VOL~PAG COMMISSIONERS' COURT REGULAR MEETING APRIL 8, 1991 A regular meeting of the Commissioners' Court of Brazos County, Texas was held in the Commissioners' Courtroom in the Courthouse in Bryan, Brazos County, Texas, beginning at 10:00 a.m. on Monday, April 8, 1991, with the following members of the Court present: R. J. Holmgreen, County Judge, Presiding; Gary Norton, Commissioner of Precinct 1; Walter Wilcox, Commissioner of Precinct 2; Randy Sims, Commissioner of Precinct 3; Milton Turner, Commissioner of Precinct 4; Mary Ann Ward, County Clerk. The following citizens and officials were in attendance: Ruth McLeod Carol Palmer Bea Green Rosalie Todaro Cheryl Turney A. H. Winder Jim Hiney Mike George Executive Assistant Admin. Asst. to County Judge Secretary to Commissioners Auditor's Office Auditor's Office County Engineer Bryan/College Station Eagle KBTX-TV Commissioner Sims gave the invocation and led the pledge of allegiance. The Court next considered approval of the minutes of the Commissioners' Court meetings held January 7, 1991, January 14,1991, January 28, 1991 and January 30, 1991. On motion by Commissioner Turner, seconded by Commissioner Norton, the Court voted unanimously to approve the minutes as submitted. The Court next considered Budget Amendment $91-008, which would transfer unencumbered funds from the 1990 budget to the 1991 budget. On motion by Commissioner Sims, seconded by Commissioner Norton, the Court voted unanimously to approve the budget amendment as submitted, a copy of which is attached hereto. The Court next considered a settlement negotiated with l r F former 85th District Court Judge, W. T. McDonald, Jr. regarding the law books from his office. The County Judge stated that he and Judge Carolyn Ruffino had met with Mr. VOL PAGE i i Roger Boyett, a law book representative who determined the value of Judge McDonald's books and that they had arrived at a price of $10,491.56. This price was based on a used set of is books. The replacement cost for new books would be approximately $30,000.00. Commissioner Sims stated he felt that this was a reasonable price and that Judge Langley would now have a complete set of law books that belong to the county. on motion by Commissioner Norton, seconded by Commissioner Sims, the Court voted unanimously to offer Judge McDonald $10,491.56 for his books. Commissioner Norton moved to accept the recommendation of the Pur- chasing Agent. The motion was seconded by Commissioner Sims. Commissioners Norton and Sims and the County Judge voted "Aye". Commissioners Turner and Wilcox voted "No". Commissioner Wilcox then moved to view and approve the bid speci- fications in Court prior to their being mailed out. Commissioner Sims seconded the motion and it carried unanimously. L The Court next considered the request by Wickson Creek Special Utility District to place a road bore across the right-of-way of Linda Lane in Precinct 3. On motion by Commissioner Sims, seconded by Commissioner Turner, the Court voted unanimously to approve the request of Wickson Creek Special Utility and authorized the installation. A copy of the request is attached hereto. The Court next considered authorizing work outside of county rights-of-ways for the enhancement of county road projects. The Road and Bridge Department requested permission to enter the private property of Mack Deans on Weedon Loop to dispose excess material from ditches for vector abatement and flooding control. On motion by Commissioner Wilcox, seconded by Commissioner Sims, the Court voted unanimously to authorize the work. The Court acknowledged receipt of the Extension Service reports for March 1991 and acknowledged receipt of reports from County and Precinct offices showing revenues collected and remitted to the County Treasurer. An excerpt from those reports is attached hereto. The Court proceeded to consider the change of status of the following employees. On motion by Commissioner Norton, seconded by Commissioner Wilcox, the Court voted unanimously to approve the Claims as submitted.
