TEXAS COMMISSIONERS' COURT SPECIAL MEETING MAY 13, 1991 • A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, May 13, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Absent; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2,Presiding; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. Asst. to County Judge Secretary to Commissioners Auditor's Office Auditor's Office County Engineer Bryan/College Station Eagle Community Support Services Brazos County Resident Brazos County Resident Commissioner Sims gave the invocation and led the pledge of allegiance. Commissioner Sims read aloud a Proclamation proclaiming 1 i the week of May 13 through May 17, 1991 as "Brazos County Foster Family Week". The Court urges the public, voluntary agencies, and private groups to give special attention to the contributions made by foster families and to plan concerted action between agencies and citizens for the continued improvement and strengthening of services to and by foster families. On motion by Commissioner Norton, seconded by Commissioner Sims the Court moved to proclaim the week of May 13 through May 17, 1991 as "Brazos County Foster Family Week" throughout Brazos County. Commissioner Wilcox then presented the signed Proclamation to Ms Marsy Clark, representing the local task force for community support services for children. i The Court next considered and Order appointing James A. V0 PAGE Commissioners' Court meeting May 13, 1991 Amis, Jr. to sit as Special Judge in County Court at Law II from May 15, 1991 through May 17, 1991 and May 22, 1991 through May 23, 1991 to allow Judge Ryan to attend a judicial conference on the criminal justice system and attend a continuing legal education seminar on family law. On motion by Commissioner Sims, seconded by Commissioner Norton, the court voted unanimously to approve the order naming James A. Amis, Jr. as Special Judge for County Court at Law II for the dates of May 15, 1991 through May 17, 1991 and May 22, 1991 through May 23, 1991. A full copy of the Order is attached to and made a part of these minutes. The Court next considered the request by Wickson Creek Special Utility District to place a road bore across the right-of-way of Old Reliance Road in Precinct 3. Holland Winder, County Engineer stated that all appeared to be in order. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the request of Wickson Creek Special Utility District and authorized the installation. A copy of the request is attached hereto. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road projects. The Road and Bridge Department requested permission to enter the private property of Paul Patranella, Sr. on Reed Road to drain the pond adjacent to Reed Road and to enter the private property of Rafael Nieto on Reed Road to excavate an 8' flat bottom ditch to drain water from a pond spillway to Dilly Shaw Tap Road to increase the size and carrying capacity of the present road ditch. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to authorize the work. The Court acknowledged receipt of the Extension Service reports for April 1991 and acknowledged receipt of reports from County and Precinct Offices showing revenues collected and remitted to the County Treasurer. An excerpt from those Commissioners' Court meeting May 13, 1991 reports is attached hereto. The Court proceeded to consider the change of status of • the following employees.
