Adjourn. • t i Vol- x PA0 - COMMISSIONERS' COURT SPECIAL MEETING MAY 28, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Tuesday, May 28, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Bea Green Rosalie Todaro Cheryl Turney A. H. Winder Jim Hiney Mikchail Birin Doris Childress Mike Humphries Jim Swigert Charles T. Rognon & Assoc. Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court meetings held February 25, 1991 and March f 4, 1991. On motion by Commissioner Turner, seconded by [ Commissioner Wilcox, the Court voted unanimously to approve r the minutes as submitted. The Court next considered Budget Amendment #91-012, which i would reallocate funds between departments to make further adjustments to the 1991 budget in preparation for the new budget year and #91-013, which would reallocate funds budgeted for the 361st District Court. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to approve the budget amendments as submitted. Copies of which are attached hereto. The plan offers three additional companies to be used for investment purposes. On motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to authorize Mr. Rognon to present his plan to the interested employees of Brazos County if and when he produces the necessary documents verifying that the companies he represents are licensed to do business in the state of Texas. The Court next heard from Cheryl Turney, Purchasing Agent, who briefed the Court on the success of the Brazos County Auction held on Saturday May 25, 1991. Mrs. Turney informed the Court that the County made $87,214.00, less approximately $6,104.28 commission, on the sale of surplus property. The Court, as a whole, congratulated the Purchasing Agent and Mr. Swigert, the auctioneer, for doing and excellent job. The Court next considered an order appointing James A. Amis, Jr. to sit as Special Judge in County Court at Law I from June 3, 1991 through June 7, 1991 to allow Judge Davis to take vacation time and attend school. On motion by Commis- sioner. Sims, seconded by Commissioner Wilcox, the Court, in a show of hands, voted unanimously to approve the order naming James A. Amis, Jr. as Special Judge for County Court at Law I for the dates of June 3, 1991 through June 7, 1991. A full copy of the Order is attached to and made a part of these minutes. The Court next considered establishing a Records Management Committee for Brazos County. The County Judge moved to appoint the following persons to the committee: Ernie Wentrcek - Chairman , M. J. Deen Mary Ann Ward Travis Nelson A representative from the District Attorney's Office Sharon Fairchild Commissioner Sims seconded the motion. Commissioner Wilcox f , Commissioners, Court meeting May 28, 1991 recommended appointing a representative from the Court to the Committee. He then recommended that Gary Norton or Randy Sims be appointed to the committee. The County Judge then amended his motion to include Gary Norton on the list of committee appointees. Commissioner Sims amended his second to include Gary Norton. The Court then voted unanimously to appoint the previously named people to the Records Management Committee for Brazos County. The next matter before the Court was a memo from the Safety Committee in which the members voiced concern over the state of disrepair of the sidewalks around the Courthouse Annex Building. The committee members asked that the Court authorize Ed Dobbins, Head of Building Maintenance, be authorized to take the necessary steps to begin the repairs. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorized Ed Dobbins to take the necessary steps to begin the repairs on the sidewalks around the Annex. The Court next considered approval of the final plat of the Merker-Strawn Subdivision in Precinct 1. Holland Winder, County Engineer, stated that he had reviewed the plat and recommended it be approved subject to the drainage of a livestock tank located between the Strawn property and the Clay property. The tank has a direct effect on the drainage problems on Gandy Road. Commissioner Norton moved to accept the final plat. The members of the Court continued their discussion and came to the conclusion that the tank must be drained prior the final approval of the plat. Commissioner Norton withdrew his motion for acceptance. On motion by Commissioner Norton, seconded by Commissioner Sims, the court I voted unanimously to withhold approval of the final plat of the Merker-Strawn Subdivision until such time as the tank is 'I drained. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road 01. a I a i C: • Commissioners' Court meeting May 28, 1991 projects. The Road and Bridge Department requested permission to enter the property of Mrs. C. M. Burton on Jones Road to clean out an existing outlet channel for adequate drainage and erosion prevention and to enter the property of the Reliance Community Ballpark for the purpose of hauling dirt. on motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to authorize the work. On motion by Commissioner Turner, seconded by Commis- sioner Sims, the Court received, approved and ordered filed as submitted the Treasurer's report for April 1991. A copy of which is attached to and made a part of these minutes. The Court proceeded to consider the change of status of the following employees.
