VOL Y, PAG i I_ J COMMISSIONERS' COURT SPECIAL MEETING APRIL 29, 1991 A special meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, April 29, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2, Absent; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. • The following citizens and officials were in attendance: Carol Palmer Admin. Asst. to County Judge Bea Green Secretary to Commissioners Rosalie Todaro Auditor's Office Cheryl Turney Auditor's Office A. H. Winder County Engineer Jim Hiney Bryan/College Station Eagle Dennis Goehring Community Developement Council Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court meetings held February 4, 1991, February 5, 1991, February 11, 1991 and February 18, 1991. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the minutes as submitted. On motion by Commissioner Turner, seconded by Commissioner Sims, the Court voted unanimously to authorize the Purchasing Agent to advertise on the following bids: a. Annual Insect Control Contract for Brazos County Offices • b. Cargo Van for Sheriff's Department The next matter before the Court wasy consideration of ,I changing the 6:00 p.m. Commissioners' Court meeting on the third Monday of the month back to a 10:00 a.m. meeting. Commissioner Turner moved to designate the third Monday of the month as a night meeting if needed. The motion was seconded VOL- r Commissioners' Court meeting April 29, 1991 by Commissioner Norton. Commissioners Norton and Turner voted "Aye". Commissioner Sims voted "No". Commissioner Norton commented that he was disappointed with attendance at the meetings. The Court next considered a Wavier of Competitive Bidding Requirements as provided in Section 262.024(a)(7)(a) of the Local Government Code for the purchase of a law book collection for the 85th District Court. It has been determined that there is only one source. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the Waiver of Competitive Bidding Requirements and authorized the payment of $10,491.56 to Judge W. T. McDonald, Jr. for the necessary books. The next matter for consideration was a tax refund to N.C.N.B.-Texas National Bank. In a Court settlement it was agreed that the appraised value for 1988 should be $3,250,000.00 instead of $5,091,756.00 and the appraised value for 1989 should be $3,250,000.00 instead of $5,091,636.00. On t t motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to refund $7,424.74 in county taxes for 1988 and to refund $6,096.55 in county taxes for 1989 to N.C.N.B.-Texas National Bank. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to adopt a purchasing procedure policy for the Road and Bridge Department. A copy of the policy is attached hereto. The Court next considered the request by Wellborn Water Supply Corporation to install a water line, across the right- of-way of Walnut Road and one along the right-of-way of Kathy Fleming Road in Precinct 1. On motion by Commissioner Norton, seconded by Commissioner Turner, the Court voted unanimously to approve the request of Wellborn Water Supply Corporation and authorized the installation. At 10:24 a.m. the County Judge announced the meeting • closed to the public so that the Court could meet in closed executive session to discuss personnel as allowed under Section (6252-17(2)(g) Vernon's Texas Civil Statutes. At 11:02 a.m. the County Judge announced the meeting open to the public and that no action would be taken on the closed session. All Purchasing Requirements as allowed by the Texas Legislature, Commissioners' Court policies and auditor's procedures shall be strictly adhered to. Any violation of this Purchasing Policy will be considered a violation of Section 11 02. "Use of Tools. Equipment Property and Vehicles" (Employee Handbook and Personnel Policies of Brazos County. All requests for materials, supplies, equipment, etc. shall be Initiated by a Purchase Request (P.R.) I PURCHASING t 1 BRAZOS COUNTY ROAD AND BRIDGE DEPARTMENT PURCHASING POLICY/PROCEDURE LIMITED PURCHASE ORDER The Limited Purchase Order (LPO) is a four-part form designed for use as a convenience for the purpose of making purchases of goods, materials and supplies totaling less than $300.00. (Purchases over $300.00 must have three (3) phone bids attached.) LPOs have been designed and printed in a book form so authorized personnel oly can go into a vendor's place of business with the LPO in hand, select the goods needed, prepare the LPO and purchase these goods on the spot. Procedures for using the Limited Purchase Order (LPO) The vendor/supplier must be able to provide you with a priced copy of an ` invoice. LPOs must not be used for encumbering funds. LPOs must not be used to purchase goods or supplies available from Brazos County stock. The use of multiple LPOs in an effort to avoid exceeding the $300.00 limit WILL NOT be permitted. is Only those LPOs signed by employees with the appropriate departmental approval will be honored by the County Engineer, County Commissioner or County Auditor (or their designee). LPOs without the proper approval will be returned to the individual and the payment thereof will be considered their responsibility. The County Engineer (or designated person) will be responsible for providing a list of the personnel authorized to sign LPOs and in keeping this list current at all times. LPOs will be monitored regularly by the County Engineer (or designated person) to insure the correct use of this instrument by their employees. Instructions for Preparing Limited Purchase Order (LPOI is A sample of the LPO is provided with circled numbers to all the boxes and columns which need to be filled in by the designated employee authorized to sign LPOs. 1. Limited Purchase Order - Pre-numbered. 2. Vendor - Fill in with name of vendor/supplier. 3. Date - Enter the current date. Example, 8/5/90 should be entered as 08/05/90. 4. Road or Equipment Number - Enter a description AND the correct number for each road name and/or piece of equipment. Equipment/Job Number - A work order number, equipment number, etc. is imperative for accurate record keeping. 10.' Unit Price - Fill in the unit price of each item purchased. 11. Total Price - Fill in the total price of the item(s) by multiplying the quantity times the unit price. 12. Signature - Must be signed by the authorized employee making the purchase and the Purchasing Clerk. 13. Line - There are several lines provided here so that more than one item can be purchased on the same LPO providing the total does not exceed $300.00. There will be assigned, to each LPO, accounting numbers to be coordinated with the Road and Bridge Department Purchasing Clerk. 14. Activity - Fill in or have the Purchasing Clerk fill in prior to submittal for approval. 15. Object - Must be assigned prior to approval. 16. Total - Enter total amount of all items purchased. Distribution of LPO conies: The LPO has been designed with four-parts and the distribution of these parts is as follows: First (white) Copy - The first copy (white) is marked "Vendor's Copy" and becomes the property of the vendor/supplier at the time of purchase (leave with the vendor/supplier). Second (green) CORY - The second copy (green) is marked Auditor's Copy and is forwarded to the County Auditor with a priced invoice attached for payment to be made.
