to approve the request of GTE Southwest
Incorporated and authorized the installation. A copy of the
request is attached hereto.
The Court acknowledged receipt of the Extension Service
reports for May 1991 and acknowledged receipt of reports from
County and Precinct Offices showing revenues collected and
remitted to the County Treasurer. An excerpt from those
reports is attached hereto.
The Court next considered Budget Amendment #91-015, which
would reallocate funds budgeted for the County Court at Law #1
Department. On motion by Commissioner Turner, seconded by
Commissioner Sims, the Court voted unanimously to approve the
budget amendment as submitted, a copy of which is attached
hereto.

Commissioner Sims asked about Visa Cards. He requested
information on who has them and how they are used. On motion

by Commissioner Turner, seconded by Commissioner Sims, the
Court voted unanimously to approve the Claims as submitted.
At 10:18 a.m. the County Judge announced the meeting
closed to the public so that the Court could meet in closed
executive session to discuss personnel as allowed under
Section (6252-17(2)(g) Vernon's Texas Civil Statutes.
At 10:23 a.m. the County Judge announced the meeting open
to the public. On motion by Commissioner Wilcox, seconded by
Commissioner Norton, the Court voted unanimously to approve
the request of the Director of the Brazos Center and promote
Dorothy Grosse to a group 8 step 2 position.
There being no further business to come before the Court,
the meeting was adjourned.

Formal nonce is hereby given that GTE SOUTHWEST INCORPORATED will construct a communication line
within the right-of-way of a County Road in Rrazos County,
_ Texas`-- as follows:
BEGINNING at Highway- Project Sta. 139+13.74, 2044' of buried cable will be placed
North at 5' within the new West Right-of-way of Macey Road; then a bore will be
made East across Macey Road for placement of customer service drop; then 2925' of
buried cable will continue North of 5' within the new West Right-of-way; then poles
will be placed along the Right-of-way and 200' of aerial cable placed; then 395'
of buried cable will continue North, and then at Highway Project Sta. 81+26.74, a
bore will be placed across Macey Road and buried cable placed through it to connect
with existing cable on the East site of the road.
The proposed cable will be buried to a minimum depth of 30".
The location and description of this line and associated appurtenances is more fully shown
by _ Twq_(2)___ copes of drawings attached to this notice. The 1•-ic will be constructed and maintained
on the County Road right-of-way in accordance with governing laws.
Notwithstanding any other provision contained herein, it is exprc..sly understood that tender of this notice
by the GTE Southwest Incorporated does not constitute a waiver, surrender, abandonment or impairment of any
property rights, franchise, easement, license, authority, permission, privilege or right now granted by law or may
be granted in the future and any provision or provisions so construed shall be null and void.

On this the 10th day of June 1991 at a special meeting of the
Commissioners' Court, the following members were present:

THAT WHEREAS, on June 10, 1991, the Court heard and approved
