VOL_Y-PAGE 47.3 - COMMISSIONERS' COURT SPECIAL MEETING MAY 6, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, May 6, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: • Ruth McLeod Bea Green Rosalie Todaro Cheryl Turney A. H. Chamber of Commerce Chamber of Commerce H. Nelson, Inc. McClure Engineering Attorney Commissioner Sims gave the invocation and led the pledge of allegiance. The first matter before the Court was a request from • Allon Fish, representing the chamber of Commerce, for a tax abatement for S. A. Holditch and Associates, Inc. a College Station based petroleum engineering consulting firm. The company wishes to expand it's current 15,000 square foot facility by adding an additional 15,000 square feet to their existing property. The company is seeking a 100% tax abatement on the expansion for a period of three (3) years. On motion by the County Judge, seconded by Commissioner Sims, the Court voted unanimously to refer the request to legal counsel for review. If it is deemed that the county can indeed grant the tax abatement, then the court will parallel VOL- k AGE 471- Commissioners' Court meeting May 6, 1991 the actions of the City of College Station. The court will also develop a policy of expansion and recruitment. The Court next considered Budget Amendment #91-011, which would transfer funds from the department of the Constable Precinct 5 to Non Departmental and from the maximum security jail to the minimum security jail. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered awarding the following bid: Bid No. 91-604 - Microfilm Services for the County Clerk Bidders Business Records Government Records Stars Texas Microfilm Service Cheryl Turney, Purchasing Agent, recommended acceptance of the bid submitted by Government Records. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to accept the recommendation of the Purchasing Agent and award the contract to Government Records. A copy of the bid tabulation is attached hereto. On motion by the County Judge, seconded by Commissioner Norton, the Court voted unanimously to grant the County Judge Power of Attorney subject to clearance from legal counsel. Such power is needed for the settlement of an auto accident involving a 1990 Chevrolet Caprice used by the Sheriff's Department. on motion by Commissioner Wilcox, seconded by Commissioner Turner, the Court voted unanimously to adopt a Resolution supporting any state tax measures which the legis- lature may deem necessary to raise sufficient revenue for the State of Texas to remove the backlog of felons from County jails and meet its obligations to the citizens to avoid unne- cessary local property tax burdens to restore public safety. Commissioner Norton voiced concern over the wording of "adopting any state tax measures." 1 k VO L-. PAG E-X3 6 i • • Commissioners' Court meeting May 6, 1991 The Court next considered the request by Ferguson • Crossing to install a welded steel pipeline, within the right- of-way of Old Reliance Road in Precinct 3. Holland Winder, County Engineer, stated all appeared to be in order and re- commended approval. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to approve the request of Ferguson Crossing and authorized the installation.
